Kandydaci wybierani są przez komisję złożoną z członków National Football Foundation. Warunkiem jest między innymi, żeby zawodnik zakończył studia co najmniej 10 lat przed nominacją, natomiast trener trenował drużyny przez co najmniej 10 lat. Pod uwagę brane są wyłącznie osiągnięcia w futbolu akademickim, niezależnie od osiągnięć w profesjonalnej lidze, na przykład w National Football League. La chiusura di questo edificio e il trasferimento ad Atlanta erano inizialmente previste per il 2012; effettivamente la Hall of fame di South Bend è stata chiusa il 30 dicembre 2012; mentre la data di apertura della sede di Atlanta è stata nell'agosto 2014.
