The Florida Senate is the upper house of the Florida Legislature, the state legislature of the U.S. state of Florida, the Florida House of Representatives being the lower house. Article III, Section 1 of the Constitution of Florida, adopted in 1968, defines the role of the Legislature and how it is to be constituted. The Senate is composed of 40 members, each elected from a single-member district with a population of approximately 540,000 residents. Legislative districts are drawn on the basis of population figures, provided by the federal decennial census. Senators' terms begin immediately upon their election. The Senate Chamber is located in the State Capitol building.

Der Senat und das Repräsentantenhaus von Florida sind beide auf die jeweilige Bevölkerungsgröße in den geografischen Gebieten ausgerichtet. Obwohl sich genau drei Mal so viele Abgeordnete im Repräsentantenhaus (120) als im Senat (40) befinden, sind die Senatsbezirke nicht aus drei Repräsentantenbezirken zusammengesetzt. Zasadniczo kadencja senatorów trwa cztery lata, przy czym co dwa lata odnawiana jest połowa składu. Wyjątkiem od tej zasady są lata o numerach kończących się cyfrą "2" (np. 1992, 2002, 2012 itd.), kiedy to wybory odbywają się równocześnie we wszystkich senackich okręgach. W praktyce powoduje to, iż w każdym z okręgów raz na dwadzieścia lat senator wybierany jest dla dwuletnią kadencję, zaś wszystkie pozostałe kadencje w tym okresie są czteroletnie. Inaczej niż w wielu amerykańskich stanach, na Florydzie funkcja przewodniczącego Senatu jest odrębnym urzędem, a nie jedynie dodatkową funkcją zastępcy gubernatora. W efekcie inne jest także usytuowanie przewodniczącego pro tempore, który - choć na Florydzie istnieje taki urząd - jest jedynie zastępcą stałego przewodniczącego.
