The solution adopted hinged on two main theoretical concepts: "output additionality" and "key performance indicators". The paper shows from a practitioner's perspective main challenges and results from a multi-year monitoring activity. In addition to the typical role of monitoring, i.e., assuring transparency and accountability of public spending and enhancing policy learning, the paper describes some of the downstream activities carried out by the monitoring body to further amplify the impact of the policy itself. In Europa, osservando il tasso di occupazione lungo tutto il corso dell’età lavorativa, gli uomin... more In Europa, osservando il tasso di occupazione lungo tutto il corso dell’età lavorativa, gli uomini superano le donne di quasi 12 punti percentuali (66,5% vs. 78,3%). L’Italia è uno degli Stati membri dove vi è maggiore gender employment gap (circa il 20%). In tutti gli Stati membri, inoltre, la retribuzione oraria lorda delle donne è inferiore a quella degli uomini (con una media del 14,1% in meno).Questo insoluto divario di genere, oltre a costituire un problema sociale di non poco conto, rappresenta un freno ad un più ampio dispiegamento delle potenzialità dell’economia di un territorio. In questo documento, quindi, sono presentati alcuni approfondimenti analitici relativi alla Regione Puglia. Le statistiche di genere rappresentano, infatti, uno strumento indispensabile non solo per identificare le disuguaglianze tra donne e uomini, ma anche come base per lo sviluppo e l’attuazione delle politiche di genere a livello globale, europeo, nazionale e regionale.

A livello nazionale e internazionale esistono numerosi strumenti di analisi e indici in grado di descrivere le fragilità dei territori. Tuttavia l’Agenzia ha avvertito l’esigenza di elaborare un indice che, a livello comunale, valorizzasse informazioni statistiche più aggiornate di quelle disponibili: lo stesso ISTAT, infatti, per il momento conduce analisi di questa natura, solo in concomitanza con i censimenti generali della popolazione e, dunque, con una cadenza decennale. L’Instant Report dedica, quindi, un focus a un’analisi di vulnerabilità dei comuni pugliesi, utilizzando l’indice sintetico elaborato da ARTI. Sono quattro, in particolare, le dimensioni indagate dall’indice proposto: vecchiaia, fragilità familiare, prospettive di cambiamento sociale/povertà educativa e vulnerabilità economica. Ne emerge una fotografia chiara e sfaccettata delle aree più fragili del territorio regionale. Tali situazioni di maggior disagio possono essere affrontate e alleviate da politiche regionali che in maniera più puntuale intervengano sui singoli fattori di vulnerabilità individuati e sulle loro interazioni: nelle conclusioni si elencano, pertanto, ambiti e direttrici di un possibile intervento pubblico.

L’Unione europea oggi definisce l’attrattività delle regioni come la loro capacità di garantire un ambiente attrattivo e sostenibile per le aziende e per le persone che in quei territori vivono e lavorano. Un focus particolare è realizzato sui fattori socio-economici e su come essi influiscono sulle performance innovative regionali, con alcune evidenze relative al caso della Puglia.
Negli ultimi decenni si è assistito a grandi progressi nelle tecnologie dell'informazione e della... more Negli ultimi decenni si è assistito a grandi progressi nelle tecnologie dell'informazione e della comunicazione (TIC) rese possibili, a loro volta, anche dagli sviluppi nella micro e nano-elettronica e nella fotonica. Le tecnologie dell'informazione e della comunicazione (Information and Communications Technology, in inglese, ICT, in acronimo o TIC in italiano) riguardano i metodi e le tecnologie che permettono i sistemi di trasmissione, ricezione ed elaborazione di informazioni. Le ICT, per il loro notevole impatto sull'economia moderna, sono generalmente riguardate come General Purpose Technology, ovvero tecnologie di uso generale caratterizzate da forte potenziale evolutivo, ampia diff usione e suscettibili di utilizzo progressivo e pervasivo in un numero elevato di settori. Nei paesi OCSE oltre 14 milioni di persone sono impiegate come specialisti nel settore ICT (pari al 3,7 sul totale). Negli stessi paesi, il settore pesa per il 6% sul valore aggiunto totale 26. Tra i driver di crescita vi sono i mercati del Mobile, Cloud Computing, Big Data e dell'Internet of Things. La micro e nanoelettronica si occupa della miniaturizzazione dei componenti e dei circuiti elettronici, in particolare la realizzazione dei microcircuiti o circuiti integrati, comunemente detti chip. I dispositivi elettronici ad alta densità attualmente in produzione off rono la possibilità di integrare più di un miliardo di transistor per chip. Con il nodo tecnologico del processo costruttivo a 65 nanometri, la microelettronica è entrata a far parte delle nanotecnologie. A breve saranno raggiunti ulteriori livelli di miniaturizzazione, garantendo ai dispositivi una maggiore effi cienza e consumi più ridotti a parità di prestazioni, così come la sempre maggiore possibilità di progettare dispositivi indossabili. I circuiti integrati hanno difatti permesso lo sviluppo di Internet e la diff usione di dispositivi, quali personal computer, telefoni cellulari, e così via 27. La micro e nanoelettronica è collegata strettamente all'industria dei semiconduttori. In Europa, tale industria impiega circa 250 mila persone per la sola manodopera diretta, mentre più di 800 mila persone lavorano per l'integrazione di componenti in sistemi, applicazioni e servizi 28. All'interno di tale tecnologia, tra i settori trainanti a livello europeo vi sono l'automobilistico, l'energetico e le telecomunicazioni, mentre tra i nuovi mercati di punta vi sono quelli che ruotano attorno all'Internet of Things (IoT) e agli oggetti 'smart' 29. La fotonica è un ambito multidisciplinare riguardante l'utilizzo della luce attraverso lo studio delle sue proprietà e delle sue interazioni con la materia. La fotonica fornisce la base tecnologica per la conversione economica della luce solare in energia elettrica, importante per la produzione di energia rinnovabile, e una varietà di componenti e attrezzature elettroniche, quali fotodiodi, LED e laser 30. Per quel che riguarda le telecomunicazioni, l'utilizzo di cavi in fi bra ottica negli impianti, iniziato alla fi ne degli anni Sessanta, è attualmente quasi esclusivo ed è tra i fattori alla base della diff usione del World Wide Web. Il fatturato mondiale del settore della fotonica si aggira sui 300 miliardi di euro, con una crescita annua di circa l'8-10% 31 , e dovrebbe raggiungere i 650 miliardi di euro nel 2020 32. L'Europa detiene circa il 18% del mercato globale 33 , ed è attiva in tutti i settori (sistemi laser e litografi ci, componenti e sistemi ottici, tecnologie medicali, sistemi per la sicurezza e la difesa) 34 .
Per nanotecnologie si intende: l'insieme delle metodologie di manipolazione, controllo e studio d... more Per nanotecnologie si intende: l'insieme delle metodologie di manipolazione, controllo e studio delle proprietà che la materia assume sulla scala delle lunghezze nanometriche (pari ad un milionesimo di millimetro), mediante intervento diretto su singole molecole ed atomi. Le nanotecnologie mirano a realizzare oggetti a partire dalle loro componenti fondamentali, piuttosto che mediante modifi cazione del materiale in scala macroscopica come avviene solitamente nei processi di fabbricazione convenzionali. Numerose le applicazioni scientifi che ed industriali delle nanotecnologie, quali materiali, elettronica, medicina e biologia, ambiente ed energia, chimica, settori meccanico, aeronautico e automobilistico. Rilevante il loro ruolo per la messa a punto di processi, componenti, dispositivi e sistemi innovativi caratterizzati da performance migliorate, funzionalità nuove e dimensioni diminuite. I materiali avanzati fanno riferimento a: materiali ad elevate prestazioni utilizzati in svariate applicazioni quali quelle nel campo della salute, dei trasporti, delle telecomunicazioni e dell'energia. Hanno potenzialmente un impatto rivoluzionario sulla scienza dei materiali, rendendo possibili progressi per quel che riguarda nuove proprietà, riduzione dell'impatto ambientale e, più in generale, miglioramenti nella qualità della vita. Nella categoria dei materiali avanzati si annoverano diverse tipologie: materiali compositi e biomateriali (che presentano analogie col mondo naturale); nanomateriali; materiali "intelligenti" (smart materials). Questi ultimi modifi cano in tempi molto rapidi la loro struttura e/o le loro caratteristiche quando sottoposti a stimoli ambientali (variazione di temperatura, campi elettrici o magnetici oppure alla luce, etc.). In molte applicazioni, è proprio lo sfruttamento delle caratteristiche che la materia mostra a dimensioni nanometriche a portare alla realizzazione di materiali avanzati. Pertanto, considerato la stretta affi nità tra le due tecnologie abilitanti in esame e che le imprese e le spin-off intervistate durante le visite aziendali utilizzano o sono interessate, nella maggior parte dei casi, ad entrambe le tecnologie, si è deciso di presentare congiuntamente le due KET 18. Le nanotecnologie sono da diversi anni al centro dello sviluppo tecnologico e scientifi co globale: sono considerate un dominio tecnologico molto promettente nel medio-lungo periodo in termini di opportunità di business relativamente alle più pressanti sfi de sociali (energia, salute, cambiamenti climatici, etc.). Considerato che le nanotecnologie non sono associabili ad una specifi ca tipologia di industria, risulta diffi cile quantifi care il loro attuale valore di mercato ed il potenziale impatto economico e sociale. Tuttavia, i dati più aggiornati dell'OCSE 19 stimano in oltre 15 mila il numero di imprese attive nel settore delle Nanotecnologie e materiali avanzati 4. 18 Anche a livello comunitario le due tecnologie abilitanti vengono spesso associate in documenti ed iniziative (e.g., nel progetto Regional Innovation Monitor 2015-2016-RIM-Plus della DG CRESCITA della Commissione europea).
Le tecnologie di produzione avanzata comprendono i sistemi di produzione e i relativi servizi, pr... more Le tecnologie di produzione avanzata comprendono i sistemi di produzione e i relativi servizi, processi, impianti ed attrezzature, tra cui l'automazione, la robotica, i sistemi di misura, l'elaborazione delle informazioni cognitive, l'elaborazione dei segnali e il controllo della produzione attraverso i sistemi di informazione e di comunicazione ad alta velocità 13. Si tratta di una vasta gamma di tecnologie che possono essere suddivise in diverse categorie: Tale KET possiede un'enorme valenza strategica, laddove la manifattura avanzata è riconosciuta come la spina dorsale delle economie avanzate, in grado di guidare la crescita economica, l'occupazione e l'innovazione 14. A livello mondiale, l'Europa è regione leader nelle tecnologie di produzione avanzata, detenendo nel 2014 in portafoglio un numero di brevetti 15 maggiore rispetto alle altre economie sviluppate, quali Stati Uniti e Giappone. Da sola, la Germania detiene quasi la metà delle domande di brevetto europeo, seguita, a distanza, da Francia, Regno Unito ed Italia. Nel 2015, le imprese europee manifatturiere, principalmente PMI, hanno generato un valore aggiunto superiore ai 2 mila miliardi di euro ed impiegato direttamente circa 32 milioni di dipendenti, registrando un incremento pari allo 0,8% rispetto all'anno precedente. L'Italia è, dopo la Germania, il secondo paese manifatturiero d'Europa per numero di occupati, nonostante le contrazioni registratesi dal 2008 al 2015, ed il quarto invece per valore aggiunto generato. Il settore manifatturiero italiano: • rappresenta il 15% del valore aggiunto generato nel nostro Paese, pari a 221 miliardi di euro (2013), equamente distribuito tra settori ad alta (30%), media (34%) e bassa tecnologia (36%); • impiega quasi 4,3 milioni di lavoratori (18% degli occupati totali, 2013); • nel 2014, le imprese attive superavano le 396 mila unità, prevalentemente di dimensioni micro (83%) e piccole (15%); • ha realizzato un export di 397 miliardi di euro (2015), relativo principalmente ai settori dei macchinari, abbigliamento, mezzi di trasporto; • concentra oltre il 70% del totale della spesa in R&S delle imprese italiane (2015). Focalizzando l'attenzione sulla Puglia, le imprese manifatturiere regionali costituiscono il 5,4% di quelle manifatturiere operanti a livello nazionale. Secondo gli ultimi dati disponibili: • il valore aggiunto manifatturiero pugliese supera i 6 miliardi di euro (2013), pesando per il 9,5% sul valore aggiunto regionale e il 2,7% del settore manifatturiero nazionale; • il settore impiega circa 172,7 migliaia di addetti (2012); • nel 2014, le imprese manifatturiere pugliesi, per la maggior parte microimprese (89%), ammontavano a 21.411 unità; • l'export ha superato i 7 miliardi di euro (2015), soprattutto mezzi di trasporto (20%), farmaceutici (15%) macchinari e prodotti agroalimentari (11% ciascuno). Si definiscono biotecnologie industriali le tecnologie basate sull'impiego controllato di cellule... more Si definiscono biotecnologie industriali le tecnologie basate sull'impiego controllato di cellule viventi o di loro componenti, fi nalizzato alla produzione di beni e di servizi ovvero alla prevenzione e mitigazione dell'impatto ambientale di operazioni antropiche 3. Si possono individuare tre diff erenti aree: A livello mondiale si assiste ad un sempre crescente impatto economico delle biotecnologie: il settore ha generato nel 2014, nei soli mercati consolidati del settore (Stati Uniti, Europa, Canada ed Australia), un fatturato di 123 miliardi di dollari, con un aumento del 24% rispetto al 2013 4. Per quel che riguarda l'Italia, i dati aggiornati al 2015 5 contano quasi 500 imprese e oltre 9.200 addetti (di cui il 40% dedicato ad attività di R&S) nelle imprese biotecnologiche. Il settore ha fatturato oltre 9,4 miliardi di euro e registrato investimenti in R&S superiori a 1,8 miliardi di euro, dati in crescita rispetto alle precedenti rilevazioni e che confermano il settore come ad altà intensità di ricerca, innovazione e scolarizzazione. Il segmento prevalente resta quello del red biotech, con applicazioni di tipo terapeutico e diagnostico. Riconducibile alle biotecnologie della salute è il settore emergente delle GPTA (Genomica, Proteomica e Tecnologie Abilitanti) in cui operano le aziende che si occupano prevalentemente di big data e che forniscono quindi impulso all'aff ermazione dei nuovi modelli di Medicina Personalizzata. Nell'ultimo decennio, anche in Puglia si è registrato un incremento di imprese originatesi grazie al rapido sviluppo non solo delle biotecnologie a minor costo, ma anche della loro integrazione con tecnologie legate all'impiego di nuovi materiali, elettronica, calcolo e ICT. Gli ultimi dati disponibili 6 nella Sezione Speciale del Registro delle Imprese dedicato alle start-up innovative, pur sottostimando il fenomeno 7 , contano, su 215 start-up pugliesi, 8 imprese che svolgono attività di fabbricazione di prodotti farmaceutici di base e di preparati farmaceutici o di ricerca scientifi ca e sviluppo legata al tema delle biotecnologie. Gli ambiti di azione del biotech pugliese sono diversi, dalla salute (red biotechnology) ai processi industriali (white biotechnology), ma è soprattutto nel biomedicale che si è assistito ad una specializzazione in determinate nicchie di mercato, in alcuni casi andando a occupare posizioni di primo piano anche nei mercati internazionali: il settore farmaceutico infatti, in cui si concentra l'uso delle biotecnologie in Puglia, rappresenta il principale per valore dell'export a livello regionale (oltre 1 miliardo di euro nel 2015 8 , circa il 5% a livello nazionale). ARTI, Agenzia Regionale per la Tecnologia e l'Innovazione, ha intrapreso un percorso partecipato ... more ARTI, Agenzia Regionale per la Tecnologia e l'Innovazione, ha intrapreso un percorso partecipato con produttori ed utilizzatori regionali delle tecnologie abilitanti (Key Enabling Technologies, KETs), i quali, riuniti in gruppi di lavoro, hanno fornito in una prima fase dell'indagine dati ed informazioni quali-quantitative confl uite nel volume "La Puglia delle Key Enabling Technologies-Primo Step" 1. Di seguito, è stata avviata una seconda fase di tale indagine, volta ad approfondire la conoscenza e a consolidare le relazioni con le imprese che avevano già partecipato ai gruppi di lavoro delle KETs. A tale scopo, sono state eff ettuate visite aziendali presso le imprese che hanno aderito all'iniziativa (47 imprese intervistate su un totale di 79 del campione originario 2). The aim of this paper is to describe an analytical tool able to support policy makers in defining... more The aim of this paper is to describe an analytical tool able to support policy makers in defining regional policy for entrepreneurship. Given the growing interest about the themes of smart specialization assigned as policy objectives to the Regions, focus of the paper is at the regional level. The three-dimensional strategic analysis considers simultaneously three kinds of data for each industrial sector: spatial concentration, cost competitiveness and export weight. Each of the three dimensions considered can be seen in turn as a specialization index since the data are related to the performancerecorded at national level (benchmark). Depending on position (quarter) occupied by a specific sector in a graph, policy makers can have at one sight the relative weight of that sector in the regional economy and could have support in defining policies accordingly. As an application, the paper presents last official available data for Puglia manufacturing sectors (2013). Moreover, the analysis could be also simply utilised to realize temporal comparisons. As an example, comparison between data for 2008 and 2013 have highlighted how Puglia has lost competitive advantages over time due to the economic crisis. However, analysis also shows how, in the same years, careful sectorial policies implemented (aerospace) has enabled the Region to emerge in this medium-high technology market also at an international level. Once reached the full availability of homogeneous and internationally comparable data, the same analytical framework could be easily extended to assess the status of different national economies for drawing policy recommendations also at higher territorial levels.
Universities have been mainly included in the S3 debate as creators or vectors of knowledge, thei... more Universities have been mainly included in the S3 debate as creators or vectors of knowledge, their higher education mission has been somewhat overlooked. For this reason, in March 2016, the Joint Research Centre of the European Commission has started a project on the role of Higher Education in Smart Specialisation (HESS). This document reports the action-research activities conducted under the HESS project in the region of Puglia (IT). The authors explored two instruments at the opposite end of the higher education spectrum: ● Istituti Tecnici Superiori (ITSs), i.e. Higher Technical Institutes, a form of technology-based vocational education and training. ● Innovative Industrial Doctorates (IIDs) . These new instruments have not been explicitly taken into account during the development and early implementation of the strategy; however, it has become increasingly important to reflect on the process of human capital creation for S3. The two instruments appear suited to this reflection as they implement curricula designed in collaboration with the local private sector and with an explicit focus on technological development and employability. The report explores the challenges and opportunities ITSs and IIDs pose, as a first step to understand their potential contribution to Smart Specialisation.

In Europa, osservando il tasso di occupazione lungo tutto il corso dell’età lavorativa, gli uomin... more In Europa, osservando il tasso di occupazione lungo tutto il corso dell’età lavorativa, gli uomini superano le donne di quasi 12 punti percentuali (66,5% vs. 78,3%). L’Italia è uno degli Stati membri dove vi è maggiore gender employment gap (circa il 20%). In tutti gli Stati membri, inoltre, la retribuzione oraria lorda delle donne è inferiore a quella degli uomini (con una media del 14,1% in meno).Questo insoluto divario di genere, oltre a costituire un problema sociale di non poco conto, rappresenta un freno ad un più ampio dispiegamento delle potenzialità dell’economia di un territorio. In questo documento, quindi, sono presentati alcuni approfondimenti analitici relativi alla Regione Puglia. Le statistiche di genere rappresentano, infatti, uno strumento indispensabile non solo per identificare le disuguaglianze tra donne e uomini, ma anche come base per lo sviluppo e l’attuazione delle politiche di genere a livello globale, europeo, nazionale e regionale.

A livello nazionale e internazionale esistono numerosi strumenti di analisi e indici in grado di descrivere le fragilità dei territori. Tuttavia l’Agenzia ha avvertito l’esigenza di elaborare un indice che, a livello comunale, valorizzasse informazioni statistiche più aggiornate di quelle disponibili: lo stesso ISTAT, infatti, per il momento conduce analisi di questa natura, solo in concomitanza con i censimenti generali della popolazione e, dunque, con una cadenza decennale. L’Instant Report dedica, quindi, un focus a un’analisi di vulnerabilità dei comuni pugliesi, utilizzando l’indice sintetico elaborato da ARTI. Sono quattro, in particolare, le dimensioni indagate dall’indice proposto: vecchiaia, fragilità familiare, prospettive di cambiamento sociale/povertà educativa e vulnerabilità economica. Ne emerge una fotografia chiara e sfaccettata delle aree più fragili del territorio regionale. Tali situazioni di maggior disagio possono essere affrontate e alleviate da politiche regionali che in maniera più puntuale intervengano sui singoli fattori di vulnerabilità individuati e sulle loro interazioni: nelle conclusioni si elencano, pertanto, ambiti e direttrici di un possibile intervento pubblico.

Un focus particolare è realizzato sui fattori socio-economici e su come essi influiscono sulle performance innovative regionali, con alcune evidenze relative al caso della Puglia.
Negli ultimi decenni si è assistito a grandi progressi nelle tecnologie dell'informazione e della... more Negli ultimi decenni si è assistito a grandi progressi nelle tecnologie dell'informazione e della comunicazione (TIC) rese possibili, a loro volta, anche dagli sviluppi nella micro e nano-elettronica e nella fotonica. Le tecnologie dell'informazione e della comunicazione (Information and Communications Technology, in inglese, ICT, in acronimo o TIC in italiano) riguardano i metodi e le tecnologie che permettono i sistemi di trasmissione, ricezione ed elaborazione di informazioni. Le ICT, per il loro notevole impatto sull'economia moderna, sono generalmente riguardate come General Purpose Technology, ovvero tecnologie di uso generale caratterizzate da forte potenziale evolutivo, ampia diff usione e suscettibili di utilizzo progressivo e pervasivo in un numero elevato di settori. Nei paesi OCSE oltre 14 milioni di persone sono impiegate come specialisti nel settore ICT (pari al 3,7 sul totale). Negli stessi paesi, il settore pesa per il 6% sul valore aggiunto totale 26. Tra i driver di crescita vi sono i mercati del Mobile, Cloud Computing, Big Data e dell'Internet of Things. La micro e nanoelettronica si occupa della miniaturizzazione dei componenti e dei circuiti elettronici, in particolare la realizzazione dei microcircuiti o circuiti integrati, comunemente detti chip. I dispositivi elettronici ad alta densità attualmente in produzione off rono la possibilità di integrare più di un miliardo di transistor per chip. Con il nodo tecnologico del processo costruttivo a 65 nanometri, la microelettronica è entrata a far parte delle nanotecnologie. A breve saranno raggiunti ulteriori livelli di miniaturizzazione, garantendo ai dispositivi una maggiore effi cienza e consumi più ridotti a parità di prestazioni, così come la sempre maggiore possibilità di progettare dispositivi indossabili. I circuiti integrati hanno difatti permesso lo sviluppo di Internet e la diff usione di dispositivi, quali personal computer, telefoni cellulari, e così via 27. La micro e nanoelettronica è collegata strettamente all'industria dei semiconduttori. In Europa, tale industria impiega circa 250 mila persone per la sola manodopera diretta, mentre più di 800 mila persone lavorano per l'integrazione di componenti in sistemi, applicazioni e servizi 28. All'interno di tale tecnologia, tra i settori trainanti a livello europeo vi sono l'automobilistico, l'energetico e le telecomunicazioni, mentre tra i nuovi mercati di punta vi sono quelli che ruotano attorno all'Internet of Things (IoT) e agli oggetti 'smart' 29. La fotonica è un ambito multidisciplinare riguardante l'utilizzo della luce attraverso lo studio delle sue proprietà e delle sue interazioni con la materia. La fotonica fornisce la base tecnologica per la conversione economica della luce solare in energia elettrica, importante per la produzione di energia rinnovabile, e una varietà di componenti e attrezzature elettroniche, quali fotodiodi, LED e laser 30. Per quel che riguarda le telecomunicazioni, l'utilizzo di cavi in fi bra ottica negli impianti, iniziato alla fi ne degli anni Sessanta, è attualmente quasi esclusivo ed è tra i fattori alla base della diff usione del World Wide Web. Il fatturato mondiale del settore della fotonica si aggira sui 300 miliardi di euro, con una crescita annua di circa l'8-10% 31 , e dovrebbe raggiungere i 650 miliardi di euro nel 2020 32. L'Europa detiene circa il 18% del mercato globale 33 , ed è attiva in tutti i settori (sistemi laser e litografi ci, componenti e sistemi ottici, tecnologie medicali, sistemi per la sicurezza e la difesa) 34 .
Per nanotecnologie si intende: l'insieme delle metodologie di manipolazione, controllo e studio d... more Per nanotecnologie si intende: l'insieme delle metodologie di manipolazione, controllo e studio delle proprietà che la materia assume sulla scala delle lunghezze nanometriche (pari ad un milionesimo di millimetro), mediante intervento diretto su singole molecole ed atomi. Le nanotecnologie mirano a realizzare oggetti a partire dalle loro componenti fondamentali, piuttosto che mediante modifi cazione del materiale in scala macroscopica come avviene solitamente nei processi di fabbricazione convenzionali. Numerose le applicazioni scientifi che ed industriali delle nanotecnologie, quali materiali, elettronica, medicina e biologia, ambiente ed energia, chimica, settori meccanico, aeronautico e automobilistico. Rilevante il loro ruolo per la messa a punto di processi, componenti, dispositivi e sistemi innovativi caratterizzati da performance migliorate, funzionalità nuove e dimensioni diminuite. I materiali avanzati fanno riferimento a: materiali ad elevate prestazioni utilizzati in svariate applicazioni quali quelle nel campo della salute, dei trasporti, delle telecomunicazioni e dell'energia. Hanno potenzialmente un impatto rivoluzionario sulla scienza dei materiali, rendendo possibili progressi per quel che riguarda nuove proprietà, riduzione dell'impatto ambientale e, più in generale, miglioramenti nella qualità della vita. Nella categoria dei materiali avanzati si annoverano diverse tipologie: materiali compositi e biomateriali (che presentano analogie col mondo naturale); nanomateriali; materiali "intelligenti" (smart materials). Questi ultimi modifi cano in tempi molto rapidi la loro struttura e/o le loro caratteristiche quando sottoposti a stimoli ambientali (variazione di temperatura, campi elettrici o magnetici oppure alla luce, etc.). In molte applicazioni, è proprio lo sfruttamento delle caratteristiche che la materia mostra a dimensioni nanometriche a portare alla realizzazione di materiali avanzati. Pertanto, considerato la stretta affi nità tra le due tecnologie abilitanti in esame e che le imprese e le spin-off intervistate durante le visite aziendali utilizzano o sono interessate, nella maggior parte dei casi, ad entrambe le tecnologie, si è deciso di presentare congiuntamente le due KET 18. Le nanotecnologie sono da diversi anni al centro dello sviluppo tecnologico e scientifi co globale: sono considerate un dominio tecnologico molto promettente nel medio-lungo periodo in termini di opportunità di business relativamente alle più pressanti sfi de sociali (energia, salute, cambiamenti climatici, etc.). Considerato che le nanotecnologie non sono associabili ad una specifi ca tipologia di industria, risulta diffi cile quantifi care il loro attuale valore di mercato ed il potenziale impatto economico e sociale. Tuttavia, i dati più aggiornati dell'OCSE 19 stimano in oltre 15 mila il numero di imprese attive nel settore delle Nanotecnologie e materiali avanzati 4. 18 Anche a livello comunitario le due tecnologie abilitanti vengono spesso associate in documenti ed iniziative (e.g., nel progetto Regional Innovation Monitor 2015-2016-RIM-Plus della DG CRESCITA della Commissione europea).
Le tecnologie di produzione avanzata comprendono i sistemi di produzione e i relativi servizi, pr... more Le tecnologie di produzione avanzata comprendono i sistemi di produzione e i relativi servizi, processi, impianti ed attrezzature, tra cui l'automazione, la robotica, i sistemi di misura, l'elaborazione delle informazioni cognitive, l'elaborazione dei segnali e il controllo della produzione attraverso i sistemi di informazione e di comunicazione ad alta velocità 13. Si tratta di una vasta gamma di tecnologie che possono essere suddivise in diverse categorie: Tale KET possiede un'enorme valenza strategica, laddove la manifattura avanzata è riconosciuta come la spina dorsale delle economie avanzate, in grado di guidare la crescita economica, l'occupazione e l'innovazione 14. A livello mondiale, l'Europa è regione leader nelle tecnologie di produzione avanzata, detenendo nel 2014 in portafoglio un numero di brevetti 15 maggiore rispetto alle altre economie sviluppate, quali Stati Uniti e Giappone. Da sola, la Germania detiene quasi la metà delle domande di brevetto europeo, seguita, a distanza, da Francia, Regno Unito ed Italia. Nel 2015, le imprese europee manifatturiere, principalmente PMI, hanno generato un valore aggiunto superiore ai 2 mila miliardi di euro ed impiegato direttamente circa 32 milioni di dipendenti, registrando un incremento pari allo 0,8% rispetto all'anno precedente. L'Italia è, dopo la Germania, il secondo paese manifatturiero d'Europa per numero di occupati, nonostante le contrazioni registratesi dal 2008 al 2015, ed il quarto invece per valore aggiunto generato. Il settore manifatturiero italiano: • rappresenta il 15% del valore aggiunto generato nel nostro Paese, pari a 221 miliardi di euro (2013), equamente distribuito tra settori ad alta (30%), media (34%) e bassa tecnologia (36%); • impiega quasi 4,3 milioni di lavoratori (18% degli occupati totali, 2013); • nel 2014, le imprese attive superavano le 396 mila unità, prevalentemente di dimensioni micro (83%) e piccole (15%); • ha realizzato un export di 397 miliardi di euro (2015), relativo principalmente ai settori dei macchinari, abbigliamento, mezzi di trasporto; • concentra oltre il 70% del totale della spesa in R&S delle imprese italiane (2015). Focalizzando l'attenzione sulla Puglia, le imprese manifatturiere regionali costituiscono il 5,4% di quelle manifatturiere operanti a livello nazionale. Secondo gli ultimi dati disponibili: • il valore aggiunto manifatturiero pugliese supera i 6 miliardi di euro (2013), pesando per il 9,5% sul valore aggiunto regionale e il 2,7% del settore manifatturiero nazionale; • il settore impiega circa 172,7 migliaia di addetti (2012); • nel 2014, le imprese manifatturiere pugliesi, per la maggior parte microimprese (89%), ammontavano a 21.411 unità; • l'export ha superato i 7 miliardi di euro (2015), soprattutto mezzi di trasporto (20%), farmaceutici (15%) macchinari e prodotti agroalimentari (11% ciascuno). Si definiscono biotecnologie industriali le tecnologie basate sull'impiego controllato di cellule... more Si definiscono biotecnologie industriali le tecnologie basate sull'impiego controllato di cellule viventi o di loro componenti, fi nalizzato alla produzione di beni e di servizi ovvero alla prevenzione e mitigazione dell'impatto ambientale di operazioni antropiche 3. Si possono individuare tre diff erenti aree: A livello mondiale si assiste ad un sempre crescente impatto economico delle biotecnologie: il settore ha generato nel 2014, nei soli mercati consolidati del settore (Stati Uniti, Europa, Canada ed Australia), un fatturato di 123 miliardi di dollari, con un aumento del 24% rispetto al 2013 4. Per quel che riguarda l'Italia, i dati aggiornati al 2015 5 contano quasi 500 imprese e oltre 9.200 addetti (di cui il 40% dedicato ad attività di R&S) nelle imprese biotecnologiche. Il settore ha fatturato oltre 9,4 miliardi di euro e registrato investimenti in R&S superiori a 1,8 miliardi di euro, dati in crescita rispetto alle precedenti rilevazioni e che confermano il settore come ad altà intensità di ricerca, innovazione e scolarizzazione. Il segmento prevalente resta quello del red biotech, con applicazioni di tipo terapeutico e diagnostico. Riconducibile alle biotecnologie della salute è il settore emergente delle GPTA (Genomica, Proteomica e Tecnologie Abilitanti) in cui operano le aziende che si occupano prevalentemente di big data e che forniscono quindi impulso all'aff ermazione dei nuovi modelli di Medicina Personalizzata. Nell'ultimo decennio, anche in Puglia si è registrato un incremento di imprese originatesi grazie al rapido sviluppo non solo delle biotecnologie a minor costo, ma anche della loro integrazione con tecnologie legate all'impiego di nuovi materiali, elettronica, calcolo e ICT. Gli ultimi dati disponibili 6 nella Sezione Speciale del Registro delle Imprese dedicato alle start-up innovative, pur sottostimando il fenomeno 7 , contano, su 215 start-up pugliesi, 8 imprese che svolgono attività di fabbricazione di prodotti farmaceutici di base e di preparati farmaceutici o di ricerca scientifi ca e sviluppo legata al tema delle biotecnologie. Gli ambiti di azione del biotech pugliese sono diversi, dalla salute (red biotechnology) ai processi industriali (white biotechnology), ma è soprattutto nel biomedicale che si è assistito ad una specializzazione in determinate nicchie di mercato, in alcuni casi andando a occupare posizioni di primo piano anche nei mercati internazionali: il settore farmaceutico infatti, in cui si concentra l'uso delle biotecnologie in Puglia, rappresenta il principale per valore dell'export a livello regionale (oltre 1 miliardo di euro nel 2015 8 , circa il 5% a livello nazionale). ARTI, Agenzia Regionale per la Tecnologia e l'Innovazione, ha intrapreso un percorso partecipato ... more ARTI, Agenzia Regionale per la Tecnologia e l'Innovazione, ha intrapreso un percorso partecipato con produttori ed utilizzatori regionali delle tecnologie abilitanti (Key Enabling Technologies, KETs), i quali, riuniti in gruppi di lavoro, hanno fornito in una prima fase dell'indagine dati ed informazioni quali-quantitative confl uite nel volume "La Puglia delle Key Enabling Technologies-Primo Step" 1. Di seguito, è stata avviata una seconda fase di tale indagine, volta ad approfondire la conoscenza e a consolidare le relazioni con le imprese che avevano già partecipato ai gruppi di lavoro delle KETs. A tale scopo, sono state eff ettuate visite aziendali presso le imprese che hanno aderito all'iniziativa (47 imprese intervistate su un totale di 79 del campione originario 2). The aim of this paper is to describe an analytical tool able to support policy makers in defining... more The aim of this paper is to describe an analytical tool able to support policy makers in defining regional policy for entrepreneurship. Given the growing interest about the themes of smart specialization assigned as policy objectives to the Regions, focus of the paper is at the regional level. The three-dimensional strategic analysis considers simultaneously three kinds of data for each industrial sector: spatial concentration, cost competitiveness and export weight. Each of the three dimensions considered can be seen in turn as a specialization index since the data are related to the performancerecorded at national level (benchmark). Depending on position (quarter) occupied by a specific sector in a graph, policy makers can have at one sight the relative weight of that sector in the regional economy and could have support in defining policies accordingly. As an application, the paper presents last official available data for Puglia manufacturing sectors (2013). Moreover, the analysis could be also simply utilised to realize temporal comparisons. As an example, comparison between data for 2008 and 2013 have highlighted how Puglia has lost competitive advantages over time due to the economic crisis. However, analysis also shows how, in the same years, careful sectorial policies implemented (aerospace) has enabled the Region to emerge in this medium-high technology market also at an international level. Once reached the full availability of homogeneous and internationally comparable data, the same analytical framework could be easily extended to assess the status of different national economies for drawing policy recommendations also at higher territorial levels.
Universities have been mainly included in the S3 debate as creators or vectors of knowledge, thei... more Universities have been mainly included in the S3 debate as creators or vectors of knowledge, their higher education mission has been somewhat overlooked. For this reason, in March 2016, the Joint Research Centre of the European Commission has started a project on the role of Higher Education in Smart Specialisation (HESS). This document reports the action-research activities conducted under the HESS project in the region of Puglia (IT). The authors explored two instruments at the opposite end of the higher education spectrum: ● Istituti Tecnici Superiori (ITSs), i.e. Higher Technical Institutes, a form of technology-based vocational education and training. ● Innovative Industrial Doctorates (IIDs) . These new instruments have not been explicitly taken into account during the development and early implementation of the strategy; however, it has become increasingly important to reflect on the process of human capital creation for S3. The two instruments appear suited to this reflection as they implement curricula designed in collaboration with the local private sector and with an explicit focus on technological development and employability. The report explores the challenges and opportunities ITSs and IIDs pose, as a first step to understand their potential contribution to Smart Specialisation.
