A graph-theory based multi-microgrid formation algorithm is developed which is agnostic of the underlying energy management scheme of the microgrids and solved in a rolling horizon fashion. The algorithm is then enhanced to handle multiple feeders where formation of long laterals needs to be avoided due to potential voltage control issues in distribution systems. The algorithm is evaluated on a synthetic two feeder system derived from interconnecting two IEEE 123 node system. The results indicate increased service to loads in the system and better utilization of renewable resources.

Objective. Limited access to breast cancer diagnosis globally leads to delayed treatment. Ultrasound, an effective yet underutilized method, requires specialized training for sonographers, which hinders its widespread use. Approach. Volume sweep imaging (VSI) is an innovative approach that enables untrained operators to capture high-quality ultrasound images. Combined with deep learning, like convolutional neural networks (CNNs), it can potentially transform breast cancer diagnosis, enhancing accuracy, saving time and costs, and improving patient outcomes. The widely used UNet architecture, known for medical image segmentation, has limitations, such as vanishing gradients and a lack of multi-scale feature extraction and selective region attention. In this study, we present a novel segmentation model known as Wavelet_Attention_UNet (WATUNet). In this model, we incorporate wavelet gates (WGs) and attention gates (AGs) between the encoder and decoder instead of a simple connection to overcome the limitations mentioned, thereby improving model performance. Main results. Two datasets are utilized for the analysis. The public "Breast Ultrasound Images" (BUSI) dataset of 780 images and a VSI dataset of 3818 images. Both datasets contained segmented lesions categorized into three types: no mass, benign mass, and malignant mass. Our segmentation results show superior performance compared to other deep networks. The proposed algorithm attained a Dice coefficient of 0.94 and an F1 score of 0.94 on the VSI dataset and scored 0.93 and 0.94 on the public dataset, respectively.

Cell phone coverage and high-speed service gaps persist in rural areas in sub-Saharan Africa, impacting public access to mobile-based financial, educational, and humanitarian services. Improving maps of telecommunications infrastructure can help inform strategies to eliminate gaps in mobile coverage. Deep neural networks, paired with remote sensing images, can be used for object detection of cell towers and eliminate the need for inefficient and burdensome manual mapping to find objects over large geographic regions. In this study, we demonstrate a partially automated workflow to train an object detection model to locate cell towers using OpenStreetMap (OSM) features and high-resolution Maxar imagery. For model fine-tuning and evaluation, we curated a diverse dataset of over 6,000 unique images of cell towers in 26 countries in eastern, southern, and central Africa using automatically generated annotations from OSM points. Our model achieves an average precision at 50% Intersection over Union (IoU) (AP@50) of 81.2 with good performance across different geographies and out-of-sample testing. Accurate localization of cell towers can yield more accurate cell coverage maps, in turn enabling improved delivery of digital services for decision-support applications.

Dynamic VAR Compensators (DVCs) are a new generation of power electronics-based Volt/VAR compensation devices designed to address voltage issues in distribution systems with a high penetration of renewable generation resources. Currently, the IEEE Std. 1547-based Volt/VAR Curve (VV-C) is widely used as the local control scheme for controlling a DVC. However, the effectiveness of this scheme is not well documented, and there is limited literature on alternative control and placement schemes that can maximize the effective use of a DVC. In this paper, we propose an optimal dispatch and control mechanism to enhance the conventional VV-C based localized DVC control. First, we establish a multi-objective optimization framework to identify the optimal dispatch strategy and suitable placement for the DVC. Next, we introduce two supervisory control strategies to determine the appropriate instances for adjusting the VV-C when the operating condition changes. The outlined scheme comprises two primary stages: time segmentation and VV-C fitting. Within this framework, each time segment aims to produce optimized Q-V trajectories. The proposed method is tested on a modified IEEE 123-bus test system using OpenDSS for a wide range of operating scenarios, including sunny and cloudy days. Simulation results demonstrate that the proposed scheme effectively reduces voltage variations compared to the standard VV-C specified in IEEE Std. 1547.

The popularity of social media makes politicians use it for political advertisement. Therefore, social media is full of electoral agitation (electioneering), especially during the election campaigns. The election administration cannot track the spread and quantity of messages that count as agitation under the election code. It addresses a crucial problem, while also uncovering a niche that has not been effectively targeted so far. Hence, we present the first publicly open data set for detecting electoral agitation in the Polish language. It contains 6,112 human-annotated tweets tagged with four legally conditioned categories. We achieved a 0.66 inter-annotator agreement (Cohen's kappa score). An additional annotator resolved the mismatches between the first two improving the consistency and complexity of the annotation process. The newly created data set was used to fine-tune a Polish Language Model called HerBERT (achieving a 68% F1 score). We also present a number of potential use cases for such data sets and models, enriching the paper with an analysis of the Polish 2020 Presidential Election on Twitter.

State-of-the-art models can perform well in controlled environments, but they often struggle when presented with out-of-distribution (OOD) examples, making OOD detection a critical component of NLP systems. In this paper, we focus on highlighting the limitations of existing approaches to OOD detection in NLP. Specifically, we evaluated eight OOD detection methods that are easily integrable into existing NLP systems and require no additional OOD data or model modifications. One of our contributions is providing a well-structured research environment that allows for full reproducibility of the results. Additionally, our analysis shows that existing OOD detection methods for NLP tasks are not yet sufficiently sensitive to capture all samples characterized by various types of distributional shifts. Particularly challenging testing scenarios arise in cases of background shift and randomly shuffled word order within in domain texts. This highlights the need for future work to develop more effective OOD detection approaches for the NLP problems, and our work provides a well-defined foundation for further research in this area.

Production deployments in complex systems require ML architectures to be highly efficient and usable against multiple tasks. Particularly demanding are classification problems in which data arrives in a streaming fashion and each class is presented separately. Recent methods with stochastic gradient learning have been shown to struggle in such setups or have limitations like memory buffers, and being restricted to specific domains that disable its usage in real-world scenarios. For this reason, we present a fully differentiable architecture based on the Mixture of Experts model, that enables the training of high-performance classifiers when examples from each class are presented separately. We conducted exhaustive experiments that proved its applicability in various domains and ability to learn online in production environments. The proposed technique achieves SOTA results without a memory buffer and clearly outperforms the reference methods.

This paper presents a novel 2-stage microgrid unit commitment (Microgrid-UC) algorithm considering cold-load pickup (CLPU) effects, three-phase load balancing requirements, and feasible reconfiguration options. Microgrid-UC schedules the operation of switches, generators, battery energy storage systems, and demand response resources to supply 3-phase unbalanced loads in an islanded microgrid for multiple days. A performance-based CLPU model is developed to estimate additional energy needs of CLPU so that CLPU can be formulated into the traditional 2-stage UC scheduling process. A per-phase demand response budget term is added to the 1st stage UC objective function to meet 3-phase load unbalance limits. To reduce computational complexity in the 1st stage UC, we replace the spanning tree method with a feasible reconfiguration topology list method. The proposed algorithm is developed on a modified IEEE 123-bus system and tested on the real-time simulation testbed using actual load and PV data. Simulation results show that Microgrid-UC successfully accounts for CLPU, phase imbalance, and feeder reconfiguration requirements.

This paper focuses on the effective use of smart inverters for Volt/Var control (VVC) on a distribution system. New smart inverters offer Var support capability but for their effective use they need to be coordinated with existing Volt/Var schemes. A new VVC scheme is proposed to facilitate such coordination. The proposed scheme decomposes the problem into two levels. The first level uses Load Tap Changer (LTC) and Voltage Regulators (VRs) and coordinates their control with smart inverters to adjust the voltage level on the circuit to keep the voltages along the circuit within the desired range. The second level determines Var support needed from smart inverters to minimize the overall power loss in the circuit. The results of the supervisory control are sent to the devices which have their local controllers. To avoid frequent dispatch, smart inverters are supervised by shifting their Volt/Var characteristics as needed. This allows for the smart inverters to operate close to their optimal control while meeting the limited communication requirements on a distribution system. A case study using the IEEE 34 bus system shows the effectiveness of this supervisory control scheme compared to traditional volt/var schemes.

Forming a microgrid on a distribution system with large scale outage after a severe weather event is emerging as a viable solution to improve resiliency at the distribution level. This option becomes more attractive when the distribution system has high levels of distributed PV. The management of such feeder-level microgrid has however many challenges, such as limited resources that can be deployed on the feeder quickly, and the limited real-time monitoring and control on the distribution system. Effective use of the distributed PV is also challenging as they are not monitored and controlled. To handle these challenges, the paper proposes a 2-stage hierarchical energy management scheme to securely operate these feeder level micorgrids. The first stage of the scheme solves a sequential rolling optimization problem to optimally schedule the main resources (such as a mobile diesel generator and battery storage unit). The second stage adopts a dispatching scheme for the main resources to adjust the stage-1 set-points closer to real- time. The proposed scheme has unique features to assure that the scheme is robust under highly varying operating conditions with limited system observability: (i) an innovative PV forecast error adjustment and a dynamic reserve adjustment scheme to handle the extreme uncertainty on PV power output, and (ii) an intelligent fuel management scheme to assure that the resources are utilized optimally over the multiple days of the restoration period. The proposed algorithm is tested on sample system with real-time data. The results show that the proposed scheme performs well in maximizing service to loads by effective use of all the resources and by properly taking into account the challenging operating conditions.

At such times, the CMG is challenged with limited resource availability, absence of robust grid support, and heightened demand-supply uncertainty. This paper proposes a secure and adaptive three-stage hierarchical multi-timescale framework for scheduling and real-time (RT) dispatch of CMGs with hybrid PV systems to address these challenges. The framework enables the CMG to dynamically expand its boundary to support the neighboring grid sections and is adaptive to the changing forecast error impacts. The first stage solves a stochastic extended duration scheduling (EDS) problem to obtain referral plans for optimal resource rationing. The intermediate near-real-time (NRT) scheduling stage updates the EDS schedule closer to the dispatch time using newly obtained forecasts, followed by the RT dispatch stage. To make the dispatch decisions more secure and robust against forecast errors, a novel concept called delayed recourse is proposed. The methodology is evaluated via numerical simulations on a modified IEEE 123-bus system and validated using OpenDSS/hardware-in-loop simulations. The results show superior performance in maximizing load supply and continuous secure CMG operation under numerous operating scenarios.

This paper presents a smart meter phase identification algorithm for two cases: meter-phase-label-known and meter-phase-label-unknown. To improve the identification accuracy, a data segmentation method is proposed to exclude data segments that are collected when the voltage correlation between smart meters on the same phase are weakened. Then, using the selected data segments, a hierarchical clustering method is used to calculate the correlation distances and cluster the smart meters. If the phase labels are unknown, a Connected-Triple-based Similarity (CTS) method is adapted to further improve the phase identification accuracy of the ensemble clustering method. The methods are developed and tested on both synthetic and real feeder data sets. Simulation results show that the proposed phase identification algorithm outperforms the state-of-the-art methods in both accuracy and robustness.

We present the Julia package Manifolds.jl, providing a fast and easy-to-use library of Riemannian manifolds and Lie groups. This package enables working with data defined on a Riemannian manifold, such as the circle, the sphere, symmetric positive definite matrices, or one of the models for hyperbolic spaces. We introduce a common interface, available in ManifoldsBase.jl, with which new manifolds, applications, and algorithms can be implemented. We demonstrate the utility of Manifolds.jl using Bézier splines, an optimization task on manifolds, and principal component analysis on nonlinear data. In a benchmark, Manifolds.jl outperforms all comparable packages for low-dimensional manifolds in speed; over Python and Matlab packages, the improvement is often several orders of magnitude, while over C/C++ packages, the improvement is two-fold. For high-dimensional manifolds, it outperforms all packages except for Tensorflow-Riemopt, which is specifically tailored for high-dimensional manifolds.

This paper presents a load switching group based energy management system (LSG-EMS) for operating microgrids on a distribution feeder powered by one or multiple grid-forming distributed energy resources. Loads on a distribution feeder are divided into load switching groups that can be remotely switched on and off. The LSG-EMS algorithm, formulated as a mixed-integer linear programming (MILP) problem, has an objective function of maximizing the served loads while minimizing the total number of switching actions. A new set of topology constraints are developed for allowing multiple microgrids to be formed on the feeder and selecting the optimal supply path. Customer comfort is accounted for by maximizing the supply duration in the customer preferred service period and enforcing a minimum service duration. The proposed method is demonstrated on a modified IEEE 33-bus system using actual customer data. Simulation results show that the LSG-EMS successfully coordinates multiple grid-forming sources by selecting an optimal supply topology that maximizes the supply period of both the critical and noncritical loads while minimizing customer service interruptions in the service restoration process.

In this paper, we propose a novel frequency support control scheme focusing on the distributed PV to overcome the above limitation. Considering the diversities, we first derive a reduced-order aggregate model to represent the overall dynamic behaviors of a group of distributed PV. Using this model, we can then design one single frequency support controller for a large number of distributed PV without excessive design computational efforts. This controller aims at controlling the PV total output to provide frequency support to the grid. We also supplement it with the proposed inversion method to obtain individual PV's control signals from the aggregate one. The proposed reduced-order aggregate model is validated against a group of distributed PV systems represented by the detailed nonlinear models. We also demonstrate the effectiveness of proposed control scheme, including both controller and the inversion method, through time-domain simulations using a standard test system.

The second level determines Var support needed from smart inverters to smooth the fast voltage variations while providing effective power factor correction to keep the power losses at minimum. The case study shows that the proposed VVC method is very effective in maintaining acceptable voltages on the system under various operating conditions while meeting the operational constrains. The results also show the computational efficiency of the method.

In 1962 J. Siciak introduced polynomial extremal function. The Siciak extremal function is one of the most important tool to investigate derivatives of polynomials. W. Pleśniak in the circle of papers (most important joint with W. Pawłucki) showed deep connections between behavior of Siciak extremal function near compact $K$ and bounds for derivatives of polynomials. In 1990 W. Pleśniak introduced condition (P) which is equivalent to Markov property of compact $K$. In the same paper there was stated a problem which property of Siciak's extremal function are necessary to Markov's property. A stronger question is on Hölder continuity of the logarithm of the Siciak extremal function. This problem can be formulate in more general case of arbitrary norms $q$ on the space of polynomials. In the present paper we investigate the connection between behavior of generalizations of Siciak's function and the behavior of norms of derivatives of polynomials. In particular we get some deep properties of Markov factors $M_n(q,k)$ related to the main problems. One of the main result is the Kolmogorov-Landau type property of $M_n(q,k)^{1/k}$ which is a condition on the triangle sequence of family of derivatives of polynomials not for particular polynomials as for direct analogon of the Kolmogorov-Landau remarkable inequalities: $\log M_n(q,k)^{1/k}\leq \log const. + (1-\frac{\log k}{\log n})\log M_n(q,1)+\frac{\log k}{\log n}M_n(q,n)^{1/n},\ 1\leq k\leq n$.It seems that this condition is satisfied for arbitrary norm $q$. Separately this condition (a weaker version is sufficient) gives nothing. But if we assume that $q$ has A. Markov's property with respect to $q$ and satisfies a condition $C(q)>0$ then $q$ posseses Vladimir Markov property. In the case $q(P)=||P||_E$ this means that non pluripolar Markov sets possese Hölder continuous pluricomplex Green function.

Abstract:
We introduce an asymptotic Markov's exponent and show that it is equal to Markov's exponent for a wide class of norms. As a consequence we obtain a lower bound for the optimal exponent in Markov's inequality considered with the norms possessing Nikolskii type property.

This system is shown to be an excellent model system demonstrating coexistence of the Kondo effect and anomalous ferromagnetism with a small magnetic moment which is confirmed by magnetic and μSR measurements. Data on specific heat, resistivity and Seebeck coefficient are presented. Being deduced from the resistivity and specific heat data, the non-Fermi-liquid behavior is observed at low temperatures, which is unusual for a ferromagnetic Kondo system. A comparison with other magnetic Kondo lattices is performed.

A series of YBa_{2-x}Sr_xCu_4O_8 single crystals was measured to study the influence of site disorder on the transition line Hss(T) between quasi-ordered vortex lattice and highly disordered vortex glass, as well as on the maximum critical current density within the glass phase, jcmax. When 32% of Ba is replaced by Sr, jcmax is an order of magnitude higher than in the unsubstituted compound. In contrast, the transition field Hss first drops by a factor of about five with a substitution of just 10% of Sr for Ba, and then remains approximately constant for higher Sr contents. Our results indicate that in very clean systems the order-disorder transition is affected very strongly by any crystallographic disorder, while above a certain threshold it is relatively robust with respect to additional disorder. In all substituted crystals Hss monotonically decreases with an increase of temperature.
