This white paper provides a comprehensive review of our present understanding of experimental neutrino anomalies that remain unresolved, charting the progress achieved over the last decade at the experimental and phenomenological level, and sets the stage for future programmatic prospects in addressing those anomalies. It is purposed to serve as a guiding and motivational "encyclopedic" reference, with emphasis on needs and options for future exploration that may lead to the ultimate resolution of the anomalies. We see the main experimental, analysis, and theory-driven thrusts that will be essential to achieving this goal being: 1) Cover all anomaly sectors -- given the unresolved nature of all four canonical anomalies, it is imperative to support all pillars of a diverse experimental portfolio, source, reactor, decay-at-rest, decay-in-flight, and other methods/sources, to provide complementary probes of and increased precision for new physics explanations; 2) Pursue diverse signatures -- it is imperative that experiments make design and analysis choices that maximize sensitivity to as broad an array of these potential new physics signatures as possible; 3) Deepen theoretical engagement -- priority in the theory community should be placed on development of standard and beyond standard models relevant to all four short-baseline anomalies and the development of tools for efficient tests of these models with existing and future experimental datasets; 4) Openly share data -- Fluid communication between the experimental and theory communities will be required, which implies that both experimental data releases and theoretical calculations should be publicly available; and 5) Apply robust analysis techniques -- Appropriate statistical treatment is crucial to assess the compatibility of data sets within the context of any given model.

Searches for dark matter (DM) have not provided any solid evidence for the existence of weakly interacting massive particles in the GeV-TeV mass range. Coincidentally, the scale of new physics is being pushed by collider searches well beyond the TeV domain. This situation strongly motivates the exploration of DM masses much larger than a TeV. Secluded scenarios contain a natural way around the unitarity bound on the DM mass, via the early matter domination induced by the mediator of its interactions with the Standard Model. High-energy neutrinos constitute one of the very few direct accesses to energy scales above a few TeV. An indirect search for secluded DM signals has been performed with the ANTARES neutrino telescope using data from 2007 to 2015. Upper limits on the DM annihilation cross section for DM masses up to 6 PeV are presented and discussed.

This article presents the potential of a combined analysis of the JUNO and KM3NeT/ORCA experiments to determine the neutrino mass ordering. This combination is particularly interesting as it significantly boosts the potential of either detector, beyond simply adding their neutrino mass ordering sensitivities, by removing a degeneracy in the determination of $Δm_{31}^2$ between the two experiments when assuming the wrong ordering. The study is based on the latest projected performances for JUNO, and on simulation tools using a full Monte Carlo approach to the KM3NeT/ORCA response with a careful assessment of its energy systematics. From this analysis, a $5σ$ determination of the neutrino mass ordering is expected after 6 years of joint data taking for any value of the oscillation parameters. This sensitivity would be achieved after only 2 years of joint data taking assuming the current global best-fit values for those parameters for normal ordering.

This document summarizes the conclusions of the Neutrino Town Meeting held at CERN in October 2018 to review the neutrino field at large with the aim of defining a strategy for accelerator-based neutrino physics in Europe. The importance of the field across its many complementary components is stressed. Recommendations are presented regarding the accelerator based neutrino physics, pertinent to the European Strategy for Particle Physics. We address in particular i) the role of CERN and its neutrino platform, ii) the importance of ancillary neutrino cross-section experiments, and iii) the capability of fixed target experiments as well as present and future high energy colliders to search for the possible manifestations of neutrino mass generation mechanisms.

A search for a neutrino signal from WIMP pair annihilations in the centre of the Earth has been performed with the data collected with the ANTARES neutrino telescope from 2007 to 2012. The event selection criteria have been developed and tuned to maximise the sensitivity of the experiment to such a neutrino signal. No significant excess of neutrinos over the expected background has been observed. Upper limits at $90\%$ C.L. on the WIMP annihilation rate in the Earth and the spin independent scattering cross-section of WIMPs to nucleons $σ^{SI}_p$ were calculated for WIMP pair annihilations into either $τ^{+}τ^{-}$, $W^+W^-$, $b\overline{b}$ or the non-SUSY $ν_μ\barν_μ$ as a function of the WIMP mass (between $25\,\mathrm{GeV/c^2}$ and $1000\,\mathrm{GeV/c^2}$) and as a function of the thermally averaged annihilation cross section times velocity $\langleσ_{A} v\rangle_{Earth}$ of the WIMPs in the centre of the Earth. For masses of the WIMP close to the mass of iron nuclei ($50\,\mathrm{GeV/c^2}$), the obtained limits on $σ^{SI}_p$ are more stringent than those obtained by other indirect searches.

Studying atmospheric neutrino oscillations in the few-GeV range with a multimegaton detector promises to determine the neutrino mass hierarchy. This is the main science goal pursued by the future KM3NeT/ORCA water Cherenkov detector in the Mediterranean Sea. In this paper, the processes that limit the obtainable resolution in both energy and direction in charged-current neutrino events in the ORCA detector are investigated. These processes include the composition of the hadronic fragmentation products, the subsequent particle propagation and the photon-sampling fraction of the detector. GEANT simulations of neutrino interactions in seawater produced by GENIE are used to study the effects in the 1 - 20 GeV range. It is found that fluctuations in the hadronic cascade in conjunction with the variation of the inelasticity y are most detrimental to the resolutions. The effect of limited photon sampling in the detector is of significantly less importance. These results will therefore also be applicable to similar detectors/media, such as those in ice.

A search for high-energy neutrinos coming from the direction of the Galactic Centre is performed using the data recorded by the ANTARES neutrino telescope from 2007 to 2012. The event selection criteria are chosen to maximise the sensitivity to possible signals produced by the self-annihilation of weakly interacting massive particles accumulated around the centre of the Milky Way with respect to the atmospheric background. After data unblinding, the number of neutrinos observed in the line of sight of the Galactic Centre is found to be compatible with background expectations. The 90% C.L. upper limits in terms of the neutrino+anti-neutrino flux, $\rm Φ_{ν_μ+\barν_μ}$, and the velocity averaged annihilation cross-section, $\rm <σ_{A}v>$, are derived for the WIMP self-annihilation channels into $\rm b\bar{b},W^{+}W^{-},τ^{+}τ^{-},μ^{+}μ^{-},ν\barν$. The ANTARES limits for $\rm <σ_{A}v>$ are shown to be the most stringent for a neutrino telescope over the WIMP masses $\rm 25\,GeV < M_{WIMP} < 10\,TeV$.

More recently, limits on dark gauge forces have been derived from this data set, considering a dark photon production from $π^0$-decay \cite{Blumlein:2011mv}. Here we determine extended mass and coupling exclusion bounds for dark gauge bosons ranging to masses $m_{γ'}$ of 624 MeV at admixture parameters $\varepsilon \simeq 10^{-6}$ considering high-energy Bremsstrahlung of the $U$-boson off the initial proton beam and different detection mechanisms.

The discovery probability for a selection of 296 gamma-ray bursts in the given period is optimised using an extended maximum-likelihood strategy. We present a fast likelihood method for including event-level neutrino telescope data in parameter explorations of theories for new physics, and announce its public release as part of DarkSUSY 5.0.6. Our construction includes both angular and spectral information about neutrino events, as well as their total number. We also present a corresponding measure for simple model exclusion, which can be used for single models without reference to the rest of a parameter space. We perform a number of supersymmetric parameter scans with IceCube data to illustrate the utility of the method: example global fits and a signal recovery in the constrained minimal supersymmetric standard model (CMSSM), and a model exclusion exercise in a 7-parameter phenomenological version of the MSSM. The final IceCube detector configuration will probe almost the entire focus-point region of the CMSSM, as well as a number of MSSM-7 models that will not otherwise be accessible to e.g. direct detection. Our method accurately recovers the mock signal, and provides tight constraints on model parameters and derived quantities. We show that the inclusion of spectral information significantly improves the accuracy of the recovery, providing motivation for its use in future IceCube analyses.
