Sin bien este cambio se caracteriza por ser producto de las denominadas Tecnologías de la Información y la Comunicación, la finalidad del siguiente análisis consiste en utilizar los preceptos de las Relaciones Internacionales para otorgar un sentido a las acciones y procesos que suceden en lo virtual a partir del desplazamiento por parte de actores estatales, no estatales y de la sociedad civil en general, a este nuevo espacio. De manera inductiva y exploratoria, el artículo conjuga teoría y praxis a partir de casos recientes que ejemplifican una intersección sugerente para avanzar en el desarrollo de la disciplina y el pensamiento internacional en el siglo XXI.
This study seeks to gauge the level of engagement and interaction of seven Ministries of Foreign ... more This study seeks to gauge the level of engagement and interaction of seven Ministries of Foreign Affairs from the Americas with citizens who requested assistance through Twitter during the first months of the covid-19 pandemic. Among the results obtained significant differences are identified, notably an increase in dialogic communication with respect to previous studies, explained by the state of emergency. In addition, countries that achieved high levels of engagement are those that focused their communication towards the user. Thus, different approaches to digital diplomacy are detected in its consular activities.

El presente artículo aborda las recientes acciones comunicacionales de Bolivia y Chile en el marc... more El presente artículo aborda las recientes acciones comunicacionales de Bolivia y Chile en el marco de la diplomacia pública. A partir de un análisis de contenido de intervenciones en espacios mediáticos-digitales, se espera presentar los alcances de acciones cruzadas considerando las perspectivas de autores representativos en la materia. Así, al examinar las intervenciones de ambos países se espera contrastar y comparar acciones de diplomacia pública frente a los escenarios de discordia referente a la demanda boliviana ante la Corte Internacional de Justicia. Para concluir, se espera presentar a modo tentativo una evaluación de la diplomacia pública efectuada por cada parte, evidenciando elementos que restan y restringen una agenda de futuro entre ambas naciones.

Se explora la presencia de las llamadas cámaras de eco y las burbujas de filtro en clústeres formados por grupos con mayor presencia de usuarios radicalizados políticamente de acuerdo con sus perfiles en la plataforma. Apoyado en técnicas de análisis de redes sociales (ARS), analítica de medios sociales y análisis de contenido, se observa que las redes formadas por actores más radicales de derecha son más homofílicas y usan menor diversidad de fuentes. Se discuten los resultados, se señalan limitaciones y posibles caminos futuros.

From 2008 to 2013, Peru and Chile were entangled in a maritime dispute presented and argued at th... more From 2008 to 2013, Peru and Chile were entangled in a maritime dispute presented and argued at the International Court of Justice in The Hague (ICJ). While the most visible stages of the case at the ICJ took place during 2012/2013 and ended with a favourable judgment towards Peru’s arguments, both countries became increasingly amicable in several other areas of common interest. Moreover, lately both countries have become much more economically interdependent on one another, which can partially explicate a constructive approach towards improving relations. This paper will present evidence that potentially explains change in rival relationships utilizing theoretical frameworks that relate to nation branding and to public diplomacy. Furthermore, it argues that societal-level engagement via the Peruvian diaspora arguably contributed to the improvement in Peruvian–Chilean relations. By means of interviews with relevant agents and analysis of media and secondary data, it will describe how Chilean society became receptive to Peru’s charm offensive.

Este estudio busca dimensionar el nivel de engagement e interacción de siete Cancillerías de Amér... more Este estudio busca dimensionar el nivel de engagement e interacción de siete Cancillerías de América con los ciudadanos que solicitaban ayuda a través de Twitter en los primeros meses de la pandemia de covid-19. Entre los resultados obtenidos se encontraron diferencias significativas, un aumento de la comunicación dialógica con respecto a estudios previos, explicado por la situación de emergencia. Además, los países que logran altos niveles de engagement son los que orientan su comunicación al usuario. This framework therefore encapsulates four dimensions. The first is a functional dimension that focuses on the use of digital tools in public diplomacy activities. The second is a normative dimension that explores how the values and norms of the digital society impact the practice of public diplomacy and the functions of its practitioners. The third dimension is analytical and relates to the use of digital technologies to evaluate public diplomacy activities. The fourth and final dimension is institutional and explores how digital tools are influencing the working procedures of institutions responsible for public diplomacy activities.

proliferation of Informati... more Recent years have seen the digital disruption of diplomacy. The global proliferation of Information and Communication Technologies (ICTs) and mass adoption of social media networks created a new set of opportunities and challenges that diplomacy had to grapple with. Alongside the ability to manage consular crises in near real time and shape a nation’s image, diplomats had to contend with calls for more open and transparent forms of diplomacy as well as develop a digitally literate diplomatic corps . The disruptive nature of digitalization has also been evident in the realm of public diplomacy. Digitalization has enabled diplomats to interact with foreign populations, establish global virtual embassies and overcome traditional gatekeepers such as the news room elite. Yet digitalization has also seen the rise of an opinionated online public that is clamouring to be heard as well as the transformation of social media into competitive framing arenas in which multiple actors vie over public attention and support. More recently, digitalization has become a tool for strategic use of dis-information and mis-information.
It is amid this backdrop of digital disruption that this issue of the Revista Mexicana de Política Exterior (RMPE) aims to offer a more comprehensive understating of the current state of public diplomacy.

La proliferación global de las tecnologías de la información y la comunicación, y el uso masivo de redes sociales han abierto un nuevo conjunto de oportunidades y desafíos a los que la diplomacia ha debido hacer frente. Además de la capacidad de gestionar crisis consulares casi en tiempo real y dar forma a la imagen de un país, los diplomáticos han tenido que lidiar con llamados a formas más abiertas y transparentes de diplomacia, así como al desarrollo de un cuerpo diplomático con conocimientos de los medios digitales.
La naturaleza disruptiva de la digitalización ha sido evidente también en el ámbito de la diplomacia pública. La digitalización ha permitido a los diplomáticos interactuar con poblaciones extranjeras, establecer embajadas virtuales globales y superar a intermediarios tradicionales de la comunicación tales como las elites de la sala de prensa; sin embargo, también ha amparado el surgimiento de una audiencia online de opiniones arraigadas que exige ser escuchada, y ha visto la transformación de las redes sociales en arenas donde los puntos de vista entran en competencia y una multiplicidad de actores se disputan la atención y el apoyo del público. Asimismo, la digitalización se ha convertido, más recientemente, en una herramienta para el uso estratégico de la información falsa y manipulada.
Este escenario de disrupción digital es el telón de fondo de este número de la Revista Mexicana de Política Exterior (RMPE), en el que ofrecemos un panorama más completo del estado actual de la diplomacia pública.

Este trabajo busca explorar las actuales y diversas expresiones de la diplomacia pública. Esencia... more Este trabajo busca explorar las actuales y diversas expresiones de la diplomacia pública. Esencialmente, se trata de una práctica que está al servicio de la política exterior de un determinado país, y es desplegada para alcanzar objetivos de posicionamiento internacional. En este contexto, además, las complejidades de la política mundial muestran la acción de actores no estatales, que toman cada día mayor relevancia en este campo.
En estas páginas se analiza la naturaleza de la diplomacia pública, así como algunas manifestaciones de ésta a nivel internacional en los ámbitos deportivo y gastronómico. Del mismo modo, se aborda el “poder digital” y la utilización de las tecnologías de la comunicación por parte de un actor no estatal de carácter terrorista: ISIS.
A nivel estatal, se analiza el deterioro de la imagen internacional de Argentina en los albores del siglo XXI, a partir de la lógica de competencia de frames entre el país sudamericano y el Fondo Monetario Internacional. Finalmente, para el estudio del caso chileno, se revisa detalladamente el proceso de implementación e institucionalización de la diplomacia pública.

Si bien el cambio se identifica y caracteriza por ser provocado por las denominadas Tecnologías de la Información y la Comunicación (TIC), para el análisis que sigue se propone utilizar preceptos de las Relaciones Internacionales para poder dar sentido a las acciones y procesos que transcurren en lo virtual a partir de desplazamiento en esta arena de actores estatales, no estatales y de la sociedad civil en general. De manera inductiva y exploratoria, el artículo conjuga teoría y praxis a partir de casos recientes que ejemplifican una intersección sugerente para avanzar el desarrollo de la disciplina y el pensamiento internacional en el siglo XXI.

Para abordar el estudio sobre el interés de la sociedad chilena en respecto a este tema, se realiza un estudio de caso de alcance exploratorio sobre la participación de diversos actores chilenos en los foros internacionales especializados sobre el desarrollo de Internet. El objetivo central es mapear la participación de agentes gubernamentales, privados y de la sociedad civil en general para comprender los niveles de compromiso y dedicación brindados a un área que articula temáticas que inciden fuertemente en el desarrollo digital futuro del país. Por medio de entrevistas semi-estructuradas de quienes han participado en dichos foros, se espera presentar un panorama hasta ahora desconocido de trabajo de un ámbito crítico y prioritario para el país. Abstract: This article presents a subject that has recently emerged on the policy and research agenda regarding the control of Internet resources, otherwise known as Internet Governance (IG). In order to examine Chile's interest in the matter, this exploratory study regarding IG argues that the participation of Chilean actors in international fora on digital development becomes an analytical entry point for future research. Therefore, the main aim of this study is to map out the participation of governmental actors, private sector actors and actors belonging to civil society organizations, in order to understand the level of commitment given to this critical issue. By means of a series of interviews interviews of those who have participated in these fora, it is expected that this study will provide a landscape of the status of IG advocacy in Chile. El trabajo forma parte de un proyecto liderado por el Director Adjunto del Instituto de Estudios ... more El trabajo forma parte de un proyecto liderado por el Director Adjunto del Instituto de Estudios Internacionales de la Universidad de Chile, profesor Miguel Ángel López; por el académico Daniel Aguirre, y por el ex alumno Matthias Erlandsen. Así como en la década del ’60 surgió el, entonces, nuevo concepto de Diplomacia Pública, a la par se fueron desarrollando los primeros experimentos computacionales. Pero no fue hasta fines de los ’90 que las llamadas “nuevas tecnologías” comenzaron a jugar un rol relevante en el campo de las relaciones internacionales, lo que hoy cobra cada vez más relevancia, al ser testigos de cómo algunos mandatarios están dirigiendo políticas internas y externas a través de twitter. Ejemplos sobran y dan sustento y justificación a la realización de proyectos como el recientemente presentado por el Director Adjunto del Instituto de Estudios Internacionales de la Universidad de Chile, Miguel Ángel López, quien en conjunto con el académico Daniel Aguirre y el Magíster en Estudios Internacionales, Matthias Erlandsen, editaron el libro “Diplomacia Pública Digital: El Contexto Iberoamericano”. La actividad tuvo lugar en la sede del IEI. La presentación del trabajo estuvo a cargo del Director de Energía, Ciencia y Tecnología e Innovación del Ministerio de Relaciones Exteriores, embajador Gabriel Rodríguez, y del académico Roberto Durán.

Se explora la presencia de las llamadas cámaras de eco y las burbujas de filtro en clústeres formados por grupos con mayor presencia de usuarios radicalizados
políticamente de acuerdo con sus perfiles en la plataforma. Apoyado en técnicas de análisis de redes sociales (ARS), analítica de medios sociales y análisis de contenido, se observa que las redes formadas por actores más radicales de derecha son más homofílicas y usan menor diversidad de fuentes. Se discuten los resultados, se señalan limitaciones y posibles caminos futuros.

This framework therefore encapsulates four dimensions. The first is a
functional dimension that focuses on the use of digital tools in public
diplomacy activities. The second is a normative dimension that explores
how the values and norms of the digital society impact the practice of
public diplomacy and the functions of its practitioners. The third dimension is analytical and relates to the use of digital technologies to evaluate public diplomacy activities. The fourth and final dimension is institutional and explores how digital tools are influencing the working procedures of institutions responsible for public diplomacy activities.

overcome traditional gatekeepers such as the news room elite. Yet digitalization has also seen the rise of an opinionated online public that is clamouring to be heard as well as the transformation of social media into competitive framing arenas in which multiple actors vie over public attention and support. More recently, digitalization has become a tool for
strategic use of dis-information and mis-information.
It is amid this backdrop of digital disruption that this issue of the Revista
Mexicana de Política Exterior (RMPE) aims to offer a more comprehensive understating of the current state of public diplomacy.
La naturaleza disruptiva de la digitalización ha sido evidente también en el ámbito de la diplomacia pública. La digitalización ha permitido a los diplomáticos interactuar con poblaciones extranjeras, establecer embajadas virtuales globales y superar a intermediarios tradicionales de la comunicación tales como las elites de la sala de prensa; sin embargo, también ha amparado el surgimiento de una audiencia online de opiniones arraigadas que exige ser escuchada, y ha visto la transformación de las redes sociales en arenas donde los puntos de vista entran en competencia y una multiplicidad de actores se disputan la atención y el apoyo del público. Asimismo, la digitalización se ha convertido, más recientemente, en una herramienta para el uso estratégico de la información falsa y manipulada.

Los contenidos del libro evidencian el avance de la Comunicación Interna como temática regional en América Latina. A partir de la diversidad, las tendencias, visiones y estudios de casos, el lector podrá contar con insumos de primera fuente para reflexionar e implementar iniciativas de CI que sean relevantes a la cultura del continente.
En estas páginas se analiza la naturaleza de la diplomacia pública, así como algunas manifestaciones de ésta a nivel internacional en los ámbitos deportivo y gastronómico. Del mismo modo, se aborda el “poder digital” y la utilización de las tecnologías de la comunicación por parte de un actor no estatal de carácter terrorista: ISIS.
A nivel estatal, se analiza el deterioro de la imagen internacional de Argentina en los albores del siglo XXI, a partir de la lógica de competencia de frames entre el país sudamericano y el Fondo Monetario Internacional. Finalmente, para el estudio del caso chileno, se revisa detalladamente el proceso de implementación e institucionalización de la diplomacia pública.
