The Ateneo School of Government implemented a project entitled "Catalyzing New Mobility in Cities: The Case of Metro Manila" as part of its Innovations at the Base of the Pyramid in Southeast Asia (iBoP Asia) Program. The project was supported by the Rockefeller Foundation. The Project initiated a metro-wide conversation among stakeholders in government (national and local, private sector, non-governmental, and community sectors) about the "New Mobility" initiative and the future of public transportation in Metro Manila.
This project sought to understand the geospatial mobility and access problems of the poor and vulnerable in Metro Manila, identify the existing and emerging initiatives (i.e., government services, business models, and social enterprises) that respond to these problems, and the market and policy enablers and barriers that facilitate or hinder these initiatives.
Overall, the Project aimed to:
(1) Identify and document new mobility business models that benefit the poor and vulnerable. This entails identifying and describing models that impact the poor and vulnerable, especially those that have been developed or are being used by urban poor groups. This task also involves sharing the models with stakeholders and validating the extent to which these contribute to inclusive mobility.
(2) Identify barriers and enablers (both market and policy) to the adoption and mainstreaming of inclusive mobility business models. This task also involves exploring the extent to which a network of stakeholders can help in supporting the enablers and breaking down the barriers to the deployment of these models.
(3) Explore approaches for replicating and scaling up the inclusive mobility business models. This involves looking at the initiatives being undertaken by local governments, the private sector, non-governmental organizations, and communities and how they complement or create the conditions for scaling up these models.
