I have been a faculty member of the Department of Political Science at the University of California, Berkeley since 1964. I first taught and did quantitative research on political behavior (Apathy and Participation: Mass Politics in Western Societies). Subsequently, I moved my attention to modern Italy and Southern Europe as cases of peripheral development (Surviving without Governing:The Italian Parties in Parliament). In the Seventies and Eighties my attention moved to democratic theory and transitions to democracy (To Craft Democracies). Democracy beyond the nation state was an added focus of attention during the Nineties (Restructuring Territoriality: Europe and the United States Compared, co-edited with Chris Ansell). After my retirement, I began to look into the demise of The Thirty Glorious Years (1945-75) of European and American Democracies and the role that neo-liberalism and its narratives have played in that demise. The Modern State Subverted: Risk and the Deconstruction of Solidarity was published in 2013. In 2018, my daughter Vittoria (USC) convinced me to open a site on Academia.edu and make available a few of my publications. So, here they are.

Tali cambiamenti sono stati chiamati, con un termine collettivo ora di moda rna inappropriato, la «fine delle ideologie». Le affermazioni possono essere cosí condensate: le tradizionali linee di divisione in classi economiche e forse anche sociali si sono venute sfumando con la rapida crescita di una «nuova classe media» e l'aumento del tenore di vita nelle nazioni dell'Europa occidentale.I fattori locali, regionali, etnici e religiosi sono diminuiti d’importanza in quanto basi fondamentali di affiliazione politica in molti paesi, mentre ha luogo una « mobilitazione sociale » e le masse vengono sempre piú integrate nelle loro rispettive culture politiche nazionali. IntroduzioneIl quesito forse più immediato ed attuale che sorge quando si pensa, oggi, al process... more IntroduzioneIl quesito forse più immediato ed attuale che sorge quando si pensa, oggi, al processo di istituzionalizzazione del Parlamento è se vi siano stati cambiamenti rispetto alla fine degli anni settanta (anni cruciali in tema di istituzionalizzazione), e se questi cambiamenti comportino dei progressi sostanziali nel processo. Cambiamenti ve ne sono stati, come vedremo più avanti. Siccome, però, a parer mio, questi cambiamenti non indicano progressi chiari né permettono estrapolazioni sicure, partirò alla lontana con uno sforzo di riconcettualizzazione — o più modestamente con un tentativo di riformulare in maniera un po’ diversa e magari più convincente analisi già fatte e risapute, ma non sempre condivise.

Ma sarà poi vero? Stando ad una definizione minima dei partiti sembrerebbe di sì. Non sono forse i partiti il meccanismo di base tramite il quale le moderne democrazie formano e scelgono i propri governanti? Se optiamo, però, per una concezione più ambiziosa dei partiti politici, se guardiamo cioè ad essi come alla struttura principale che determina non solo chi governa ma anche i contenuti di governo e il loro ricambio, allora non abbiamo più una definizione certa ma una semplice ipotesi. Il fatto che i partiti siano al governo non garantisce quello che la letteratura anglosassone chiama party government (nell'ambiziosa accezione di cui sopra). Il che significa che il party government è una variabile, o se vogliamo un tipo ideale a cui solo alcune democrazie possono avvicinarsi, e neanche poi tanto.
