Ba s ic data 1.1. Bas ic bio grap h ical d ata Prof. Dr. Vladim ir M. Cvetković was born on February 8, 1987. in Kragujevac. He graduated from the Internal Affairs High School (police officer) in Srem ska Kam enica in 20 0 6 as one of the students of his generation and holder of Vuk's diplom a, and the "Sveti Sava" elem entary school in Batočina in 20 0 2 as holder of Vuk's diplom a. At the Crim inalistics and Police Academ y in Belgrade, now the Crim inalistics and Police University, he defended his m aster's thesis on the topic " Managem ent in em ergency situations caused by the m isuse of w eapons of m ass destruction " in 20 12, which earned him the title of Master of Crim inalistics and graduated in 20 10 as the best student of the generation with an average grade of 10 .0 0 (the first student in history with the aforementioned achieved average), which earned him the title of graduate crim inalist. He received his doctorate at the Faculty of Security, University of Belgrade, on the topic " Citizens' readiness to respond to a natural disaster caused by a flood in the Republic of Serbia " (20 16), earning him the academ ic title of Doctor of Science - Security Science. Prof. Dr. Vladim ir M. Cvetković is the president and founder of the National Scientific-Professional Society for Risk Managem ent in Em ergency Situations, as a subject of special im portance for protection and rescue in the Republic of Serbia, and the president of the International Institute for Disaster Research. In 20 11, he carried out a professional internship in the Departm ent for Em ergency Situations of the Ministry of Internal Affairs of the Republic of Serbia. In addition, he com pleted the basic course for firefighters-rescuers lasting 5 m onths at the Em ergency Managem ent of the City of Belgrade, which earned him a diplom a as a firefighter-rescuer (in 20 12). He passed the professional exam for 1 perform ing fire protection tasks with a higher professional qualification (year 20 12). He com pleted the basic specialist course for inspectors in the field of civil protection and disaster risk m anagem ent (in 20 14). He passed the professional exam for disaster risk assessm ent and preparation of protection and rescue plans in em ergency situations (license, 20 18). In addition, he passed the professional exam for risk assessm ent in personal, property and business protection (license, 2018). He holds a black belt in the m artial art of Jujutsu (20 0 5). He also com pleted the course for E-class radio am ateurs in Srem ska Kamenica in 20 0 4. He also com pleted training for writing proposals for international projects Horizon 20 20 - Training on project design, proposal development and project m anagem ent for EU Horizon 20 20 Program m e, European training Academy in cooperation with UNDP in Belgrade, from 4 to 12 October, 20 17. He is the recipient of num erous international and national awards and recognitions in the field of science and achieved success during his studies at basic academ ic, m aster's and doctoral studies: • UNDP – EU for Civil Protection and Disaster Resilience Strengthen ing in the Republic of Serbia, appointed for the DRR Strategy Developm ent DRM Consultant (expert), 20 22, Duty Station – Hom ebased. • Individual contribution award in the developm ent of cooperation with the international academ ic institute and encouraging research in the field of risk m anagem ent in em ergency situations, April 5, 20 22, International Academ ic Institute. • In the international com petition announced by the consortium (the Italian Civil Protection Departm ent jointly with the Adm inistration of the Republic of Slovenia for Civil Protection and Disaster Relief (URSZR), the Swedish Civil Contingencies Agency (MSB), the Romanian General Inspectorate for Em ergency Situations (IGSU ), the Fire Rescue Brigade of Moravian-Silesian Region, Czech Republic (FRB-MSR), the National Center for Disaster Managem ent Foundation, Rom ania (CN APELL-RO) and CIMA Research Foundation, Italy (CIMA) was chosen as the Local Expert for Serbia in the field of disaster risk m anagem ent and officially engaged in the international project "EU Support to Flood Prevention and Forest Fires Risk Management in the Western Balkans and Turkey" supported by the General Directorate of ECHO, the European Com mission for European Civil Protection and Hum anitarian Operations assistance (DG ECHO) (20 21); • He is the winner of the award for the best young scientist in Serbia, the Danubius Young Scientist Aw ard 2017, which is awarded by the Austrian Ministry of Science, Research and Econom y (BMFWW) and the Institute for the Danube Region and Central Europe (IDM) for outstanding achievem ents in science. (This award granted to 14 young scientists - one in each country that is part of the EU Strategy for the Danube Region - Austria, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Germ any, Hungary, Moldova, Montenegro, Serbia, Slovak Republic, Slovenia, Rom ania and the Ukraine. The award seeks to highlight the scientific work and talent of young researchers and enhance the visibility of the scientific com munity in the region. Moreover, the award encourages young scientists to engage them selves in the scientific exam ination of the m ultifaceted issues and questions specifically related to the Danube Region. Te ach in g a n d pe d ago gical w o rk The teaching-pedagogical activity of prof. Dr. Vladim ir M. Cvetković has been working for m ore than 15 years. From 20 0 9 to 2017, he was em ployed at the Crim inalistics and Police Academ y, first as an associate in the title of teaching associate, and then as an associate in the title of assistant in the following subjects: Safety in em ergency situations, Fire prevention and suppression, explosion and accident, risk m anagem ent in the protection and rescue system, inform ation systems in em ergency situations, crisis m anagement. In 20 10 , he was engaged as a dem onstrator in the Traffic Safety course at the Criminal Police Academ y. In the course of 2011, at the session of the Department, he was elected secretary a He held that position at the Departm ent of Security Sciences until 20 14. Therefore, prof. Dr. Vladim ir M. Cvetković has seven years of work experience as part of teaching and pedagogic work at the present Crim inalistics and Police University. In addition, while perform ing teaching and pedagogical activities in the aforem entioned institution, he participated in the perform ance of all special forms of teaching - training: basic police training with first-year students (handling and m anipulation of firearm s of the Ministry of the Interior); basic police and security training for em ergency situations with students of the second year of basic academ ic and professional studies; sum m er field training in the teaching center " Mitrovo 3 Polje " of the Ministry of Internal Affairs of the Republic of Serbia, in Goča with students of the third year of academ ic and second year of professional studies. At the Crim inalistics and Police Academ y, he headed the section for em ergency situations in 20 14, and the police self-defense section in 20 16. Also, he was em ployed at the school police station and as a m em ber of the self-evaluation com m ission at the Crim inal Police Academ y. According to the results of the survey, conducted am ong students of basic academ ic and basic vocational studies in crim inology at the Crim inalistics and Police Academ y, and during the seven-year engagem ent, prof. Dr. Vladimir M. Cvetković was rated with an average rating of 4.52. Prof. Dr. Vladimir M. From 20 17 until now, Cvetković has taught the following subjects at the Faculty of Security, University of Belgrade: • During his basic academ ic studies, he teaches the following subjects: Risk Managem ent in Em ergency Situations, Security Risks and Disasters, and Protection from Natural and Anthropogenic Disasters. In addition to these subjects, he taught the following subjects: Protection and rescue system and Managem ent in protection and rescue systems ; • In the m aster's academ ic studies - natural and other natural disaster risk m anagem ent studies, he teaches the following subjects: System of prevention and reduction of the risk of natural and other natural disasters, Methodology of risk assessm ent and preparation of protection and rescue plans against natural and other natural disasters, and Managem ent of protection and rescue activities in conditions of natural disasters (subject holder); • At the m aster's academic studies - studies of security sciences, he implements classes in the subject Crisis m anagem ent in natural and industrial disasters ; • On doctoral academ ic studies - studies of security sciences, he teaches the subject Integrated Disaster Risk Reduction. In 20 21, he held a guest lecture at the University of Novi Sad, Faculty of Law in Novi Sad within the Legal Clinic for Environm ental Protection on the topic "The im pact of clim ate change on increasing the risk of natural disasters". In 20 19, he held a guest lecture at the High Technological School of Vocational Studies in Arandjelovac on the topic "Risk managem ent in em ergency situations in the Republic of Serbia: state and perspectives." In the course of 20 19, he realized a series of guest lectures at the Crim inalistics and Police University as part of the m aster academ ic studies of the " NatRisk " program , on the subject "Natural Disasters" at the invitation of prof. Dr. Slobodan Miladinović. As an expert in disaster risk m anagem ent, prof. Dr. Vladim ir M. Cvetković was engaged by the Faculty of Geography of the University of Belgrade in the expert team for writing the them atic notebook: natural disasters within the Spatial Plan of the Republic of Serbia for the period from 20 21 to 2035, whose author was prof. Dr. Slavoljub Dragićević. In the teaching process, prof. Dr. Vladim ir M. Cvetković has shown him self to be a conscientious and responsible teacher who applies modern and innovative teaching solutions in order to im part knowledge in the field of risk m anagem ent in em ergency situations to students as m uch as possible. To a large extent, it encourages students to do independent study and research work and com prehensive use of literature from the m entioned field. It applies in the teaching process m odern teaching m ethods aimed at independence and training students for direct use of different literature. Encourages students to connect and apply acquired knowledge to solve specific case studies in the field of disaster studies. 4 Prof. Dr. Vladim ir M. Cvetković published 2 textbooks for teaching purposes, and 2 practicals and 1 collection of regulations published by the Scientific and Professional Society for Risk Managem ent in Em ergency Situations: • Cvetković, V. According to the average results of the evaluation of the teacher's work by the students through the Individual Statistical Report on evaluating the w ork of teachers at the University of Belgrade, students are the teaching and pedagogical work of Dr. Vladim ir M. Cvetković was rated with an average rating of 4.62 20 17/ 2018 ; 4.65 – 2018/ 20 19; 4.46 – 20 19/ 20 20 ; 4.59 – 20 20/ 20 21. Based on the presented data and grades, it can be concluded that prof. Dr. Vladimir M. Cvetkovic owns everything teaching-pedagogical qualities that are required for the position of associate university professor. In addition to the teaching and pedagogical work at the Faculty of Security, prof. Dr. Vladim ir M. Cvetković founded the organization "Scientific-Professional Society for Risk Managem ent in Em ergency Situations", which brings together scientists, experts and interested students in the field of disaster risk management. Within the Society, num erous trainings, courses, sem inars, national and international researches have been carried out. Within the Society, the publishing activity has been developed and so far several books, m onographs, practicum s and anthologies have been published that are used in education at num erous faculties. Within the fram ework of the aforem entioned society, prof. Dr. Vladim ir M. Cvetković organized the first National Sem inar for students in the field of em ergency situations with the title " Protection and rescue tactics in em ergency situations: both field experience and lessons", from April 16 to 18, 20 21, in the Great Hall of the Kolarac Foundation. On that occasion, more than 250 students from different Faculties and Universities in Serbia and m ore than 50 professors and experts from the field of em ergency situations were present. Also, prof. Dr. Vladim ir M. Cvetković is the organizer and im plem enter of several trainings for students of different faculties from Serbia in the field of em ergency situations: the first basic security training in the field of em ergency situations, Stara planina, from J uly 13 to 16, 20 19; second basic safety training in the field of risk m anagem ent and protection and rescue in em ergency situations, OvčarskoKablarska klisura, from November 29 to Decem ber 1, 20 19; the third basic safety training in the field of protection and rescue in em ergency situations, OvčarskoKablarska klisura, from October 29 to Novem ber 1, 20 20 ; training for responding to students on inaccessible terrain, Kosutnjak, 2019; participated together with 5 students in the international field exercise of m anaging the consequences of em ergency situations "SERBIA 2018" organized by the Ministry of Internal Affairs Sector for Em ergency Situations and the Euro-Atlantic Coordination Center for Em ergency Situations of the North Atlantic Treaty Organization (NATO EDRCC), from October 8 to 11, 20 18. year, Mladenovac. In the course of 20 23, he organized the First National Security Training for youth from the field of em ergency situations for five days from March 29 to April 2, 20 23 in Guca. Prof. Dr. Vladim ir M. Cvetković is the organizer of num erous lectures in the field of em ergency situations: Student City, lecture " Experiences and lessons in the protection and rescue of Serbian citizens during the armed aggression of 1999 " in 20 19 ; operational police skills in em ergency situations ( online ) in 20 20 ; com m andsimulation exercise on the topic of landslide rehabilitation and the work of the City Headquarters for em ergency situations in 20 19; with the support of the Secretariat for Defense Affairs, Em ergency Situations, Com munication and Coordination of Relations with Citizens, a forum was held regarding the state of em ergency situations in the area of the city of Belgrade in 20 19; the lecture "Natural disasters - challenges for society and security" was held at the research station Petnica (ISP) in Valjevo, in 20 18 . In the past period, he was engaged as a lecturer and organizer of the "Student Safety in School Facilities" sem inar, catalog num ber 9 from the Catalog of professional developm ent program s for teachers, educators and professional associates of ZUOV for the school year 20 14/ 20 15. and 2015/ 2016. year and for the school year 20 16/ 2017. Cvetković has published m ore than 30 0 scientific papers in international and national scientific journals, conferences and collections of papers, as well as 30 scientific m onographs, practicum s and collections of regulations in the field of em ergency risk m anagem ent. His narrower areas of research interests are security, disasters, em ergencies, natural and anthropogenic hazards, risk m anagem ent, and civil protection. According to the official data of the scientific network "Research Gate" f With a total of 1,385 Research Interest Score points, his extensive research output highlights his dedication to advancing knowledge in his field. His publications have garnered 125,681 reads, with 270 additional reads in the past week, indicating widespread engagem ent with his research. Furtherm ore, he holds the distinguished position of leading scientist in the field of security and em ergency m anagem ent (disasters) as per the World Scientist 6 and Un iversity Rankings 20 24. It is noteworthy that those ranked ahead of him are on average 30 years older, highlighting the exceptional im pact of his work at a relatively younger age. With over 3,0 0 0 citations, this recognition is a testam ent to his outstanding work and unwavering dedication, reflecting the excellence of the Faculty of Security at the University of Belgrade, where he is currently employed. Dr. Cvetković is profoundly grateful for this prestigious acknowledgm ent, which underscores his significant contributions and steadfast com m itm ent to advancing scientific knowledge. He is involved in the following international scientific research projects: • COST Action CA23126 titled AlertHub: Warning Com m unication Kn owledge Network (AlertHub) (https:/ / www.cost.eu/ actions/ CA23126). The goal of this initiative is to establish a European interdisciplinary network that will facilitate international cooperation and knowledge transfer am ong researchers and practitioners whose work involves warning com m unication and disaster m anagem ent. The initiative uses the perspective of risk and crisis com m unication to advance knowledge, prom ote collaboration, and contribute to reducing the risk and harm caused to the public by disasters related to clim ate change. The initiative aim s to im prove the overall effectiveness of disaster response efforts and prom ote cross-border cooperation am ong researchers and practitioners in this critical area. To achieve this, the COST action will (1) develop an open-access platform focused on warning system s, relevant legal and policy fram eworks, and challenges in effective warning com m unication, (2) identify best practices and m anagem ent recom m en dations for effective warning com m unication, and (3) create new form ats for knowledge exchange and networking am ong key stakeholders in Europe. The interdisciplinary approach and focus on warning com m unication distinguish the initiative from previous initiatives, knowledge resources, and research projects. Sim ultaneously, given that clim ate change-related disasters are typically cross-border phenom en a, it is essential to exchange expertise and best practices internationally. In this way, the initiative aim s to create a lasting im pact in research and practice and to contribute to reducing the dam age caused by increasingly challenging environm ental conditions. • UNDP - EU for Civil Protection and Disaster Resilience Strengthening in the Republic of Serbia, appointed for the DRR Strategy Developm ent DRM Consultant (expert), 2022, Duty Station - Hom ebased. Purpose: to provide expertise in the disaster risk m anagement area in the developm ent of Ex-Ante Analysis for the new Strategy on Disaster Risk Reduction and Em ergency Managem ent for the period 20 22-2027 (the Strategy), and drafting of the Strategy. Objective: to support the im plem entation of the EU for Civil Protection and Disaster Resilience Strengthening in the Republic of Serbia Project. Scope of works: m ore specifically, under the direct supervision of UNDP Project Manager, collaboration with DRR Strategy Developm ent Consultant, and close cooperation with Sector for Em ergency Managem ent of the MoI (SEM) and the Sector for International Cooperation, EU Affairs and Planning of the Ministry of Interior (SICEAP), and consultations with the m embers of the Special Working Group (SWG), he perform ed the following tasks divided in two phases: Phase I: Ex-Ante Analysis for the new Strategy and Phase II: Strategy on Disaster Risk Reduction and Em ergency Managem ent for the period 20 22-2027. • In March 20 22, he was engaged as an external expert on the project 7 "Institutional support of the Perm anent Conference of Cities and Municipalities third phase", financed by the Swiss Agency for Developm ent and Cooperation (SDC), to prepare an Analysis of the state of public health at the local level for 2021 (with a com parative presentation of the state of public health at the local level for the period 20 19-2021), and all in accordance with the project. • HORIZON 20 20 project – Danube River Region Resilience Exchange Network (DAREnet) – Call topic: SEC-21– GM-20 16/ 2017: Pan European Networks of practitioners and other actors in the field of security". DAREnet is a Coordination and Support Action funded by the European Comm ission. The DAREnet consortium form s the backbone of the transnational, multi-disciplinary network. It brings together a unique combination of renowned institutions and players in flood m itigation and civil protection (20 17-2023 ) ; • IPA FF project – EU Support to Flood Prevention and Forest Fires Risk Managem ent in the Western Balkans and Turkey. The 3-year EU-funded IPA Floods and Fires program aim s at im proving capacities for flood and forest fire risk m anagem ent in Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia and Turkey. The international consortium established by the Italian Civil Protection Departm ent jointly with the Adm inistration of the Republic of Slovenia for Civil Protection and Disaster Relief (URSZR), the Swedish Civil Contingencies Agency (MSB), the Rom anian General Inspectorate for Em ergency Situations (IGSU), the Fire Rescue Brigade of Moravian-Silesian Region, Czech Republic (FRB-MSR), the National Center for Disaster Managem ent Foundation, Rom ania (CN APELL-RO) and CIMA Research Foundation, Italy (CIMA). On the international project HORIZON 20 20 project - Danube River Region Resilience Exchange Network ( DAREnet ) appointed as the m anager of the subproject " Resilience of Citizens", with the following tasks ( Collect knowledge, discuss the problem space (ie practitioner needs and requirem ents, as well as identified gaps ); Evaluate the inform ation gathered in the Knowledge Base, refine the inform ation within the scope of the individual working groups; Identify innovation opportunities, based on available solutions and experiences. Therefore, clusters of innovative solutions will be grouped around the identified gaps and needs; If required innovation scenarios will be developed to support the Topic Working Groups in correlating needs and solutions and in identifying the m ost suitable solutions (or com bination of solutions) as innovation opportunities etc.). Prof. Dr. Vladim ir M. Cvetković was on a two-day study visit to the " J oint Research Center – the Com m ission's science and knowledge service EU ". in Italy, Ispra also visited the European Crisis Managem ent Laboratory (The European Crisis Managem ent Laboratory acts as a research, developm ent and test facility for ICT focused solutions which integrate devices, applications, and crisis m anagem ent related inform ation sources to support crisis m anagem ent needs, such as threat analysis, comm on situation awareness, and collaborative decision m aking. He com pleted the international security sum m er school organized by the m ission of the Organization for Security and Cooperation in Europe ( OSCE ) in Serbia from August 15 to 19, 20 18. DAREnet is a 5-year Coordination and Support Action funded by the European Com m ission. The DAREnet consortium form s the backbone of the transnational, multi-disciplinary network. The DPPI has been conceived as an activity that seeks to provide a fram ework for South Eastern European nations to develop program s and projects leading to strengthened capabilities in preventing and responding to natural and m an-m ade disasters. DPPI SEE Advisory Board session is usually a forum where despite the m em ber states of the Initiative we have all our partners, relevant stakeholders who are having their program m atic activities on disaster preparedness and prevention in the context of South-Eastern Europe. Organized by the OSCE (Organization for European Security and Cooperation), he com pleted m edia training for public speaking at the Media Center at Terazije 3 in Belgrade from 9-11. Cvetković has participated in num erous activities, which include a contribution to the academ ic and professional community. The scientific activity of the Institute is carried out in accordance with the Law on Scientific and Research Activity of Serbia and the established and adopted program orientation of the work. The m ain activity of the Institute is achieved through basic, applied and developm ental scientific research in the field of the scientific discipline of disaster risk m anagem ent: conducting scientific research in the field of phenom enology of disasters and hazards; conducting scientific research in the field of preparedness and disaster risk mitigation; conducting scientific research in the field of protection and rescue in disasters; conducting scientific research in the field of disaster recovery; conducting scientific research in the field of disaster risk m anagem ent; conducting scientific research in the field of international cooperation and the legal framework in the field of disasters; perform s other tasks in accordance with the Statute. The goal of the reception of young researchers was aim ed at gathering a team of young, professional and am bitious researchers who will participate in writing national and international projects, their realization, conducting scientific research and publishing scientific papers and m onographs in the field of disaster studies. The training at VSBO lasted for 25 weeks, during which the participants acquired valuable knowledge and skills crucial for the developm ent and im plem entation of state policy in the dom ain of defense and security.
