The article focuses the imminent choice of the Brazilian Digital Radio System (SBRD), taking as a... more The article focuses the imminent choice of the Brazilian Digital Radio System (SBRD), taking as a privileged object the analysis of the Ginga middleware, developed for the Interactive Brazilian Digital TV. Pointing to the importance of collaborative and independent research carried out by citizens engaged in defending the Digital Radio Mondiale standard for Brazilian Digital Radio, we argue for an emerging dynamic spectrum management that makes obsolete its historical and exclusive use governed by concessionary regimes. Finally, we observe the commodification of the spectrum as an obstacle affecting the transition from analogue to digital and affirm a new paradigm of the spectrum as abundant and a technological common good.

Ampliando o escopo de garantia de direitos conquistados desde a Constituição de 1988, o desafio posto se refere à mudança de paradigma, passandose a considerar o espectro como um bem a que todos têm a possibilidade de acessar com novas tecnologias como rádio cognitivo e rádio definido por software, mais eficientes que o modelo de atribuição de uso exclusivo praticado por Estados.

This chapter presents the experience of Fonias Juruá Project which applies digital radio on High ... more This chapter presents the experience of Fonias Juruá Project which applies digital radio on High Frequency (HF) to provide information and communication infrastructure to a rural Amazon community under-served by reg-ular/commercial information and communication networks. We outline the historical and political background of the project and describe the novelty of the technical solution that is being developed. The beyond-the-last-mile image is evoked not only to acknowledge the material conditions of the lack of Internet connection in a particular locality but mostly to propose a critical framework to address and to question the paradigm of inclusion as an imperative for underserved third world/global south areas. Aiming to highlight the centrality of the spectrum governance and spectrum appropriation for community networks discussion and to foster exchange on the potentials of digital radio technologies as network solutions the project's experience is situated among relevant historical and contemporary initiatives in Latin America that articulate in different ways – local/community; popular; public; free; illegal/subversive – radio transmissions, Internet appropriation and direct interventions on the spectrum.

This paper presents a solution for the transmission of NCL applications for both digital radio systems in consideration by adoption in Brazil. An emphasis is placed on the support to advanced features of Ginga, like fine synchronization between the main audio stream and other media content, and live edition of NCL presentations. RESUMO Ginga, o middleware do Sistema Brasileiro de TV Digital, pode também funcionar no contexto do Sistema Brasileiro de Rádio Digital. Este artigo apresenta uma solução para transmissão de aplicações NCL para ambos os sistemas de rádio digital em consideração para adoção pelo Brasil. Uma ênfase é dada ao suporte a recursos avançados do middleware Ginga, tais como sincronia fina entre o programa de áudio da emissora e outros conteúdos da aplicação e o envio de comandos de edição.
