We consider a Society which has to make a finite dimensional collective decision, and study the “... more We consider a Society which has to make a finite dimensional collective decision, and study the “stability” of the public arrangements made in the Society when considering the threats that potential coalitions may generate. We refer for that to the standard cooperative approach based on the concept of Core, and its extension, the stable coalition structures. The present analysis primarily aims at finding conditions with economic appeal that ensures the non-emptiness of the Core.

Est-ce à dire que le marché, à lui seul, fournit les clés de l avenir ? Pour répondre à cette question qui, le plus souvent, suscite des réactions aussi partielles que partiales, Roger Guesnerie tient la gageure de dresser un panorama objectif et éclairant des économies de marché. Son regard se porte sur leur construction au fil de l histoire, sur les débats intellectuels et les polémiques politiques que leur fonctionnement a suscités. Il examine ensuite quelques-uns des défis auxquels les économies de marché sont confrontées au XXIe siècle. Ainsi regard rétrospectif et regard prospectif se complètent-ils pour servir le débat public. Dans ce petit livre limpide, deux grands economistes repondent d abord a ces questions toutes simples : Combien cela nous coute et coutera si nous ne faisons rien ? Combien cela nous couterait-il d agir differemment ? Au fil de leur conversation, ils demontrent (et leur demonstration est d autant plus claire qu ils ne sont pas toujours d accord !) que le bon sens comme le calcul economique suggerent d agir contre le rechauffement climatique, massivement, des aujourd hui. Ils passent ensuite en revue et confrontent leurs points de vue sur tous les sujets delicats de la politique economique climatique (taxe carbone, ajustement aux frontieres...) et sur les conditions de succes de la negociation internationale. Ils soulignent enfin que les politiques climatiques, outre leur effet direct sur les emissions, permettraient de corriger l insuffisante capacite du marche a produire des innovations majeures, aujourd hui de toute facon necessaires. Elles stimuleront une nouvelle revolution industrielle, suscitant creativite et ouvrant la porte a une nouvelle croissance sobre en carbone. C est la un des arguments en faveur de l action climatique et non des moindres que le livre developpe.
