Con el objetivo de subsanar tales lagunas de conocimiento, en el presente libro se realiza un estudio crítico y metódico de los conceptos de participación y políticas sociales, se indaga sobre las particularidades que han tenido en México, se proponen modelos para su análisis y se explora el caso del programa Comedores Comunitarios. Integrando la complejidad temática con un tratamiento exhaustivo y sistemático, el libro permite identificar concepciones, instituciones, actores, procesos y resultados de la participación en el ámbito del desarrollo social.
Se estudia la complejidad nominativa del término “pueblos indígenas” y se analizan las movilizaciones y los derechos de los pueblos indígenas observando que actualmente en América Latina se reconoce un marco jurídico-normativo de derechos pero al mismo tiempo es constantemente transgredido. Para ejemplificar tal situación, se profundiza en el caso del extractivismo minero en Guatemala, identificando que dicho fenómeno se reproduce en el resto de América Latina, lo que se constata con la réplica regional de cuatro paralelismos que dan cuenta de la implantación del modelo extractivista.
El libro es un texto posicionado, crítico, sustentado y metódico pero, ante todo, diáfano. Como los jirones que se dejan en el camino.

A partir de un análisis de su ideario y de sus acciones principales, se concluye que la política social de la 4T se caracteriza por cinco rasgos que la enmarcan: 1) el antineoliberalismo, 2) la recuperación de la función social del Estado, 3) la realización de cambios normativos, institucionales y programáticos, 4) la centralidad en los ingresos de las poblaciones, y 5) el énfasis en el enfoque del universalismo.

Se analiza el concepto de participación mediante cuatro factores medulares a manera de preguntas básicas: ¿qué?, ¿por qué?, ¿para qué? y ¿cómo? Es decir, las definiciones, las razones, los objetivos y las modalidades de la participación.
El modelo analítico que se propone se estructura en torno a cuatro tipos de factores que inciden en la participación: las variables estructurales, institucionales, contextuales e individuales.
La indagación conceptual identifica que la participación refiere a un proceso que, aun iniciando en el ámbito individual, adquiere sentido en el espacio colectivo, por lo que los procesos participativos dependen de las estructuras, instituciones, contextos, actores, valores y prácticas enmarcadas en la interacción entre los poderes constituidos y los poderes constituyentes.
En el segundo apartado se defiende la tesis de que la RBU es un instrumento de política social idóneo para subsanar las falencias identificadas y que una dirigida para las mujeres coadyuvaría a salvaguardar sus derechos sociales. Para ello, se desarrolla una propuesta que define el universo de beneficiarias, los montos de inversión y las fuentes de financiamiento. Se concluye con unas reflexio¬nes que subrayan la idoneidad de esa RBU como un instrumento pertinente, eficiente y factible de política social en México.

ABSTRACT: In this essay, the Universal Basic Income (UBI) is analyzed as a feasible measure of social policy to fight the strains of the SARS-CoV-2 (COVID-19) virus pandemic efficiently in Mexico. The text develops its arguments in four sections. The first one presents the multilateral emergency situation originated by the COVID-19, which pushes for appropriate and contextualized measures. The second one is a reflection on the characteristics, benefits and obstacles of an UBI as a tool for strengthening social policy. The third one studies the possibility of implementing the UBI in Mexico, presenting its advantages, challenges and suggesting schemes for its execution. The essay closes with a final reflection in order to support the implementation an UBI in Mexico.
Esta propuesta de connotación puede ser útil para la investigación social; incluye planteamientos metodológicos analizados y permite diferenciar a la política social de otros términos como protección, seguridad y asistencia social.

Abstract. The article analyses mining extractivism in Latin America. It makes two major contributions. First, it sets forth an explicative model of mining extractivism in Latin America based on four cross-regional patterns: the emergence of transnational mining, institutional assistance, land-grabbing and constant unrest. Secondly, the article discusses the model of mining extractivism drawing on a plural and antagonist reading of democracy. The latter is critical with the liberal-representative-procedural dimension of mining extractivism and has paid little attention to opponents to the model. The article concludes that, in spite of the exceptions to the model, mining extractivism perpetuates Latin America's

La participación en la adopción de decisiones
ha sido, junto con las reivindicaciones de tierras,
territorios y recursos naturales, una de las
demandas que los pueblos indígenas han esgrimido
recientemente con mayor vehemencia en
la región. Las respuestas de los gobiernos se han
caracterizado por la intimidación, la represión, el encarcelamiento y el asesinato de los indígenas.
Tal esquema de conflictos y violación de
derechos se ejemplifica con el caso de las movilizaciones
de los pueblos indígenas contra la
minería en Guatemala.

peración al desarrollo. Partiendo de lo anterior, el presente
artículo expone una propuesta de modelo de análisis de la ges
tión de los proyectos de cooperación al desarrollo basada en el
campo de las políticas públicas. La propuesta se basa en una
perspectiva interdisciplinaria y analiza la organización gesto
ra del proyecto de desarrollo y la interacción con su contexto en
tres fases de políticas públicas (formulación, implementación y
evaluación). Se concluye que el análisis de lo público debería
incorporarse a las evaluaciones de la cooperación al desarrollo.

analizan teórica y empíricamente los derechos y la situación de los pueblos indígenas en México con el
objetivo de abordar la siguiente pregunta: ¿los derechos colectivos son condición suficiente para afianzar
la ciudadanía de los pueblos indígenas? Se observa que la ciudadanía de los pueblos indígenas en México
—estatus compuesto de derechos, participación e identidad—, requiere superar escollos institucionales
y, sobre todo, conceptuales para ser efectiva.

No obstante, la observación empírica ha demostrado la necesidad de ampliar el campo de visión al
análisis de la participación indígena en la adopción de decisiones factibles de afectarles enmarcando
el análisis en el cumplimiento de sus derechos colectivos. De esta forma, el artículo tiene el objetivo
de asentar los fundamentos analítico-conceptuales mínimos para investigar la participación de los
pueblos indígenas latinoamericanos con ese enfoque.
