to information technology education (ITE) that focuses on database design and management. However, reports reveal that there is a significant skills shortage in ITE graduates along with database analysis and design, and academia is being unresponsive to solve the skill gap. This research intends to corroborate the students’ manner of learning the SQL language with the knowledge units (KUs) that students find difficult in the IM course and recommend interventions to overcome the skill deficiency. The study used mixed methods where the collection of data was administered through an application program that collects MySQL logs to generate analysis using naïve Bayes and Boyer-Moore algorithms, and a survey questionnaire sectioned per Bloom’s revised taxonomy of the cognitive domain. Based on findings, it is apparent
that students have difficulties in learning the IM course as confirmed by the
students’ manner of learning the SQL syntax, particularly for the cognitive
domain – analysing on KUs such as relational database and data modelling. In effect, the more students who failed to fully understand the prerequisite KUs, the fewer can advance to the next KUs as revealed by the 12.3% DQL error logs.

Higher academic institutions must develop competent and responsive curricula to produce industry-... more Higher academic institutions must develop competent and responsive curricula to produce industry-ready graduates and consequently reduce mismatches in the labor arena. Therefore, developing an understanding of the current and prospective labor market requirements and social interests are important issues to consider in academic program development. Given these arguments, a framework called IDAE (Identify, Determine, Assess, and Establish) was conceptualized to extend the program development perspectives from institutional capability, intellectual and societal contribution, up till industry demand and societal interest. The model also aims to encourage diverse thinking among instructional coordinators. An empirical study using descriptive-quantitative methods were conducted to investigate this hypothesis and examine the appropriateness of the IDAE components on the potential offering of BSIS at Camarines Sur Polytechnic Colleges (CSPC). The result suggests that the IDAE implementation turned out to be easy and authentic since real-world problems (industry and academe) were incorporated into academic program development. The model also proposes that if at least one of the components- I-D-A were not satisfied, the last component- E should not be pursued. Simply put, the academic program should not be instituted. However, further research must be established to support these arguments to encompass a richer curriculum development model.

government units modernize and streamline its client service delivery. Methods/Analysis: Quantitative methods, such
as guided interview and evaluation questionnaires, were used for the data collection and adopted the Princeton Project
Management Methodology (PPMM) throughout the IIDS software development process. Findings: The municipalities of
Nabua and Bula, Camarines Sur, Philippines have no official identification system, thus, led to inefficient service delivery
and identity management. To address these issues, IIDS include core features, such as ID Application, Data Management,
ID Generation module, and integration with other e-governance systems to assist human resource officers to fast-track
identity management through harmonization with other related e-Government modules. Also, the addition of the Report
Generation and Data Analytics modules provided valuable demographic information and vital statistics for analysis to
improve the municipalities’ decision-making strategies. Based on the evaluation results, the overall Likert score of 4.79
shows that respondents' perception of the system is “strongly agree” based on ISO 9126 software quality metrics in terms
of functionality, reliability, usability, efficiency, portability, and maintainability. Novelty/ Importance: Conclusively, the
provision of IIDS from a municipal government level resulted in the implementation of an interoperable ID solution
endorsed by an ordinance, as it relates to efficient citizen services and governance.

Purpose–This paper examines the Internet security perception of Filipinosto establish a ne... more Purpose–This paper examines the Internet security perception of Filipinosto establish a need and sense of urgency on the part of the government to create a culture of cybersecurity for every Filipino.Method–A quantitative survey was conducted through traditional, online andphone interviewsamong252 respondents using atwo-page questionnairethat coversbasicdemographic information and two key elements(1) Internet usage and (2) security practices.Results–Based on findings, there is a sharp increase of Internet users for the last three years(50%)and most access the Internet through mobile (94.4%). Although at home is the most frequent locationfor Internet access(94.4%), a good percentage still usefree WiFi access points available in malls (22.2%), restaurants (11.1%), and other public areas (38.9%) doing Internet services (email and downloading) that are vulnerableto cyber attacks. The study
15also revealed that although respondents may have good knowledge of Internet security software, proper implementation is very limited. Conclusion–Filipinos are susceptible to cyber attacks, particularly to phishing and malware attacks. Also, majority of the respondents’Internet security perception is derivative-they practiceonline measure but with limited understanding of the purpose. Therefore proper education, through training and awareness, is an effective approach to remedy the situation. Recommendations–The Philippine government must now take actionsand tap industries to educate Filipinos about Internet securitybefore any negative consequenceshappen in the future.Research Implications–The information collected sets a clear picture on the importance of cybersecurity awareness from a regional to a global perspective.

data and payment collection. Objective: To address the issue, this paper proposes an interoperable payment system that
is highly integrated from the end-users’ perspective, and highly interconnected with the different eGovernment related
applications. The proposed system also incorporates data analytics to allow policymakers to see a range of perspectives
in decision-making for better public policies, programs, and processes. Methods/Analysis: Using the modified Princeton
Project Management Methodology as the software development framework, three essential modules were developed:
Payment Processing, Report Generation, and Data Analytics. Moreover, the municipal treasury officers of Nabua and Bula,
Camarines Sur, Philippines assessed the level of acceptability of POPS based on ISO 9126 software quality metrics using
the Developmental- Descriptive research methods. Findings: Based on results, the overall Likert score rating of POPS
is 4.21 or an adjectival perceptions rating of strongly agree. Novelty/ Importance: This implies that POPS implements
the necessary functional requirements for an eGov payment system according to the recommended ISO software quality
metrics as perceived by the end-users and IT experts’ respondents.

The study was conducted to design and obtain evidence concerning the software quality and accepta... more The study was conducted to design and obtain evidence concerning the software quality and acceptance of the new GUI student electoral voting system based on the electoral process adopted in Camarines Sur Polytechnic Colleges (CSPC). The intention of this research is three-fold; firstly, a system based on ISO 9126 software quality characteristics, secondly, a system that conforms to the current hardware and software standard and lastly, improve student participation to decision-making. Designing a usable system in the context of the user’s perception (needs) and let these perceptions dictate the design is therefore a great challenge.
This study used descriptive- quantitative research method. Data were collected thru guided interviews and survey questionnaires from the respondents. The researcher adopted the Princeton Development Methodology through the entire life cycle of the software development process.
A very substantial majority of the respondents stated that for them, the new voting system is highly acceptable as compared to the old system both in terms of development (maintainability and portability) and implementation (efficiency, functionality, reliability and usability) requirements of the ISO/IEC 9126-1. The researcher came to conclude that usability is tied to the four software characteristics. Users’ perception about software quality-implementation requirement is correlated specifically with usability. Based on data and the problems encountered, respondents’ placed low importance on metrics if it is not well represented in the interface. When the interface fails, users are more likely to take longer to vote, failing efficiency targets and be less reliable, weakening functionality.

This has led to a new desire on the part of managers to understand the behavioral demand for majority of customers and make better marketing decisions based on new variables. This research presents the use of data mining models, Kmeans clustering and Apriori Association rule, to construct pricing and store layout decision support system for retail or marketing managers. The Kmeans algorithm was used to identify groups of customer based on their purchasing power. Apiori association rule was used to generate itemsets that are frequently purchased together by customers.

Among its many business transactions, the study gives emphasis on the solution to the complexities of the building permit application process through the development and implementation of electronic building permit system (eBPS). The purpose is to primarily augment the limitations of the existing building permit application process in two (2) municipalities of Camarines Sur, Nabua and Bula. The Princeton Project Management Methodology (PPMM) as its software development framework guided the structuring of the web-based system. Further, the study used developmental - quantitative methods such as structured interview and survey questionnaire based on ISO 9126 software quality metrics to answer the project’s specific objectives. Based on the findings, delays in the process of building permit application are caused by scarcity of human resources, rigorous paperwork and citizen’s unawareness of the mandated process, which affect the citizen’s compliance in securing building permits. In response, the development of an IT solution with seven (7) modules covering the following requirements: (a) managing building permit applications, (b) evaluation of application, (c) assessment of fees, (d) generation of building permit, (e) generation of notices, (f) generation of reports and (g) managing of end - user’s account, in addition, the integration of a local ID system for users’ authentication and a point of payment system as a payment facility. Both municipalities perceived the system to be highly acceptable consistent with its 4.75 Over-all Likert Rating leading to the conception of policies in support to the implementation of eBPS.

E-government emerged as an important aspect in the delivery of public services. However, some loc... more E-government emerged as an important aspect in the delivery of public services. However, some local government e-services only offer interactive content such as application procedures and downloading of forms, and the process takes so long to complete. Hence, the main focus of the study is to develop a system, which will facilitate the application process of business permit and license into a streamlined electronic version using business permit and licensing system named eBPLS. This study adopted a modified Princeton Project Development Methodology (PPMP) as framework to structure the process of software development. The study used structured interview and survey questionnaires, which is designed in line with the ISO 9126 Software Quality Metrics, as data collection tools. In order to quantify the survey results the researchers used Five-Point likert scale and weighted mean to statistically analyze and interpret the general result. The survey focused on the perception of the respondents from the Business Permit Licensing Office of the two (2) municipalities in Camarines Sur, Philippines. Based on the findings, majority of the respondents perceived the proposed system as highly acceptable based on the average weighted mean of 4.61. Moreover, eBPLs was able to speed up the service delivery to one (1) day for both the new and renewal of business applications.

However, a large part of the government services remained constant in the manual process due to the high cost of ICT. The purpose of this paper is to explore the role of e-governance and ICT in the legislative management of municipalities in the Philippines. This study adopted the phases of Princeton Project Management Methodology (PPMM) as the approach in the development of LeMTrac. This paper utilized the developmental- quantitative research design involving two (2) sets of respondents, which are the end-users and IT experts. Majority of the respondents perceived that the system as "highly acceptable" with an average Likert score of 4.72 for the ISO 9126 Software quality metric Usability. The findings also reveal that the integration of LeMTrac within the Sangguniang Bayan (SB) Office in the Municipal Local Government Units (LGU) of Nabua and Bula, Camarines Sur provided better accessibility, security, and management of documents.
