Abstract
We are very pleased to introduce the proceedings of 2019 3rd International Conference on Advances in Image Processing and 2019 2nd International Conference on Big Data and Machine Learning. The joint conference held in Chengdu, China during November 8-10, 2019 created just such a linkage, with an overarching conference theme of Advances in Image Processing and Big Data and Machine Learning. The proceedings of ICAIP2019 & BDML2019 present papers submitted to the joint conference from universities, research institutes and industries. The papers' selection depends on their quality and their relevancy to the conference.
