Georgios Bikos
I. Education
Georgios Bikos was born in 1967 in Athens where he also resides today. He holds a Bachelor’s Degree in Political Sciences (1994), Sociology (1997) and Pedagogy (2000), a Master’s Degree in Public Policy (2001) and a Doctorate Degree in Teaching Political Sciences in Secondary Education (2008).
II. Academic Career
He has taught Sociology of Informatics at the Department of Informatics of the Technological Educational Institute of Athens and in recent years he has been teaching the subject of School Libraries, Sociology, Administrative Institutions and History of Greek Public Administration, Theory and History of Reading at the Department of Library Science and Information Systems of the same Institute, as a tutor on contract at the Emeritus Professor level.
Additionally, he has taught the subject “Rhetoric: Theory and practice”, which was part of a postgraduate course, at the Pedagogical Dept. of Primary Education of the National and Kapodistrian University of Athens (2017).
He also teaches History and Sociology of Education at the Hellenic Open University.
He is a trainer at the National Centre for Public Administration and Local Government (EKDDA) and, as such, he has taught dozens of school counselors.
III. Employment
In recent years he works in Secondary Education as a Senior High School principal. He is an associate of the Educational Policy Institute of the Greek Ministry of Education, a reviewer of school books and school curricula, a curriculum developer for the High School, a writer of original digital teaching scenarios and a developer of exam topics for the Repository of Exam Topics for Senior High Schools. He is director-scientific advisor of the Book category CULTURE AND THE ARTS and the category TEACHING USING NEW TECHNOLOGIES at GRIGORIS publications (Athens).
IV. Memberships and Affiliations
1. Member of the Scientific Board at the Session about Museums, cultural institutions and issues of cultural management and educational policy, at the International Conference ICININFO-2013 which took place in Prague. The Session was attended by seven Greek and foreign scientists.
2. Member of the Scientific Board and Editorial Board of the scientific journal ERKYNA issued by the Panhellenic Pedagogical Society of Secondary Education.
3. Member of the Editorial Board of the Journal of Educational Research and Reviews.
4. Member of the Editorial Board of the Journal of Public Administration and Policy Research.
5. Associate Editor of the International Journal of Library and Information Science.

He has also been a reviewer of papers submitted in an equal number of conferences for publication: 1st International Conference on Integrated Information, 3rd International Conference on Integrated Information, Education in the time of Information and Communication Technology (2014 and 2015), New Pedagogue (2015).

Then the reading methods and reading practices that were prevalent in each era are presented, along with the places where the act of reading usually took place. These places are as follows: primary public places or places of public reading (i.e. gathering places), public reading places or reading rooms and public libraries, semi-public places in monasteries, private domestic places and personal places.
After associating the main reading practices and methods with the social and physical places where reading was performed, we ascertain that, from antiquity to the present day, we have gradually moved from public-centred to selfcentred reading habits, particularly in the early 20th century and afterwards. And this, of course, is associated with the general shift of our society from socio-centred to self-centred models.
This paper presents and evaluates the legislation that concerns the establishment and operation of school libraries in Greece from the establishment of the Greek state to the present day.
Furthermore, reference is made to the extent the relevant legislation was applied in practice and the method employed for its application; at the same time we do not fail to make a brief reference to the first legislative action taken in relation to school libraries in Europe.
Furthermore our analysis focuses on the libraries educational role and their relation with the School teachers. At the same time, some of the main characteristics of the School Libraries in Greece are being provided.
By way of conclusion we reflect on their current state providing an explanation for the reasons which have led to the decline of this institution in recent years. Lastly, we discuss the social mission of mobile libraries (which operate largely also as school libraries), attempting a correlation between the function of the welfare state and its obligations to citizens as an issue directly implicated to the future and present of mobile libraries.
The text closes with a short reference to the social contribution of mobile (and mobile) libraries (education and lifelong learning, entertainment, communication - connection - meeting) to everyone and, more particularly, to people with special physical and/or social needs and the necessity to support the continuation of their operation.
