Municipal Facility Management Engineer (Environmental Engineer 2)

Pay: $69,396.00 - $93,348.00 Annually

Description:

The Water Quality Program within the Department of Ecology is looking to fill a Municipal Facility Management Engineer (Environmental Engineer 2) position. This position is located in our Central Region Office (CRO) in Union Gap, WA. Upon hire, you must live within a commutable distance from the duty station.

In this position, you will support our mission and represent the Water Quality Program as an Environmental Engineer responsible for the engineering and regulatory oversight of Central Region municipal wastewater treatment plants in order to protect water quality. Duties include providing independent and/or review of engineering reports and design documents for municipal wastewater facilities and developing National Pollutant Discharge Elimination System (NPDES) or State Waste Discharge (SWD) permits for these facilities. You will also work with other internal staff when needed to provide technical assistance support to permitted facilities, to provide guidance on financial assistance, and to develop compliance or enforcement actions.

What makes this role unique?

In this role, you will be part of a dynamic team that inspects, develops and manages National Pollutant Discharge Elimination System (NPDES)  and State Waste Discharge permits for municipal wastewater treatment facilities in the Central Region of WA state. You’ll also work with the regional Municipal Unit Senior Environmental Engineer performing independent level review of engineering and other technical documents prepared by assigned facilities to ensure projects or plans comply with applicable laws, regulations, guidance and current engineering practices.

What you will do: 

  • Review general sewer plans, engineering reports, design plans and specifications, operations and maintenance manuals, and other associated engineering documents required by state or federal laws.
  • Provide evaluations and recommendations for approval or denial of such documents to the regional approving authority.
  • Apply accepted engineering standards, laws, regulations, and agency guidelines to reviews. 
  • Verify that the submitted engineering documents conform to requirements in relevant state and federal laws and regulations, specific requirements listed in discharge permits or compliance orders, accepted engineering practice, and applicable guidance documents.      
  • Research engineering technologies required to achieve effluent limits for municipal facilities.
  • Collaborate with other Ecology engineers to interpret and, when necessary, revise internal and external engineering guidance materials.
  • Provide practical guidance to municipalities on Ecology requirements and expectations for design, construction, operation and maintenance of wastewater infrastructure.
  • Actively participate with city staff and elected officials and their consultants in wastewater planning and design work and establish trust and working relationships needed to advocate Ecology’s rules and policies.
