Some of the articles for Etruscan cities and tombs are not only members of those subcategories, but also of this parent category! This defeats the purpose of the subcategories and is confusing. Just a while ago I moved some articles in to Category:Cities in Etruria but I stopped because I was unsure if was right. After thinking about it for a while, I can't include settlements in this category which are not in Etruria and settlements which can't be considered cities. I should have thought about this before I started. Maybe we should create some extra categories: Category:Etruscan League (partial overlap with the former category, but still useful) and Category:Etruscan settlements as a catch-all category.
