2021 Hong Kong electoral reform → ? – Not sure what the new name should be, but "reform" (especially "electoral reform") strongly suggests an improvement to Hong Kong's electoral system from the point of view of its citizens, not its authorities. This is misleading and may break WP:NPOVTITLE. On two separate occasions I've happened across a link to this article while browsing elsewhere, and had to do a complete double-take before I remembered what actually happened. The first name that I think of is the incredibly-generic 2021 Hong Kong electoral changes, but definitely open to more suggestions. Support. The term "reform" does indicate improvement, and even a cursory glance at how reliable new sources are coving this indicates that not all parties share that value judgment. I think "changes" would be a suitable neutral alternative. ╠╣uw[talk]11:55, 14 July 2021 (UTC)[reply]
Support Calling it a "reform" is controversial; a Google news search shows "Hong Kong electoral reform" and "Hong Kong electoral changes" are roughly equally popular in the media. Given the two terms are approximately equally popular, I think we should prefer the more neutral one, which means "changes" wins. The fact that other similar articles (whether about Hong Kong or other places) are titled "electoral reform" doesn't amount to much in my opinion; arguably these particular changes have been far more controversial, even at an international level, than previous changes in Hong Kong, or other changes elsewhere, so it is justified in using a more neutral title for this one in particular. So I say 2021 Hong Kong electoral changes should be the new title. I think User:Horserice's suggestions of "revamp" or "redistribution" are less appropriate because unlike "changes" they are far less used by the media (also "redistribution" has some technical meanings and I'm not sure how appropriate those technical meanings are here); User:Ohconfucius's proposal of "National People's Congress mandated changes to Hong Kong's electoral system" is too much of a mouthful. "Hong Kong electoral reform" and "Hong Kong electoral changes" are the common names, we should pick one, so I say we should pick the second as more neutral, rather than trying to find some alternative which won't be a common name.
