A fogger was also an early English name for a pedlar, a farm manager, groom, salesman, - occasionally used to dexcribe a "low class" lawyer. This usage comes up on census returns and marriage certificates etc.

This is from pettifogger in the first instance and pettifactor in the second, which the OED records separately. More available at http://www.etymonline.com/index.php?term=pettifogger&allowed_in_frame=0 94.193.221.42 (talk) 01:19, 17 November 2012 (UTC)[reply]
