This part of the movie seemed unclear to me, so does this description of the events. It may need to be clarified or cleaned-up. Before that event where the superior wants to have him accused of drunk driving charges, there is a conversation between the characters of Snowden and Al-Kirmani about money. This made me wonder if the attempt to incriminate Al-Kirmani was part of a money scam against him (as well as the blackmailing, persecuting his family as a lure to control him).
