[edit]The literal meaning is "through bad weather, windy and hefty precipitation"; ur being an old word for cold blustery precipitation, mainly snowdrift, sometimes just blustery weather and thereof,[1][2] and skur (“shower, burst of sudden hefty precipitation”).
