This paper examined the politics of Israeli and Palestine conflict using intractable conflict theory, with specific objectives of identifying the factors escalating the conflict, ascertaining the role of the superpowers in escalating the conflict as well as looking at all the past efforts to de-escalate Israeli and Palestine conflict and why they failed. This paper examines militarization, electoral violence and 2019 General Election in Nigeria with the objectives of discovering the justification or otherwise for deployment of the military during elections and identifying the effects of militarization and electoral violence to Nigeria's democracy. Data for the study were collected using the documentary method and analyzed using content analysis. Policy theory of conflict was adopted as a framework of analysis. The paper found among others that deployment of military during election is not unique to 2019 election as other regimes since 1999 deployed soldiers during elections. The paper argues that in this era of insecurity in the country, the Nigerian Military is constitutionally empowered to provide security in civil activities such as election when called upon to do so but should be done in line with their rules of engagement and not to allow overzealous and win at all cost politicians to use them for any illegal activity. The paper recommends that INEC, the military and other security agencies should synergize and work hand in hand on how to provide security for election materials, INEC staff and voters during elections.

Introduction A harmonious workplace that guarantees satisfaction of workers' and employers' aspirations is very essential for enhanced productivity. But when the interest of either or both of the parties involved in industrial relations is unsatisfied, industrial crisis becomes imminent. Ogunrinola (2012) alluded to the fact that a harmonious workplace that ensures that the workers' aspirations are considerably satisfied and the employer's expectations are relatively met is very paramount for high productivity. Industrial conflict or dispute as noted by Dauda (2007) is any form of work dissatisfaction that can manifest in several ways such as absenteeism, strike, high labour turnover, among others. Kornhouser and Durbin (2015) sees industrial dispute or conflict as the total range of behaviours and attitudes that express opposition and divergent orientation between individual owners and managers on one hand and the working people and their union on the other. Ladan (2012) & Mukoro (2013) observed that Nigeria's educational institutions have experienced disharmony in recent times as well as instability and other forms of industrial conflict. This situation has resulted in low productivity in the schools. The Government of ` Nigeria since 2009 had been engulfed with the Academic Staff Union of Nigerian Universities in several industrial disputes. The paper examines impact of open and distance education in prisoner's rehabilitation and reinteg... more The paper examines impact of open and distance education in prisoner's rehabilitation and reintegration in Enugu Maximum Custodial Centre, from 2011 to 2024. The paper adopted a descriptive research design while data were collected through survey (Questionnaires and oral interviews) and documentary sources. The sample size of the study is seventy-six (76) participants, made up of seventy (73) serving and former inmates/students as well as three (3) officials of the Custodial Centre selected using a purposive sampling method. Data collected from questionnaire were presented in tables, figures, percentages and frequencies. Data from interviews and documentary sources were analyzed using content analysis. The quantitative data generated were subjected to inferential statistical tool using multiple regression analysis with the aid of Statistical Package for Social Science (IBM SPSS) Software, version 22.0. The result showed that open and distance learning (ODL) has been effective and efficient in prisoners' rehabilitation and reintegration and that challenges such as lack of adequate structures/classroom building for the program, lack of internet services, and lack of budgetary support, among others, hinder the program. The paper concludes that prisoner education and literacy programs such as ODL should be included in the nation's education curriculum and made compulsory for prison inmates as part of their rehabilitation and reintegration programs.

This paper examines party politics and gender disparity in Nigeria's National Assembly from 1999 ... more This paper examines party politics and gender disparity in Nigeria's National Assembly from 1999 to 2019 general election in Nigeria with the objectives of finding out the role of party politics in perpetuating gender disparity in Nigeria's Federal Legislature and to ascertain the effects of gender disparity in Nigeria's National Assembly on women's political development in the country. We adopted ex-post-facto research design and documentary method of data collection. Liberal feminism was adopted as framework of analysis. The study found that the inability of political parties in Nigeria to reserve some proportions of elective positions for women accounts for gender disparity in the National Assembly. The paper recommends that political parties in Nigeria should reserve some proportions of electable seats for female candidates during elections to National Assembly. This will ensure adequate representation of women in the country's parliament.

This paper examined the link between prison capture and increasing jail break in Nigeria. The specific objective of the paper was to examine the incessant prison break in Nigeria from a theoretical point of view. Using the Capture Theory of politics as our theoretical framework, and with the aid of secondary data, we therefore, argues that the Nigerian prison system has been captured by two high-stake interest groups: one, wealthy prison inmates who live like kings within the prison walls; and two, a powerful cabal within the Nigerian Prison Service authority who are involved in selling prison jobs and promotion to the highest bidders. We further argues that the capture has weakened the Nigerian prison operations and has contributed to incessant jail breaks. The paper also highlighted the way forward for the Nigerian Prison Service.

Nigeria has been battling with many security problems ranging from ethnic agitations, militancy, ... more Nigeria has been battling with many security problems ranging from ethnic agitations, militancy, Armed Robbery and Kidnapping as well as terrorism and insurgency. These security problems have been threatening the corporate existence of the country. Ethnonationalism has taken over national integration; threatened national security, configuration and peace of the country as well as the foundation of oneness of the country as laid by the founding fathers and heroes past. The application of "coercive measures and stick" by the government to stem the tide has not yielded any meaningful result. Therefore this paper examines peace building as a panacea for ethnic agitations and militancy in Nigeria. The paper is a qualitative research that relies on documentary data to explore different literature on peace building as a strategy for resolving conflicts, while content analysis was used to systematically analyze the unstructured materials that contain relevant data for the paper. The paper found that ethno nationalism has led to agitations for self-determination and secession, resource control, religious caliphacy, political inclusion, political hegemony and equity in land resource usage. The paper concludes that it is only through peace building that Nigeria can wriggle itself out of ethnic agitations and militancy, enthrone national consciousness instead of ethno nationalism. We recommend that Nigerian governments from Local Government Council to the Federal government should always adopt peace building measures in handling ethnic agitations and militancy as well as other armed conflict in the country and not to resort to use of force only.

This paper examines the destructive nature of communal conflict in Nigeria with a focus on Oruku/... more This paper examines the destructive nature of communal conflict in Nigeria with a focus on Oruku/Umuode conflict in Enugu State. The specific objectives of the paper were to investigate factors that escalates the conflict, its effect on the development of the communities and to find out why the resolution strategies adopted by Enugu State Government and other Third Party interveners failed. Macro theory of conflict was adopted as framework of analysis. The study adopts documentary and survey research design while data were collected through primary and secondary sources. The secondary source are data in books, journals, internet materials, Court documents relating to the conflict, Government Gazettes on the conflict, memoranda and petitions submitted by the communities to different Panel of Inquiry, and recommendations of different Panels of Inquiry on the conflict. The primary source is data generated directly from respondents through interview. Purposive sampling technique was used to select forty (40) respondents inter viewed. The paper found that the conflict had led to loss of several lives and properties and created internally displaced persons who took refuge in the neighboring communities and within Oruku. The paper argues that resolution of such an intractable and destructive conflict requires neutrality by interveners and a change of strategy and approach with the adoption of conflict transformation through which both the actors, the issues, structural, behavioural and attitudinal aspects of the conflict will be transformed. The paper recommends that Government and third-party interveners should be neutral in their bid to resolve the conflict and that the youths who are combatants in the area should be demobilized and empowered. Those who were displaced by the conflict should be identified and rehabilitated by government or non-governmental organizations so as to alleviate their suffering and change their perception from the culture of war to a culture of peace.

All the past efforts failed because of lack of commitment and mistrust among the parties (Israel and Palestine) and their allies especially the one of the United States of America who vetoes resolutions capable of ending Israeli-Palestine conflict. The study recommends that the United Nations Security should implement/enforce the 1947 Two State solution for both Israel and Palestine as contained its resolution 181 of 1947. That the United States of America should rescind its hegemonic influence in the Middle East and work towards a final settlement of the conflict based on UNSC resolution 181 of 1947. That both Israel and Palestine should stop using any form of violence such as terrorist acts against each other but should resort to pacific means to de-escalate the conflict.

For over two decades now both the Federal and State government have at various time been involved... more For over two decades now both the Federal and State government have at various time been involved in industrial dispute with the Academic Staff Union of Nigerian universities (ASUU) and which has become a recurring decimal in the country’s citadel of learning. This paper examined National Industrial Court and the management of industrial dispute between Government and ASUU 2009-2017with the objectives of identify the factors that trigger industrial conflict between Government and ASUU, discover the role of National Industrial Court in the management of Federal Government and ASUU disputes and ascertain the effect of Government and ASUU conflict on educational development in Nigeria. Data was collected through documentary and survey sources while purposive sampling technique was used to draw a sample size of twelve (12) discussants for a Focus Group Discussion. The quantum of data generated were analyzed using content analysis technique. The study found that non-implementation of agreements reached between government and ASUU, sabotage by university authorities who collude with government to sabotage ASUU, Poor salaries and infrastructure in the universities, failure of successive regimes to implement agreements it did not enter with ASUU because of the financial implications, are the cause of incessant industrial dispute between Government and ASUU. It was also found that negotiation and referral to National Industrial Court is the most powerful strategy in industrial dispute resolution, incessant Government and ASUU industrial dispute leads to; brain drain of professional teaching staff, affects student’s academic performance, contributes to low quality of graduates and make students to resort to criminalities. The paper therefore recommends that every regimes in the country should endeavor to honour any agreement it entered with ASUU during their tenure instead of transferring such to their successor regimes, ASUU should use every legal means to compel any regime it entered agreement with to implement it during their tenure, the National Industrial court should make use of judicial independence to deliver unbiased judgement whenever ASUU and Government had dispute.

Qualitative Research Method was adopted using Descriptive Statistical research tools such as frequency, percentage, mean, and grand mean due to the nature of the Research Design. Data were collected and analyzed using a well validated structured questionnaire. Results of the study upheld that: Inadequate and lack of standard markets exist in Oduma and thereby affects the people of Oduma Communities economically, physically, and otherwise; secondly, inadequate supply of esssiential amenities ( eg: electricity, water, good road etc) affects the lives and standard of living of the people of Oduma thereby exposing the people to be susceptible to malnutritional diseases such as Kwashiorkor, Beri-Beri, Anemia etc. The study therefore recommends that government at all levels should assist private institutions on the effects of improved food supply and nutrition on the quality of lives of the people in the study area

The justification or rational for this study is to ascertain the level of ICTs usage in the area especially in Agriculture, Schools and Health facilities, as well problems militating against the usage of ICT and to recommend prospects for sustainable ICTs development in the area. Data used in this work are from primary source. Survey method of quantitative research was used during the study; Questionnaire/Oral Interview was used to collect data from the population of study. The work finds that even though the people of Oruku own and make use of some ICTs components, its usage in agriculture, schools and health facilities are low, others are: inadequate power supply/electricity infrastructures, high cost of ICTs components, and occasional bad weather conditions as well as inadequate length of service or coverage provided by network service providers as well as radio and television stations within the environment affects the full utilization of ICTs possibilities in the area. The work therefore recommends that schools and hospitals in the area should be equipped with modern ICTs facilities, provision of electricity infrastructures, and improvement on the quality of service of length and coverage by network providers/radio and television stations, establishment of viewing centers in communities as well as an institution of higher learning with ICTs capabilities and curriculum among others in the area.

The result showed that open and distance learning (ODL) has been effective and efficient in prisoners' rehabilitation and reintegration and that challenges such as lack of adequate structures/classroom building for the program, lack of internet services, and lack of budgetary support, among others, hinder the program. The paper concludes that prisoner education and literacy programs such as ODL should be included in the nation's education curriculum and made compulsory for prison inmates as part of their rehabilitation and reintegration programs.

This paper examines party politics and gender disparity in Nigeria's National Assembly from 1999 ... more This paper examines party politics and gender disparity in Nigeria's National Assembly from 1999 to 2019 general election in Nigeria with the objectives of finding out the role of party politics in perpetuating gender disparity in Nigeria's Federal Legislature and to ascertain the effects of gender disparity in Nigeria's National Assembly on women's political development in the country. We adopted ex-post-facto research design and documentary method of data collection. Liberal feminism was adopted as framework of analysis. The study found that the inability of political parties in Nigeria to reserve some proportions of elective positions for women accounts for gender disparity in the National Assembly. The paper recommends that political parties in Nigeria should reserve some proportions of electable seats for female candidates during elections to National Assembly. This will ensure adequate representation of women in the country's parliament.

Nigeria has been battling with many security problems ranging from ethnic agitations, militancy, ... more Nigeria has been battling with many security problems ranging from ethnic agitations, militancy, Armed Robbery and Kidnapping as well as terrorism and insurgency. These security problems have been threatening the corporate existence of the country. Ethnonationalism has taken over national integration; threatened national security, configuration and peace of the country as well as the foundation of oneness of the country as laid by the founding fathers and heroes past. The application of "coercive measures and stick" by the government to stem the tide has not yielded any meaningful result. Therefore this paper examines peace building as a panacea for ethnic agitations and militancy in Nigeria. The paper is a qualitative research that relies on documentary data to explore different literature on peace building as a strategy for resolving conflicts, while content analysis was used to systematically analyze the unstructured materials that contain relevant data for the paper. The paper found that ethno nationalism has led to agitations for self-determination and secession, resource control, religious caliphacy, political inclusion, political hegemony and equity in land resource usage. The paper concludes that it is only through peace building that Nigeria can wriggle itself out of ethnic agitations and militancy, enthrone national consciousness instead of ethno nationalism. We recommend that Nigerian governments from Local Government Council to the Federal government should always adopt peace building measures in handling ethnic agitations and militancy as well as other armed conflict in the country and not to resort to use of force only.

This paper examines militarization, electoral violence and 2019 General Election in Nigeria with the objectives of discovering the justification or otherwise for deployment of the military during elections and identifying the effects of militarization and electoral violence to Nigeria's democracy. Data for the study were collected using the documentary method and analyzed using content analysis. Policy theory of conflict was adopted as a framework of analysis. The paper found among others that deployment of military during election is not unique to 2019 election as other regimes since 1999 deployed soldiers during elections. The paper argues that in this era of insecurity in the country, the Nigerian Military is constitutionally empowered to provide security in civil activities such as election when called upon to do so but should be done in line with their rules of engagement and not to allow overzealous and win at all cost politicians to use them for any illegal activity. The paper recommends that INEC, the military and other security agencies should synergize and work hand in hand on how to provide security for election materials, INEC staff and voters during elections.

This paper examines the destructive nature of communal conflict in Nigeria with a focus on Oruku/... more This paper examines the destructive nature of communal conflict in Nigeria with a focus on Oruku/Umuode conflict in Enugu State. The specific objectives of the paper were to investigate factors that escalates the conflict, its effect on the development of the communities and to find out why the resolution strategies adopted by Enugu State Government and other Third Party interveners failed. Macro theory of conflict was adopted as framework of analysis. The study adopts documentary and survey research design while data were collected through primary and secondary sources. The secondary source are data in books, journals, internet materials, Court documents relating to the conflict, Government Gazettes on the conflict, memoranda and petitions submitted by the communities to different Panel of Inquiry, and recommendations of different Panels of Inquiry on the conflict. The primary source is data generated directly from respondents through interview. Purposive sampling technique was used to select forty (40) respondents inter viewed. The paper found that the conflict had led to loss of several lives and properties and created internally displaced persons who took refuge in the neighboring communities and within Oruku. The paper argues that resolution of such an intractable and destructive conflict requires neutrality by interveners and a change of strategy and approach with the adoption of conflict transformation through which both the actors, the issues, structural, behavioural and attitudinal aspects of the conflict will be transformed. The paper recommends that Government and third-party interveners should be neutral in their bid to resolve the conflict and that the youths who are combatants in the area should be demobilized and empowered. Those who were displaced by the conflict should be identified and rehabilitated by government or non-governmental organizations so as to alleviate their suffering and change their perception from the culture of war to a culture of peace.

This paper examines the relevance of forensic technology, Deoxyribonucleic Acid (DNA) profiling in security management and fights against insecurity/terrorism in Nigeria. The general objective of the paper is to discover the usefulness of DNA Profiling Technology in security management and fight against insecurity/terrorism in Nigeria, while the specific objective is to find out factors militating against the use of DNA profiling technology by security agencies in Nigeria. Diffusion of Innovations Theory was used in the paper as a framework of analysis. Data were generated through secondary sources. The paper found that Deoxyribonucleic Acid (DNA) profiling is very useful in security management as it helps to identify who the actual criminals are. It was also found that the use of Deoxyribonucleic Acid profiling in Nigeria is a very low rate. The paper, therefore, argues that for Nigeria to extricate itself from the web of insecurity across the country, the use of technology must be introduced to fight all forms of criminalities. This paper examined the politics of Israeli and Palestine conflict using intractable conflict theory, with specific objectives of identifying the factors escalating the conflict, ascertaining the role of the superpowers in escalating the conflict as well as looking at all the past efforts to de-escalate Israeli and Palestine conflict and why they failed. The study used Enemy System Theory as a framework of analysis. Data was sourced from documentary sources that contain information on the conflict while content analysis was used to analyze data. The study found that factors triggering the conflict are: a contention by the two groups of people (that is Israel and Palestine) over ownership of the same piece of land and the United States of America's interest in maintaining hegemony in the Middle East. All the past efforts failed because of lack of commitment and mistrust among the parties (Israel and Palestine) and their allies especially the one of the United States of America who vetoes resolutions capable of ending Israeli-Palestine conflict. The study recommends that the United Nations Security should implement/enforce the 1947 Two State solution for both Israel and Palestine as contained its resolution 181 of 1947. That the United States of America should rescind its hegemonic influence in the Middle East and work towards a final settlement of the conflict based on UNSC resolution 181 of 1947. That both Israel and Palestine should stop using any form of violence such as terrorist acts against each other but should resort to pacific means to de-escalate the conflict.

This paper examined National Industrial Court and the management of industrial dispute between Government and ASUU 2009-2017with the objectives of identify the factors that trigger industrial conflict between Government and ASUU, discover the role of National Industrial Court in the management of Federal Government and ASUU disputes and ascertain the effect of Government and ASUU conflict on educational development in Nigeria. Data was collected through documentary and survey sources while purposive sampling technique was used to draw a sample size of twelve (12) discussants for a Focus Group Discussion. The quantum of data generated were analyzed using content analysis technique. The study found that non-implementation of agreements reached between government and ASUU, sabotage by university authorities who collude with government to sabotage ASUU, Poor salaries and infrastructure in the universities, failure of successive regimes to implement agreements it did not enter with ASUU because of the financial implications, are the cause of incessant industrial dispute between Government and ASUU. It was also found that negotiation and referral to National Industrial Court is the most powerful strategy in industrial dispute resolution, incessant Government and ASUU industrial dispute leads to; brain drain of professional teaching staff, affects student’s academic performance, contributes to low quality of graduates and make students to resort to criminalities. The paper therefore recommends that every regimes in the country should endeavor to honour any agreement it entered with ASUU during their tenure instead of transferring such to their successor regimes, ASUU should use every legal means to compel any regime it entered agreement with to implement it during their tenure, the National Industrial court should make use of judicial independence to deliver unbiased judgement whenever ASUU and Government had dispute.

Results of the study upheld that: Inadequate and lack of standard markets exist in Oduma and thereby affects the people of Oduma Communities economically, physically, and otherwise; secondly, inadequate supply of esssiential amenities ( eg: electricity, water, good road etc) affects the lives and standard of living of the people of Oduma thereby exposing the people to be susceptible to malnutritional diseases such as Kwashiorkor, Beri-Beri, Anemia etc. The study therefore recommends that government at all levels should assist private institutions on the effects of improved food supply and nutrition on the quality of lives of the people in the study area

The justification or rational for this study is to ascertain the level of ICTs usage in the area especially in Agriculture, Schools and Health facilities, as well problems militating against the usage of ICT and to recommend prospects for sustainable ICTs development in the area. Data used in this work are from primary source. Survey method of quantitative research was used during the study; Questionnaire/Oral Interview was used to collect data from the population of study. The work finds that even though the people of Oruku own and make use of some ICTs components, its usage in agriculture, schools and health facilities are low, others are: inadequate power supply/electricity infrastructures, high cost of ICTs components, and occasional bad weather conditions as well as inadequate length of service or coverage provided by network service providers as well as radio and television stations within the environment affects the full utilization of ICTs possibilities in the area. The work therefore recommends that schools and hospitals in the area should be equipped with modern ICTs facilities, provision of electricity infrastructures, and improvement on the quality of service of length and coverage by network providers/radio and television stations, establishment of viewing centers in communities as well as an institution of higher learning with ICTs capabilities and curriculum among others in the area.

The rationale behind this study is to look at the destructive nature of conflict and its effects and consequence to mankind and the society in general using Oruku/Umuode conflict as a case study with a view to discover factors that escalate Oruku/Umuode conflict and to recommend the best way to resolve the conflict. Historical/Qualitative research method was adopted in carrying out this research. Data explored are from secondary sources containing information generated from third parties that are in documents, newspapers, books, parties' memoranda to panels' etcetera. The work finds that Amadi and Ohu/Awbia dichotomy and acrimony existing in Nkanu land; alliances between Oruku/Umuode and some of their neighbouring communities (external factors); non neutrality and hypocrisy of some of the interveners/mediators especially government and the church; the use of western method of conflict resolution instead of the traditional method; Land and Supreme Court Judgement among others escalates the conflict. The work therefore recommends that government should settle Umuode as done to Ugwuaji, Ugwogo, Isiogbo Nara, Akwuke during the colonial period on a virgin land and at Abari as provided by Oruku people; adopt traditional method to resolve the conflict; disarm, demobilize and reintegrate the youths of the two communities 2

This study examined herdsmen/farmers conflict as a new dimension of the conflict in Nigeria with a study of the North Central Region. The specific objectives of the study were to discover the factor(s) triggering herdsmen attack in the North Central Region of Nigeria, find out the effects of farmers/herdsmen attack on socioeconomic development and food production in the region and identify and recommend measures to end herdsmen/farmers conflict and waste of lives and properties of innocent people in the North Central `Region of Nigeria. The study adopted survey and documentary research method. Data was sourced through the use of primary and secondary sources of data collection. Data for the study were collected using 17 questionnaires items. Findings of the study revealed that the factors triggering herdsmen/farmers conflict in the region are competition for resources (grazing land), desertification, anti-open grazing law, and one-sided reporting by the media, lack of appreciable efforts by Federal Government to stop the attack, That the consequences of herdsman attack are; low agricultural output, loss of lives and properties, hunger and human insecurity. The study, therefore, recommends among others that the Government of Nigeria should embark on peace building through public enlightenment and education of the Fulani herdsmen modern method of grazing and also on the need to live in peace with their host communities. The government should tackle the problem of desertification and drought as this will make the Fulani Herdsmen to stay back in their territories in the North. The Nigerian press should ensure a balanced reporting of the herdsmen/farmers conflict as a means of de-escalating the conflict.
