Dallin Van Leuven is a program manager with Search for Common Ground, with a focus on countering violent extremism. He has worked on a number of issues at the junction of justice, conflict, and gender in Africa, Europe, and the Middle East. As a Visiting Fellow at the Feinstein International Center, Van Leuven has focused on issues related to gender and conflict, including child soldiers and sexual and gender-based violence.

For example, how should Egypt deal with the calls for justice relating to the 846 people killed during its 2011 uprising or to the abuses perpetrated by the previous regime? This article addresses the tension between calls for justice and truth-telling and those arguments that oppose transitional justice mechanisms in favor of stability.
To produce this paper, we reviewed the commitments of African states through national and interna... more To produce this paper, we reviewed the commitments of African states through national and international law to protect civilians against SGBV during and after armed conflict (reviewing 25 legal documents). To create Table 1 (below) on the forms of conflict-related SGBV where peace missions in African have operated (2000 to 2015), we reviewed 280 documents, including UN and AU reports, national and international commissions of inquiry, international non-governmental organization reports, and national and international media reports. We then reviewed 76 studies on patterns of SGBV in conflict; factors related to peacekeepers’ SEA of civilians; how women’s inclusion in UN peace missions and peace processes affects overall mission success; and the role of gender (in)equality and women’s physical (in)security as predictors of states’ likelihood to engage in violent internal and international conflict. In total, we reviewed 381 documents to produce this report. The first author has conducted research and published on gender and peacekeeping missions since 2002.

The research has the explicit aim of assessing (1) perceptions of radicalisation at the community-level across Kosovo, (2) the perceived role of peers, educational institutions, religious leaders, teachers and communities, as well as (3) the perceived role and impact of media, the internet, and social media on recruitment and radicalisation in Kosovo. Its goal is to provide insights that could further complement Kosovo’s national strategy and its institutions in countering violent extremism.
