The experience worldwide indicates that population size; geographical size and availability of natural resources are less relevant in contemporary times in determining the prosperity and potential of any nation. The driving force in contemporary times is an economy driven by knowledge. Knowledge- Based-Economy now constitutes the life wire of the economic potential and overall development of any nation in the world. Israel, and China, among others, have achieved a high level of industrialization and economic progress without many natural resource endowments. Nigeria is among the few developing countries that are blessed with abundant human and natural resources, and great economic potentials. Nigeria is the largest economy in Africa. But, it seems all these potentials have not been galvanized for economic progress and prosperity and national development. Nigeria is the largest economy in Africa. Unfortunately, optimizing a knowledge-based economy to achieve economic potential and overall development breakthrough seems to be the missing link in Nigeria. The question is, why is Nigeria still lacking behind? The major objective of this study is to examine why Nigeria's economy is still at a rudimental stage despite all it is potential to be among the developed economy in the world. The research is documentary. Secondary data was collected and analysed using content analysis. The paper concludes that the missing links include a lack of government political- will to develop the economic potentials of the country, a lack of regard for research and innovations, and a lack of effective and qualitative education that would produce relevant qualitative manpower, among others. The paper, therefore, recommends among others a total overhaul of the educational system, more priority be given to research and innovation as well as science and technology, proper funding of education, and diversification of the economy among others.

The role of the Nigerian public bureaucracy in achieving national development has in recent times... more The role of the Nigerian public bureaucracy in achieving national development has in recent times been emphasized in public discourse. This was due to the increasing role of government in development processes evident in response to the present global pandemic called coronavirus. The government has been a major participant in the efforts to ensure the social well-being and development of the citizenry through the provision of diverse essential goods and services delivered by public bureaucracy. Public administrators thus have a major task in ensuring that government policies and programme are effectively implemented and that the targeted beneficiaries benefit from them. However, there seems to be a wide gap between policy formulation and policy implementation of policies handled by the public bureaucracy. Despite resources made available to implement government policies and programmes, most of them have failed to achieve desires objectives due major to poor implementation. The public bureaucracy in contemporary times is the major machinery for implementing government policies and programmes in Nigeria and it plays an important role in ensuring the success or failure of such policies and programmes gear towards national development. It is because of the foregoing that this study examines the role of Public bureaucracy in the efforts at achieving national development in Nigeria. The study relies on secondary data, which are analysed qualitatively using the content analysis. The paper concludes that the onus or task of achieving the objectives of national development is dependent on efficient, professional, disciplined, motivated, politically neutral, honest, and incorruptible public servants. Unfortunately, these values or ethics are missing and as such constitute an impediment to having an effective, efficient, and professional public service that could drive the wheel of national development in Nigeria. The paper thus recommends among others that government at all levels should ensure that recruitment and other appointments into the service are on merit rather than other primordial factors. This should incorporate staff with the requisite qualifications, skills, experience and aptitude. Also, the government should embark on policies that will improve the working conditions of the public servants by providing adequate and better welfare packages and a living wage that could attract professionals, motivated dedicated and committed public servants that will put in their best in the service of the country.

The major concern of development administration is to achieve accelerated development in developing nations to meet up with the developed nations. Achieving the objectives of development administration given the trend in globalization seems to be a major challenge in Nigeria. The quest to achieve development seems to be a herculean task in Nigeria, despite its endowments in human and natural resources. Using qualitative data derived from secondary sources, the paper examines the intricacies in globalization as it affects efforts at achieving the objectives of development administration in Nigeria. Content analyses of the data collected reveal that globalization no doubt has its positive and negative impacts on the Nigeria Economy. However, the negative impacts are more obvious with great consequences on the quest to achieve the objectives of development administration in Nigeria. The paper suggests that the government should exercise the political will to encourage indigenous industry and technology by creating the right environment, among others.

Because of the complexity of human needs, identifying what could actually meet their needs constitute a herculean task. There is that general agreement that incentives (financial and non-financial) constitute a strong driving force that could induce (motivate) a worker to act in a desired manner, but the complexity of these incentives has also led to its misapplication. The paper examines some of the intricacies of financial and none- financial incentives on motivation, performance and achieving the organizational goal as a whole. It was discovered that human needs apart from being complex and conflicting, varies over time. Because of this, incentives also will vary in terms of their impact on motivation. Also, identifying the right type of incentives which is preferable for the worker makes it more difficu...
