This paper presents search bonuses as a possible alternative to unemployment benefits decreasing ... more This paper presents search bonuses as a possible alternative to unemployment benefits decreasing with the increase in the length of unemployment. Search bonuses are paid to unemployed workers who find a job within their first period of unemployment. Both job search intensity and wages are determined endogenously. Both policy schemes restore search incentives, but while decreasing unemployment benefits penalize low levels of search effort, search bonuses reward high levels of search effort. In the presence of risk adverse workers, the insurance dimension of unemployment benefits matters. Quantitative exercises indicate that, for a similar impact on the unemployment rate, search bonuses may generate higher welfare levels both at the individual and aggregate level.

Preferential access affects trade because, by providing some countries with a relative advantage, it is essentially a discriminatory practice. This paper examines the extent to which preferential access have affected bilateral trade flows. The empirical approach consists first in providing two indices: one summarizing direct market access conditions (the overall tariffs faced by exports) and one measuring relative market access conditions (the overall tariffs faced by exports relative to those faced by competitors). Then, the indices are used in a gravity model in order to estimate how changes in market access conditions affect international trade. The results indicate that preferential access matters. This paper conducts a general examination of the influence of market access conditions on FDI decisions using a unique data set on bilateral FDI outward stocks and novel measures of market access. We find that over the period 1990–2010, export platform and complex-vertical investment strategies have been driving FDI decisions around the world.
This paper investigates the relative performance of employment subsidy schemes in tackling long t... more This paper investigates the relative performance of employment subsidy schemes in tackling long term unemployment. Should the government intervene on the supply side or the demand side of the labor market? Is targeted intervention desirable and, in this particular case, what should be the target group? Two policy instruments - a hiring subsidy and a search bonus- and three unemployed workers target groups -all the unemployed, the short term and the long term unemployed- are considered. Equilibrium properties of the policy schemes are assessed in a search and matching model where both search eort and wages are endogenous. Analytical and computational investigations reveal that a search bonus paid to short term unemployed only produces the best outcome in terms of labor force composition and welfare.

This paper presents some novel results on the prevalence of Non-Tariff Measures (NTMs) in the fis... more This paper presents some novel results on the prevalence of Non-Tariff Measures (NTMs) in the fish sector. They are obtained using a dataset recently released by UNCTAD's secretariat. Six major stylized facts emerge. First, products of the fish sector are relatively more affected by NTMs and more intensively than products belonging to non-fish sectors. Second, products of the fish sector are mostly affected by technical regulations and in particular SPS measures. Third, almost all countries impose SPS measures on all imports of products of the fish sector. Fourth, similar types of SPS measures and TBTs affect both fish and non-fish products. However, their incidence is much larger in fish products. Fifth, no product (or type of product) of the fish sector appears to be more affected by NTMs than any other. Sixth, no systematic relationship between tariffs and NTMs incidence can be identified.
