Doch erst in den letzten Jahrzehnten wurde die Kultur als Instrument eingesetzt, um weitreichende Ziele zu erreichen, die dem aufsteigenden Status Chinas als Supermacht und seiner Fähigkeit, um die globale Hegemonie zu kämpfen, angemessen sind. Diese Studie untersucht die jüngsten Bemühungen Chinas, den kulturellen Austausch auf multilateralen und regionalen Plattformen zu fördern. Das Hauptziel besteht darin, die Gründe, Motivationen, Hauptinitiativen und Strategien zu analysieren, die Chinas Kulturdiplomatie auf der Grundlage eines konzeptionellen Rahmens zugrunde liegen, der sich auf die Begriffe der Kulturdiplomatie und des hegemonialen Übergangs konzentriert. Die Autorin beginnt mit der Vorstellung des konzeptionellen Rahmens und gibt einen Überblick über Chinas kulturdiplomatischen Ansatz in den letzten zwei Jahrzehnten. Die Analyse befasst sich dann mit Chinas Engagement in etablierten und neuen multilateralen Plattformen wie der UNESCO, der Belt and Road Initiative (BRI), der BRICS-Gruppe und regionalen Foren, die zwischen China und Entwicklungsregionen eingerichtet wurden. Mit Blick auf Lateinamerika untersucht die Studie das Forum der Gemeinschaft der lateinamerikanischen und karibischen Staaten (CELAC) als Plattform für den kulturellen Austausch und als Instrument der chinesischen Kulturdiplomatie und systematisiert die kulturellen Initiativen, die prioritären Bereiche, die wichtigsten beteiligten Akteure und die Strategien. Abschließend fasst die Studie die wichtigsten Ergebnisse zusammen, bewertet die Entwicklung des CCF in der kulturellen Dimension und spricht Empfehlungen aus.

No obstante, solo en las últimas décadas, el gobierno chino la ha empleado como una herramienta estratégica para alcanzar objetivos de gran envergadura, acordes con su estatus de superpotencia y sus aspiraciones de hegemonía global. En este estudio, la autora investiga los recientes esfuerzos de China para fortalecer los intercambios culturales en plataformas multilaterales ya consolidadas y emergentes, tales como la UNESCO, la Iniciativa de la Franja y la Ruta (BRI), el grupo BRICS (Brasil, Rusia, India, China y Sudáfrica) y los foros regionales que el país asiático mantiene con países en desarrollo. Todo esto se aborda a partir de un marco conceptual centrado en las nociones de transición hegemónica, hegemonía y diplomacia cultural. Enfocándose en América Latina y el Caribe, la autora examina sistemáticamente las iniciativas, áreas prioritarias, actores y estrategias que sustentan la diplomacia cultural china en el marco del Foro China-CELAC, evalúa la trayectoria de este Foro en la dimensión cultural y ofrece recomendaciones.

Ho... more Cultural diplomacy has been one component of China’s foreign policy since its very foundation. However, it is only in recent decades that culture has been wielded as a tool to serve high-reaching goals commensurate with China’s rising superpower status and its capacity to contend for global hegemony. This study examines China’s recent efforts to enhance cultural exchanges in multilateral and regional platforms. The primary aim is to analyse the rationale, motivations, main initiatives and strategies underpinning China’s cultural diplomacy based on a conceptual framework centred on the notions of cultural diplomacy and hegemonic transition. The author begins by presenting the guiding conceptual framework and providing an overview of China’s overall cultural diplomacy approach over the last two decades. The analysis then delves into China’s engagement in well-established and new multilateral platforms such as UNESCO, the Belt and Road Initiative (BRI), the BRICS group, and regional forums established between China and developing regions. Shifting the focus to Latin America, the research investigates the China-Community of Latin American and Caribbean States (CELAC) Forum (CCF) as a platform for cultural exchanges and an instrument of China’s cultural diplomacy, and systematizes its cultural initiatives, prioritized areas, key actors involved, and strategies. By way of conclusion, the study summarizes the main findings, assesses the trajectory of the CCF in the cultural dimension and proposes recommendations.

El ascenso de China ha sido interpretado como un fenómeno que tiene el potencial de transformar e... more El ascenso de China ha sido interpretado como un fenómeno que tiene el potencial de transformar el paradigma neoliberal de desarrollo económico y los vínculos Norte-Sur hacia patrones de inserción y relacionamiento más soberanos y equilibrados para los países periféricos. Analizando los casos de Ecuador y Bolivia, este capítulo tiene como objetivo discutir críticamente dichas interpretaciones, examinar las implicaciones del ‘milagro chino’ en el ámbito de estos países y contextualizarlas en el marco más amplio de las dinámicas del capitalismo contemporáneo concebido como sistema mundial.
Revisitando las tesis elaboradas por Giovanni Arrighi (Arrighi, 1990; Arrighi y Drangel, 1986) sobre el desarrollo de la semiperiferia, argumentamos que el resurgimiento económico de China y su política exterior de no interferencia y respeto mutuo, ha creado en el imaginario de las elites políticas y económicas progresistas de las naciones suramericanas una nueva ‘ilusión desarrollista’, es decir, la idea de que sería posible, por un lado, alcanzar el ‘desarrollo nacional’ implementando un modelo que combina modernización, industrialización y redistribución social; y, por otro lado, utilizar estratégicamente la ‘carta Sur-Sur china’ para lograr dichos objetivos en el marco de un incipiente orden global multipolar.
On 11 April 2021 Ecuador's presidential runoff election will take place between leftist candidate... more On 11 April 2021 Ecuador's presidential runoff election will take place between leftist candidate Andrés Arauz from the UNES coalition and right-wing conservative Guillermo Lasso from the PSC-CREO alliance. Though this appears to be a conventional left-right battle, the successful first-round performance of Yaku Pérez from Pachakutik and Xavier Hervas from the ID surprised many observers.
• Ecuador's runoff represents the choice between two opposing models of development. Arauz seeks to advance ex-president Rafael Correa's anti-neoliberal "Citi-zen Revolution," while Lasso promotes the old neoliberal agenda. Both contenders are betting on revenues from extractivism to fund their development plans. • In the first round, Arauz and Lasso avoided taking firm stances on issues related to the environment, gender, and sexual minorities. For the runoff , they have both "greened" their agendas and spun their positions as "women-and LGBT-friendly," recognizing the success of alternative third forces led by Pachakutik and the Izquierda Democrática (ID). • Despite a left majority in the legislature, creating a unified leftist front is wishful thinking. The differences between Unión por la Esperanza (UNES) and Pachakutik are irreconcilable: the former seems incapable of turning away from its founding figure, Correa, and the indigenous movement continues to be internally fragmented. • As both runoff candidates combined received only a little over half of the first-round vote, endorsements are currently a crucial battleground for the finalists. Pachakutik and the ID have announced they will support neither Arauz nor Lasso. The political tradition in Ecuador indicates that votes are not easily transferred, due to voters' weak identification with programmatic militancy and ideology.
Policy Implications: Whoever wins the presidential runoff will have to deal with an urgent and profound socioeconomic crisis reinforced by the COVID-19 pandemic. Popular forces which have gained prominence in the first round of the elections-will persist vis-à-vis their environmental and social demands despite the unfavourable scenario. The region needs to keep its eyes open, as Ecuador might be a showcase of growing resistance and political mobilization.

En el marco de la creciente influencia del gigante asiático en América Latina, este artículo se p... more En el marco de la creciente influencia del gigante asiático en América Latina, este artículo se propone analizar el estado de las relaciones entre China y Ecuador durante el periodo de la “Revolución Ciudadana” (2007-2016). Para ello, se presenta una aproximación general sobre la presencia del país asiático en la región, con particular énfasis en su política exterior. Se examinan sucesivamente las relaciones sino-ecuatorianas en tres áreas específicas: comercio, crédito e inversión en sectores estratégicos. Finalmente se esbozan algunas conclusiones a la luz de lo analizado y se reflexiona críticamente respecto a la naturaleza, implicaciones y proyección de dichos vínculos.

En el marco de la consolidación de un nuevo regionalismo sudamericano, el ensayo pretende explora... more En el marco de la consolidación de un nuevo regionalismo sudamericano, el ensayo pretende explorar los nexos entre política exterior, esquemas de integración y cooperación Sur-Sur en la sub-región andina, tomando como casos de estudio las políticas de Brasil y Venezuela, respectivamente, hacia Bolivia y Ecuador. La perspectiva de análisis adoptada propone un acercamiento teórico triple, el cual emplea como referencia básica los debates acerca del papel jugado por las potencias regionales en la conformación de un incipiente orden internacional multipolar, su incidencia en la dinámica y evolución de los procesos y proyectos de integración regional y, por último, su rol como “nuevos donantes” o “donantes emergentes” en el sistema de cooperación internacional al desarrollo. En términos metodológicos, el enfoque integra en una óptica comparada elementos de análisis geopolítico e histórico-sociológico y una recopilación e interpretación de datos relativos a las relaciones y áreas de cooperación entre los cuatro países. La abrupta caída de los precios del crudo, la crisis política interna y la endeble economía venez... more La abrupta caída de los precios del crudo, la crisis política interna y la endeble economía venezolana han generado dudas crecientes respecto a la viabilidad de los generosos acuerdos de cooperación energética y financiera pactados por el gobierno bolivariano en el marco de Petrocaribe. Si bien el presidente Nicolás Maduro ha asegurado que Petrocaribe “está blindado” frente a los fluctuantes precios de los hidrocarburos y que continuará beneficiando a sus miembros, distintos indicios apuntan a que podría sufrir reveses más o menos significativos en un futuro cercano. En este artículo analizamos los logros y problemas originados dentro del propio esquema y los renovados proyectos de política energética y cooperación propuestos recientemente por los Estados Unidos a los países centroamericanos y caribeños. A partir de la experiencia de Petrocaribe, nuestro objetivo es reflexionar sobre las relaciones entre Estados Unidos y República Bolivariana de Venezuela particularmente tras la muerte de Hugo Chávez. Si bien el foco del análisis se centra en el espacio latinoamericano y en especial en el área del Gran Caribe, el marco de interpretación que sugerimos en las conclusiones intenta vincular las actuales maniobras del presidente Obama hacia la región con la estrategia de reposicionamiento norteamericano a nivel mundial en un contexto de acusada incertidumbre y reordenamiento del orden global. Policy Implications: Whoever wins the presidential runoff will have to deal with an urgent and profound socioeconomic crisis reinforced by the COVID-19 pandemic. Popular forces which have gained prominence in the first round of the elections-will persist vis-à-vis their environmental and social demands despite the unfavourable scenario. The region needs to keep its eyes open, as Ecuador might be a showcase of growing resistance and political mobilization.

del análisis se centra en el espacio latinoamericano y en especial en el área del Gran Caribe, el marco de interpretación que sugerimos en las conclusiones intenta vincular las actuales maniobras del presidente Obama hacia la región con la estrategia de reposicionamiento norteamericano a nivel mundial en un contexto de acusada incertidumbre y reordenamiento del orden global.

Revisitando las tesis elaboradas por Giovanni Arrighi (Arrighi, 1990; Arrighi y Drangel, 1986) sobre el desarrollo de la semiperiferia, argumentamos que el resurgimiento económico de China y su política exterior de no interferencia y respeto mutuo, ha creado en el imaginario de las elites políticas y económicas progresistas de las naciones suramericanas una nueva ‘ilusión desarrollista’, es decir, la idea de que sería posible, por un lado, alcanzar el ‘desarrollo nacional’ implementando un modelo que combina modernización, industrialización y redistribución social; y, por otro lado, utilizar estratégicamente la ‘carta Sur-Sur china’ para lograr dichos objetivos en el marco de un incipiente orden global multipolar.
• Ecuador's runoff represents the choice between two opposing models of development. Arauz seeks to advance ex-president Rafael Correa's anti-neoliberal "Citi-zen Revolution," while Lasso promotes the old neoliberal agenda. Both contenders are betting on revenues from extractivism to fund their development plans.
• In the first round, Arauz and Lasso avoided taking firm stances on issues related to the environment, gender, and sexual minorities. For the runoff , they have both "greened" their agendas and spun their positions as "women-and LGBT-friendly," recognizing the success of alternative third forces led by Pachakutik and the Izquierda Democrática (ID).
• Despite a left majority in the legislature, creating a unified leftist front is wishful thinking. The differences between Unión por la Esperanza (UNES) and Pachakutik are irreconcilable: the former seems incapable of turning away from its founding figure, Correa, and the indigenous movement continues to be internally fragmented.
• As both runoff candidates combined received only a little over half of the first-round vote, endorsements are currently a crucial battleground for the finalists. Pachakutik and the ID have announced they will support neither Arauz nor Lasso.
