Version 2.0.1 of http-client is not picking up NO_PROXY environment variables properly (actions/toolkit#1172). So the version has been bumped to 2.2.0 which is working correctly now.
Same version is already used on main branch, unfortunately for uses of GitHub Enterprise Server only version 3 is supported. For that we backport this upgrade of http-client version here.
