Adding the do not merge label for the release freeze

Note: we also need to double check the following before the next release:

1. field max_staleness inside materialized_view is dealt with properly (we have two of them, one as a top-level table field, and another nested under materialized_view. The nested one is scheduled to be deprecated, but we need to check if the server still returns it, and maybe we will need to parse the value)
2. python 3.7 and 3.8 are dropped and 3.13 is supported
