This is a fix for the AC-9419 issue in which Chef is unable to install the package for python v3.6.
This is fixed by installing a repository into apt, updating the repository list, and then installing the python3.6 and python3.6-devel packages. This also fixes the subsequent issue of Pip not installing correctly, as the source on pypa.io no longer supports versions <python v3.7.
