Incorrect documentation for the registry parameter in warnings.warn_explicit()

The current documentation "if no registry is passed, the warning is never suppressed" is misleading. The warning still can be suppressed if the filter action "ignore" is used. But actions "default", "module" and "once" all work as "always".
