We analyze how international trends and changing structural limitations intersect with political,... more We analyze how international trends and changing structural limitations intersect with political, institutional, and technical aspects of education policy. Our purpose is to better understand how these issues variously combine to encourage or impede policy implementation. The research for this study focused on three cases of education policy from El Salvador during the period 1990-2005. These policies related to the Education with Community Participation (EDUCO) program, gender equality in education, and the teaching of values. Our findings show that it is not only actors, ideas, and constraints from the international realm that impact national-level political and institutional dynamics, but rather also that national-level political preferences and other local-level constraints can facilitate or impede the selection and implementation of a policy’s technical elements. Los resultados del estudio muestran que la implementación técnica de la política educativa es afectada no sólo por los actores, las ideas y las limitaciones del ámbito internacional, sino también por las preferencias políticas de los actores clave nacionales y por las restricciones a nivel local. Los tres estudios de caso ofrecen múltiples ejemplos de cómo los elementos de interés se combinan y derivan en consecuencias diversas al momento de su ejecución.

En el marco de las campañas electorales recién pasadas, se analizan las plataformas presentadas p... more En el marco de las campañas electorales recién pasadas, se analizan las plataformas presentadas por los tres partidos mayoritarios, con el fin de identificar el lugar que ocupa la educación en ellas y las prioridades educativas para el nuevo gobierno. El análisis parte del enfoque de educación que se concreta en las estrategias. Se exploran concepciones sobre la calidad educativa, el magisterio, la participación de la comunidad educativa, los efectos de la violencia, la investigación y el financiamiento. Adicionalmente, se examina cómo la educación se vincula con otros temas de la política pública tales como la economía, el área social y la violencia. El desafío está en construir una mejor educación desde el compromiso de todos los actores del Estado.

In this chapter, we analyze and compare three cases of education policy formation in El Salvador,... more In this chapter, we analyze and compare three cases of education policy formation in El Salvador, a country affected by civil war from 1980 to 1992. The three cases presented here relate, first, to the " Education with Community Participation " (EDUCO) program, second, to the policy for gender equality in education, and, third, to the policy to include the teaching of values in Salvadoran education. These policies began to develop in the early 1990s and would all be officially incorporated during the 1990s into official policy of the Ministry of Education through the Ten Year Plan and, later, the National Women's Policy. In the three cases, we address contextual aspects as well as the influence of international conferences, international trends, and a range of actors from the local, national, and international levels. In so doing, we explain how and why certain policy formation processes reflect " imposition, " " negotiation,"or “hybridization.” From our findings, we also: suggest factors that determine the dynamics of education
policymaking, reflect on the ways in which policy formation can be more symbolic than meaningful, and, finally, emphasize that globalization is diminishing the predominance of traditional state channels with regard to the formulation of education policy.
