In El Salvador, the educational legal and policy framework supports inclusive and quality educati... more In El Salvador, the educational legal and policy framework supports inclusive and quality education as a human right, free, and participatory, with public and private providers and the right of parents to choose the type of education they want. Even so, the right to education is not achieved, manifested in low enrollment and unequal quality conditions in economically and socially disadvantaged populations. Two recent case studies-one on faith-based education and the other on inclusive education in El Salvador-point out that, even with public and private providers, subsidies to some Catholic educational centers, and supplies of resources and food, there are poor learning results and certain populations that do not regularly attend school. These studies indicate that economic and social realities limit the possibility for Salvadoran families to decide on the type of education they desire and underestimate the value of education for their children. Faith-based education is subject to supply and demand dynamics and private funding models, although it offers some advantages that can enrich all schools. For a true educational choice based on the right to education and leading to equality, it is necessary to unite all sectors of society, both private and public institutions, with mutual learning between sectors, and promote the leadership and commitment of families to reduce aspects that are detrimental to educational quality and inclusion.
RESUMEN Este ensayo ofrece, desde una perspectiva sistémica, hallazgos sobre el funcionamiento de... more RESUMEN Este ensayo ofrece, desde una perspectiva sistémica, hallazgos sobre el funcionamiento de la reciente estrategia de descentralización educativa en El Salvador, denominada Sistema Integrado de Escuela Inclusiva de Tiempo Pleno (SI-EITP), con el objetivo de conocer el sentido de su funcionamiento y la experiencia de la participación de la comunidad educativa inmersa en sus dinâmicas. Por medio de una revisión de los documentos relacionados con el diseno y la ejecución, el anâlisis revela que SI-EITP no funcionó según lo esperado, debido tanto a una falta de cohesión conceptual, como a la inexistencia de un marco legal adecuado y de recursos suficientes para lograr una participación y empoderamiento locales.

Las escuelas públicas salvadoreñas experimentan niveles preocupantes de inseguridad al interior y... more Las escuelas públicas salvadoreñas experimentan niveles preocupantes de inseguridad al interior y exterior de la institución, en relación con la presencia de pandillas (MINED, 2018a). Los esfuerzos de prevención de violencia visualizan a la escuela como un espacio que facilita el acceso a los jóvenes (Flores y Galdámez, 2021), pero poco se conoce sobre cómo la presencia de pandillas y estudiantes relacionados a ellas afecta el funcionamiento cotidiano de la escuela y la relación pedagógica en el aula. Este estudio, basado en seis estudios de caso realizados en el 2018, identifica que la presencia de estos estudiantes genera temor en los docentes, erosiona la autoridad pedagógica y afecta la calidad de la educación. Desde hace más de dos décadas, cuando se implementaron reformas educativas en casi todos los país... more Desde hace más de dos décadas, cuando se implementaron reformas educativas en casi todos los países de América Latina, los temas relacionados con el desarrollo de la carrera docente estuvieron casi ausentes de la agenda educativa. En cambio, se impulsaron reformas “a prueba de docentes” (Verger y otros, eds., 2013) en el área curricular, diseño y producción de libros de texto, programas para promover el uso de la tecnología en los centros educativos, entre otras. En contraste con lo anterior, desde hace un poco más de una década, temas como la formación inicial, la selección de docentes, la formación en servicio, los incentivos, el escalafón y la evaluación del desempeño se han ubicado en el primer plano de las agendas internacionales y nacionales, en muchos casos respaldadas por la afirmación ambigua de que el “techo” para mejorar la calidad de un sistema educativo es la calidad de los docentes que lo integran (frase atribuida a un funcionario surcoreano anónimo en el Informe McKinsey, 2007), sin tomar en cuenta otros factores que forman parte del sistema y lo condicionan.

Los autores afirman que la mejora docente es generada por distintos procesos, pero la evaluación de desempeño no impulsa cambios en el profesorado. Esto se debe a que las dificultades técnicas en el diseño de la evaluación y su aplicación la restringen de tal manera que no contribuye a mejorar la práctica docente. Por otra parte, el uso de la información en la retroalimentación y seguimiento es determinante incentivar un mejor desempeño. Finalmente, la universidad como sistema de diversos procesos para no depende únicamente de la evaluación de desempeño para mejorar su calidad.

For all that has been written about El Salvador’s education system, one aspect that remains under... more For all that has been written about El Salvador’s education system, one aspect that remains under-studied is teacher education. This is a significant gap given the central role that teachers play in the education system. In addressing this gap, we first characterize the history and current country context of El Salvador, following which we turn our attention to the evolution and key features of the education system itself. The remainder of the chapter focuses on various aspects of teacher education, including its development, aims and legal framework. This is complemented by a discussion of the programs, curricula, and methods that are used to train teachers. The chapter concludes with commentary on the challenges that face teacher education specifically and education generally.

Colonialism, oligarchic control, military regimes, efforts at modernization, civil war, and international organizations have each left their mark. While the system remains at the center of political, economic, and social forces—each with their own impact—stakeholders from the school level to the central Ministry of Education (MINED) continue to dedicate themselves to the improvement of education. In what follows, we explain both the historical constraints on the system as well as more recent reform initiatives. We also characterize the overall organization of the education system in addition to detailing a number of more specific aspects, such as student enrollment, multi-grade schools, curricula, teacher and principal training, parental involvement, student and teacher evaluation, and education financing.

Al revisar los desafíos educativos en El Salvador, se encuentra que el problema educativo es sumamente complejo y está arraigado en las realidades económicas, sociales y culturales del país. La complejidad de las dinámicas educativas genera unas paradojas que van contracorriente a las metas desmesuradas que se han trazado en la política educativa. La respuesta de solución es una cuestión de fondo: supone la transformación de paradigmas que subyacen la visión y formas de pensar sobre qué es educar y que sostienen la participación de cada actor educativo y las estructuras organizativas que desarrollan procesos educativos.

El Salvador is affected by widespread gang activity, which affects most facets of daily life, inc... more El Salvador is affected by widespread gang activity, which affects most facets of daily life, including education, for many of the country’s citizens. Government schools are seen by many as unsafe, and many households turn to private schools to provide education for their children. Currently, one in every five students enrolled in basic education attends a non-state school, which are primarily concentrated in urban, violence-affected areas. However, because Salvadorian non-state schools have never been the subject of academic study, little has been known about who attends these schools and why, as well as how non-state schools interact with gangs. This case study, performed by Results for Development (R4D) with support from USAID Education in Conflict and Crisis Network (ECCN), examines the role of affordable non-state schools (ANSS) in El Salvador, with a focus on basic education. In this report, ANSS are defined as formal and non-formal education institutions that are owned or operated by non-state entities, such as private citizens, faith-based organizations, or NGOs, and that target lower-income or marginalized populations. The case study is part of a broader research engagement with USAID around the role of non-state education in conflict and crisis contexts that also includes (1) a global review of literature on non-state education and conflict and crisis, (2) the development of a conceptual framework, and (3) a case study of Kaduna State, Nigeria.

Este ensayo ofrece, desde una perspectiva sistémica, hallazgos sobre el funcionamiento de la rec... more Este ensayo ofrece, desde una perspectiva sistémica, hallazgos sobre el funcionamiento de la reciente estrategia de descentralización educativa en El Salvador, denominada Sistema Integrado de Escuela Inclusiva de Tiempo Pleno (SI-EITP), con el objetivo de conocer el sentido de su funcionamiento y la experiencia de la participación de la comunidad educativa inmersa en sus dinámicas. Por medio de una revisión de los documentos relacionados con el diseño y la ejecución, el análisis revela que SI-EITP no funcionó según lo esperado, debido tanto a una falta de cohesión conceptual, como a la inexistencia de un marco legal adecuado y de recursos suficientes para lograr una participación y empoderamiento locales.

This case study, performed by Results for Development (R4D) with support from USAID Education in Conflict and Crisis Network (ECCN), examines the role of affordable non-state schools (ANSS) in El Salvador, with a focus on basic education. In this report, ANSS are defined as formal and non-formal education institutions that are owned or operated by non-state entities, such as private citizens, faith-based organizations, or NGOs, and that target lower-income or marginalized populations. The case study is part of a broader research engagement with USAID around the role of non-state education in conflict and crisis contexts that also includes (1) a global review of literature on non-state education and conflict and crisis, (2) the development of a conceptual framework, and (3) a case study of Kaduna State, Nigeria.
