Cet article propose une analyse de la dynamique de production de la ville dans l’agglomération de... more Cet article propose une analyse de la dynamique de production de la ville dans l’agglomération de Port-au-Prince en relation à la catastrophe ainsi que la reconstruction après le tremblement de terre de 2010. Nous partons de l’hypothèse que la crise urbaine de l’agglomération de Port-au-Prince a des racines profondes qui datent du XIXe siècle et que l’action non coordonnée des organisations internationales et des ONG après le séisme n’a pas aidé à surmonter. L’argumentation s’articule en deux points. Le premier point analyse le cadre normatif et institutionnel de la production du territoire à Port-au-Prince, alors que le second analyse la catastrophe et la reconstruction vis-à-vis de la dynamique de production de la ville.

Su orden es dinámico y con frecuencia conflictivo. Gobernar las urbes, en medio de sus turbulencias y movimientos, bajo un nuevo paradigma que fracturó la toma de decisiones en múltiples actores de diversa naturaleza, junto con la aparición de una nueva ontología que profundiza los vínculos entre actores humanos y no-humanos, ha llevado a construir una nueva política para las ciudades, más
fluida, descentralizada y estructurada en redes socio-técnicas. Este artículo indaga por las formas de esa nueva gobernanza urbana desde una lectura inspirada en la sociología de las asociaciones, buscando precisar algunas de sus condiciones indispensables, a saber: los
mecanismos para multiplicar las conexiones entre actores y para permitir que circulen los flujos de información generada por ellos de modo tal que las acciones dispersas confluyan en cursos de acción compartidos, en proyectos comunes.

Seis años después de la tragedia, la ciudad que va emergiendo, en efecto, se parece mucho a la de antes, pues las construcciones inseguras, los barrios insalubres, las dificultades de acceso a los servicios de base siguen estando presentes en la vida de sus habitantes. En este artículo se indagan, antes que los efectos visibles de la reconstrucción, los programas inconexos y los órdenes múltiplemente incomprendidos que impiden que la ciudad sea ensamblada.

El desplazamiento masivo, bien sea por conflictos armados o desastres naturales, tiene como corre... more El desplazamiento masivo, bien sea por conflictos armados o desastres naturales, tiene como correlato la pérdida del lugar habitual de residencia de diversos grupos poblacionales. Las viviendas transitorias (T-Shelters) se han convertido en la respuesta de alojamiento de emergencia ofrecida por organizaciones humanitarias para estas poblaciones, partiendo de dos premisas: (i) los T-Shelters salvan vidas; (ii) los T-Shelters son residencias temporales. Tal como se mostrará en las páginas que siguen, un análisis de los estándares mínimos establecidos en la Carta Humanitaria del Proyecto Esfera y de los modelos de T-Shelter construidos para los damnificados del terremoto del 2010 en Haití, permite observar tanto la inconsistencia de las dos premisas como la precariedad habitacional de las viviendas transitorias.
En este artículo se analizará el marco jurídico, técnico y político que regula la ayuda humanitaria y que permite a los ciudadanos desplazados por una situación calamitosa convertirse en beneficiarios de T-shelters. Así mismo, se presentará el carácter político de los estándares técnicos en tanto que definen los límites de lo habitable/no habitable y tienen un impacto sobre el tratamiento de la vulnerabilidad habitacional, la ordenación del territorio y en los procesos de subjetivación de sus habitantes. A partir del estudio de las viviendas transitorias construidas por diversas organizaciones humanitarias en Haití es posible reflexionar sobre los estándares mínimos que se utilizaron en su diseño, dirigidos al parecer hacia “personas mínimas”, capaces de reducir las necesidades de su existencia a minúsculos espacios. La experiencia de Haití confirma que no se reconstruye una ciudad instalando pequeñas casas precarias una al lado de la otra y que el derecho a una vivienda digna y adecuada no puede garantizarse a través de la construcción de viviendas transitorias

El propósito de esta investigación es ampliar el relato historiográfico de Hospitalet de Llobrega... more El propósito de esta investigación es ampliar el relato historiográfico de Hospitalet de Llobregat durante la dictadura franquista a partir del estudio de la planificación y gestión de los sistemas de transporte público en la ciudad en ese periodo (1939-1975). Con este fin, se analizará el funcionamiento de los sistemas de transporte público y su relación con las dinámicas de crecimiento de la ciudad teniendo en consideración las oleadas migratorias, la construcción de proyectos de vivienda, las intervenciones urbanísticas, el establecimiento de nuevas industrias y la formación del área metropolitana de Barcelona, sin perder de vista que todo ello sucede en un periodo de transformaciones sociales y políticas intensas que permearon todos los procesos de gestión urbana.
