Taking into account of the quality of the services un the public drinking water services
[Prise En Compte De La Qualite Des Prestations Dans Les Services Publics D'Eau Services]

Abstract

L'appréciation de la qualité des prestations offertes aux usagers d'eau potable est essentielle dans la gestion et la régulation des services d'alimentation en eau. Négliger cet aspect peut introduire des biais lors de l'estimation de la fonction de coût de production. Prenant en compte d'une part les déterminants usuels des coûts variables dans le service public d'eau potable, et d'autre part la qualité des prestations telles que perçue par les usagers, les résultats des estimations obtenues grâce au logiciel E-views 7 de la fonction translog indique que les variables de qualité retenues dans cette étude, à savoir le nombre de plaintes et les pertes d'eau ont une influence significative sur la fonction de coût. Par voie de conséquence, le fait de ne pas considérer la qualité des prestations peut conduire à une sous-estimation de la fonction de coût de production.
