Die Stromversorger in den Startlöchern zum Strom-Binnenmarkt: Eine Bestandsaufnahme der nationalen Markstrukturen

Abstract

In diesem Jahr sind auf europäischer Ebene rechtliche Entwicklungen eingeleitet worden, die zu einer stärkeren Integration der bisher separierten nationalen Strommärkte führen sollen. Beabsichtigt ist die Liberalisierung des Marktes für Elektrizität. Insbesondere im Bereich der Stromerzeugung soll die direkte Einflußnahme der Staaten zurückgedrängt werden. Gegenstand des Beitrages ist ein aktueller Überblick über die nationalen Marktstrukturen der Stromversorgung innerhalb der Europäischen Union. Hierzu wird zunächst der Primärenergieeinsatz in der Stromerzeugung, der Anteil der Eigenerzeugung an der gesamten Stromerzeugung und die Strompreise in den betreffenden Mitgliedsländern betrachtet. Ergänzend wird der grenzüberschreitende Handel mit Elektrizität innerhalb der Europäischen Union skizziert. Im Anschluß werden wesentliche Strukturmerkmale der nationalen Strommärkte dargestellt. Dabei wird auf die Unternehmens- und Eigentumsstrukturen und auf die staatliche Regulierung sowohl der Inlandsmärkte als auch des Außenhandels eingegangen. Schließlich werden die nationalen Besonderheiten bei der Stromerzeugung und der Unterstützung bestimmter Primärenergien sowie die Maßnahmen zur Erhöhung der Energieeffizienz auf der Nachfrageseite skizziert. Aus der Bestandsaufnahme kann der Schluß gezogen werden, daß von der Existenz eines Europäischen Binnenmarktes für Strom bislang nicht die Rede sein kann. Die Umsetzung der aktuellen Richtlinie wird weitreichende Anpassungmaßnahmen in den jeweiligen nationalen Energiepolitiken und Markstrukturen nach sich ziehen müssen.
