As the need for a greater geographical employee mobility has been turned into an injunction, the ... more As the need for a greater geographical employee mobility has been turned into an injunction, the lack of knowledge on long-distance home-work employee mobilities leads to simplistic conceptions of mobility as a work-related choice. This article pleads for getting over the simplistic conceptions of mobility as an unambiguous resource for workers to use. Based on the 2015 French Population Census, this article proposes an operative definition of long-distance home-work mobilities allowing to identify almost 500 000 long-distance domestic commuters in Metropolitan France. These mobilities are to be understood not only as work-related choices but also as social and spatial arbitrations. Those arbitrations rely on the specific spatial arrangements of mobilities which the article elucidates. Long-distance home-work employee mobilities thus reproduce socioprofessional segmentations on which social inequalities are grounded and stress the importance of gender-related inequalities.

Plus fréquemment traitée comme un problème social, urbain et politique que comme une question soc... more Plus fréquemment traitée comme un problème social, urbain et politique que comme une question sociologique à part entière, la périurbanisation est l’objet de nombreux débats. Le phénomène périurbain est souvent appréhendé à travers des approches trop générales ou trop locales. Cet article propose d’abord une discussion de la catégorie statistique du périurbain. Il s’appuie ensuite sur un cadre d’analyse original qui permet d’aborder la question périurbaine en combinant les échelles. Exploitant les recensements de la population depuis 1968, l’article propose une mesure de l’évolution du poids du périurbain et montre que l’idée d’une « explosion périurbaine » est à relativiser. L’étude des caractéristiques sociodémographiques de ce « tiers espace » souligne à la fois sa diversité et sa cohérence lorsqu’il est comparé aux centres et aux banlieues. Le périurbain ne saurait donc être réduit ni à un espace des classes moyennes ni à une zone de relégation. Il doit être pensé en lien avec les systèmes urbains concrets auxquels il s’intègre.

Alors que les offreurs disposent de toutes les ressources nécessaires pour l’éviter, ceux-ci introduisent cependant des pratiques concurrentielles de pression sur les prix. En mobilisant le cadre théorique proposé par N. Fligstein, cet article vise deux objectifs : expliciter les conditions d’émergence de telles pratiques et en extraire les caractéristiques d’emblée sociales.

Sur quatre décennies étudiées (1970-2012), les chances de retour à l’emploi des chômeurs ayant changé de département sont de plus en plus proches de celles des actifs qui n’ont pas bougé. En outre, le chiffre global masque des disparités importantes. En 2012, pour les cadres, la mobilité géographique accroît la probabilité de retrouver un emploi. À l’inverse, les chômeurs les moins qualifiés qui sont mobiles ont deux fois moins de chances de retrouver un emploi que ceux qui n’ont pas bougé.
Les actifs occupés qui changent de département de résidence ont, eux, un risque comparatif de plus en plus élevé de perdre leur emploi que les autres, avec une incidence aujourd’hui comparable quelle que soit leur qualification.
Cette étude empirique invite ainsi à dépasser une approche mécanique des effets de la mobilité géographique sur l’emploi. Prendre en compte les logiques professionnelles et personnelles à l’œuvre lors d’un changement de lieu de résidence est nécessaire pour comprendre la façon dont la mobilité peut être une ressource pour les uns, une contrainte pour les autres.

Entre opportunité et contrainte, cet article propose d’aborder les mobilités résidentielles des s... more Entre opportunité et contrainte, cet article propose d’aborder les mobilités résidentielles des salariés dans leur déroulement en étudiant l’« entrée en territoire » des mobiles, c’est-à-dire la façon dont ils confrontent leurs aspirations à un nouveau territoire. On a interrogé par questionnaire 150 salariés ayant été mobiles à l’occasion d’une embauche ou d’une mutation et qui ont été accompagnés dans leur mobilité par une société de « relocation ». Une typologie des mobilités permet de différencier les aspirations selon l’agencement de la dimension professionnelle et de la dimension familiale des mobilités. L’ « entrée en territoire » se révèle être une épreuve pour les mobiles qui doivent mobiliser deux jeux de compétences spécifiques. Il leur faut traduire leurs aspirations en une recherche de logement, et les confronter à la sanction du marché résidentiel. L’« entrée en territoire » invite à poser la question des médiations marchandes dans le déroulement des mobilités résidentielles.

La thématique largement reprise dans le monde politique des « emplois vacants » vient appuyer ce diagnostic : il y aurait en France des centaines de milliers d'emplois vacants prêts à être pourvus si les salariés acceptaient de se montrer plus mobiles. Thomas Sigaud, chercheur en sociologie, analyse pour Metis les enjeux de la mobilité géographique des salariés en France.

Parce que les mobilités géographiques des salariés sont un phénomène profondément territorialisé,... more Parce que les mobilités géographiques des salariés sont un phénomène profondément territorialisé, elles engagent leur vie professionnelle autant que leur vie personnelle et familiale. Mais la rhétorique managériale et les pratiques de gestion des ressources humaines s’emploient à euphémiser la dimension territoriale des mobilités pour ne pas avoir à intégrer les nombreux problèmes qu’elle soulève. Cette déterritorialisation des mobilités par les responsables RH en entreprise est compensée par l’appel à des sociétés d’accompagnement des salariés mobiles. Mais cela revient à dégager l’entreprise de la responsabilité de devoir prendre en compte les territoires. Au final, tant les discours que les pratiques en matière de gestion des ressources humaines ne prennent pas la mesure du rôle des territoires dans le déroulement des mobilités des salariés. Les territoires ne sont pas solubles dans les mobilités et cette réalité doit être intégrée aux pratiques de gestion des ressources humaines.
