They form part of a SIPRI project that explores regional perspectives and trends related to the impact that recent advances in artificial intelligence could have on nuclear weapons and doctrines, as well as on strategic stability and nuclear risk. This volume assembles the perspectives of eight experts on South Asia on why and how machine learning and autonomy may become the focus of an arms race among nuclear-armed states. It further explores how the adoption of these technologies may have an impact on their calculation of strategic stability and nuclear risk at the regional and transregional levels.

The treaty may cease to exist, due to accumulating contradictions about the its implementation among the participating states, the destructive approach to arms control by President Trump's administration, and general degradation of relations between Russia and the West. This article examines Russian approaches to managing the current situation (which is close to a dead end) and finding possible ways out of it. Special attention is paid to the informal consequences of maintaining or destroying the Open Skies regime. Some prospects for future collaborative airborne monitoring regimes are also discussed.

Developments in missile proliferation are analyzed, including the main drivers, trends, and actor... more Developments in missile proliferation are analyzed, including the main drivers, trends, and actors. The increasing complexity of the global missile proliferation landscape is shown. They key areas of technological development are identified, as well as several types of missile proliferators, to substantiate the importance of missile proliferation in the context of international security. Existing and prospective mechanisms are discussed with respect to arms control, nonproliferation, and multilateral risk reduction measures. It is stressed that the existing mechanisms are aimed primarily at reducing the risks associated with creating delivery vehicles for weapons of mass destruction whereas the greatest importance is now attached to the potential use of conventionally armed missiles. The Secretary General has stressed that to successfully maintain its strength amid shrinking defense budgets and economic austerity, NATO "must prioritize... must specialize... and must seek multinational solutions." The European Union, much of its membership overlapping with NATO, has endeavored to accomplish a similar task through pooling and sharing, but concerns over sovereignty have severely limited progress.
Missiles are becoming an increasingly prominent element of military arsenals, but the system of a... more Missiles are becoming an increasingly prominent element of military arsenals, but the system of arms control that helped provide a check on the missile arms race is under considerable stress. Addressing this challenge will require developing new approaches to missile verification. This report covers various aspects of verification arrangements that could be applied to missiles. The authors look at the experience of past arms control and disarmament efforts, provide an overview of existing verification tools, and initiate a discussion of potential arrangements that could make future arms control agreements possible. The general conclusion of the report is that there is a variety of options to consider. Most verification arrangements would require a fairly high level of transparency, but that is what makes them stronger and more reliable. The path to building an effective verification arrangement is to design it in a way that facilitates cooperation and transparency.
