Se genera así una problemática brecha entre las políticas públicas y los problemas concretos. El trabajo propone discutir los marcos teóricos institucionales dominantes señalando limitaciones e implicaciones. Este enfoque es aplicado al análisis de la vulnerabilidad rural al cambio climático en Mendoza. El enfoque se distancia de los estudios que focalizan en la adaptación y, en cambio ,identifica los condicionantes estructurales de la vulnerabilidad en el área de estudio: gestión fragmentada del agua y el suelo; rentabilidad negativa persistente; condiciones de mercantilización y predominancia del paradigma de la eficiencia hídrica y productiva. Las transformaciones territoriales del Área Metropolitana de Mendoza han impactado en su cinturón... more Las transformaciones territoriales del Área Metropolitana de Mendoza han impactado en su cinturón verde. Sin embargo, estudios recientes indican que, pese a la expansión urbana, la superficie cultivada se ha mantenido relativamente estable e identifican que los productores que salen de un sitio, se relocalizan en otras zonas menos competitivas. Bajo una metodología cuanti-cualitativa, este trabajo profundiza en las particularidades de la dinámica territorial en Fray Luis Beltrán (Maipú), distrito que en los últimos años ha registrado un importante crecimiento de superficie cultivada. Desde un enfoque territorial, el artículo da cuenta del proceso de expansión agrícola en este distrito e identifica las condiciones territoriales que lo habilitan. Encuentra, además, que dicho proceso es protagonizado por actores locales que cuentan con larga trayectoria en el cinturón verde de Mendoza. De manera general nos preguntamos: ¿De qué depende la calidad de la performance de los regímenes hídricos? ¿Qué tipo de rasgos estructurales y procesos son relevantes e influyen sobre la orientación de un conjunto de planes y programas para regular un recurso natural como el agua? ¿En qué medida es importante el contexto biofísico y el sociopolítico para el resultado de una política hídrica? ¿De qué manera condicionan los arreglos formales las posibilidades concretas de uso del agua para riego? ¿De qué manera los usuarios del agua se apropian y modifican estos aspectos formales? ¿Con qué consecuencias? Este artículo aborda la vulnerabilidad a los fenómenos asociados al Cambio Ambiental Global (CAG)... more Este artículo aborda la vulnerabilidad a los fenómenos asociados al Cambio Ambiental Global (CAG) de los productores agrícolas de la cuenca del río Mendoza en Argentina. La vulnerabilidad es entendida como un fenómeno complejo que se genera en el cruce de las dimensiones ambientales, sociales y económicas. A partir de un estudio cualitativo basado en entrevistas en profundidad a productores del área de estudio, se reconstruyen los procesos que afectan a los actores (exposiciones/sensibilidades) y las prácticas (adaptaciones) que ellos desarrollan para hacer frente a esos fenómenos. El argumento sostiene que los eventos hidrometeorológicos actúan sobre una serie de vulnerabilidades previas y de largo plazo definidas por el acceso a los recursos. Extreme climate events are becoming more frequent and severe due to climate change. Vulnerability... more Extreme climate events are becoming more frequent and severe due to climate change. Vulnerability to extremes is the result of three components: exposure to hazards, sensitivity of the system, and capacity to adapt. A large-scale qualitative study of rural vulnerability to climate extremes in Argentina, Canada, and Colombia demonstrates the political-economic root causes of vulnerability in each context. Structural causes are difficult to identify using quantitative indices and deductive metrics alone, but qualitative approaches can help identify key drivers of vulnerability at a deeper level. Technology and diversification are insufficient to address such structural or “deep” vulnerability.

Many regions of the world are experiencing the impacts of climate change, which include the incre... more Many regions of the world are experiencing the impacts of climate change, which include the increasing variability of weather as well as increased drought and flood. Although many areas have had a long history of this variability and have a strong historic practice of adaptation, increasing variability has had a significant impact on adaptive strategies of agricultural producers over the last several years. Drawing on comparative vulnerability studies of agricultural producers in dry-land river basins in Argentina, Canada, and Colombia, this paper presents an analysis of the adaptive strategies employed by agricultural producers in responding to climate change impacts and an analysis of how these adaptive strategies have built resilience and improved producers' living conditions. Common exposures and sensitivities, linked with increasing variability, isolate important new adaptive strategies. Particular attention to the connection of these strategies to social, economic and institutional capital and the interrelationship of these provides important insight for future adaptation. These research findings will be useful for governments, policymakers, and organizations assisting with adaptation.
