Petro became the first left candidate ever to win the presidency in Colombia, defeating the right... more Petro became the first left candidate ever to win the presidency in Colombia, defeating the right-wing real-estate magnate Rodolfo Hernández by 50.4 to 47.4 per cent in the second round. 1 The turnout, at 58 per cent, was the highest for a quarter-century. Petro's electoral bloc, the Pacto Histórico, had already won 48 out of 268 congressional seats in the March 2022 legislative elections. To set these victories in perspective, it's necessary to grasp the nature of the power bloc that ruled Colombia for over 150 years under an oligarchic Conservative-Liberal duopoly, which then gave way to the hard-right counterinsurgency regime of Álvaro Uribe from 2002. With Washington's backing, Uribe intensified the Colombian Army's long-running war against guerrilla forces in the hinterlands; casualties, according to the country's Truth Commission, include some 450,566 dead and another 121,768 'disappeared', as well as 50,770 kidnapped and 8 million displaced, the vast majority poor peasants. Uribe and his successors-Juan Manuel Santos (2010-18) and, especially, Iván Duque (2018-22)-also backed harsh neoliberal measures against the urban poor.

In November 2016, the Colombian government of President Juan Manuel Santos and the Revolutionary ... more In November 2016, the Colombian government of President Juan Manuel Santos and the Revolutionary Armed Forces of Colombia (Farc)-the country's oldest and largest guerrilla groupsigned a historic peace treaty. The agreement marked a turning point in Colombia's decades-old armed conflict. Since the mid-1960s, 262,000 people have died, 80,000 have disappeared and close to five million have been displaced. Despite the peace agreement, violence continues unabated in many parts of the country. According to monitoring group Indepaz, 1,278 social and environmental activists, trade union organisers, human rights defenders and leaders of peasant, indigenous and Afro-Colombian communities have been murdered since the peace deal was inked. Colombia has witnessed 88 massacres this year alone. An additional 296 former Farc fighters have violently lost their lives since laying down their arms. The executionists are usually rightwing paramilitaries, drug gangs, state security forces or dissident Farc groups. In most cases, these killings are never solved. No justice, no peace. Millions of Colombians took to the streets to protest against the conservative government of President Iván Duque, neoliberal policies, environmental destruction, police brutality, and rampant corruption. The government's repression left 44 people dead and over 3,000 wounded. Close to 1,500 protesters were arbitrarily detained. Six months later, President Duque is still holding on to power. The systematic killings of leftists, student activists, and community leaders, all of whom played a pivotal role in the popular uprising, continues unabated. However, Colombia is also currently bracing itself for a hotly anticipated presidential election in May and June of next year, where Gustavo Petro, a social democratic populist and former guerrilla fighter, is leading in the polls. Das Übereinkommen mit der größten Guerilla-Bewegung des Landes bedeutete eine Zäsur in der blutigen Geschichte des Bürgerkriegs. Seit Mitte der 1960er Jahre sind 262 000 Menschen gestorben, 80 000 verschwunden und über 7,2 Millionen vertrieben worden (CNMH 2018; IDMC 2020). Trotz des Friedensabkommens geht die Gewalt in vielen Teilen des Landes unvermindert weiter. Allein im Jahr 2020 wurden nach Angaben der Nichtregierungsorganisation INDEPAZ 310 soziale Aktivist/innen, Menschenrechtler und Anführer/innen indigener und afro-kolumbianischer Gemeinschaften ermordet. El bloque de poder contrainsurgente en Colombia y su papel en el resurgimiento de la derecha en A... more El bloque de poder contrainsurgente en Colombia y su papel en el resurgimiento de la derecha en América Latina RESUMEN: Objetivo/contexto: El artículo presenta un análisis de la constitución, la consolidación y la transformación del bloque de poder contrainsurgente en Colombia y su papel protagónico en el resurgimiento de la derecha en América Latina durante los últimos cinco años. Más específicamente, el texto examina la alianza estratégica con los Estados Unidos, la presencia del país andino en los escenarios multilaterales y la postura de Colombia frente la "Revolución Bolivariana" en Venezuela. Metodología: La investigación fue orientada por un marco teórico histórico-materialista, inspirada principalmente en las obras de Nicos Poulantzas, Bob Jessop y Joachim Hirsch, que se basa en los conceptos Estado capitalista y estatalidad periférica. En la parte empírico-analítica sobre Colombia se trabaja con las nociones Estado oligárquico fuerte y bloque de poder contrainsurgente, desarrollados por Raul Zelik y Vilma Franco, respectivamente. Conclusiones: El bloque de poder contrainsurgente en Colombia ha jugado un importante rol de contención a la tendencia progresista y de desestabilización de apuestas de integración regional, construidas al margen de la hegemonía estadounidense. La estrategia contrainsurgente en la región ha logrado cambiar la correlación de fuerzas a favor de la derecha regional, llevando al declive y posible cierre del ciclo progresista con la profundización de la crisis de la "Revolución Bolivariana" en Venezuela. In the past two decades, while a Pink Tide of anti-neoliberal, progressive governments swept to p... more In the past two decades, while a Pink Tide of anti-neoliberal, progressive governments swept to power on the back of mass mobilizations across Latin America, Chile and Colombia continued along the path of neoliberal restructuring. In both countries, social movements and labor organizations were on the defensive. Chile's military dictatorship (1973-1990) and state and paramilitary violence in Colombia oversaw the violent decimation of organized labor and popular forces, while neoliberal reforms ushered in a new era of flexibilization and deregulation, undermining the power of working people to fight back. Seen in this light, it is no small feat that Chile and Colombia have witnessed some of the largest and most prolonged popular uprisings in Latin America in recent years. In Chile, a small increase of the Santiago subway fare in October 2019 triggered the largest wave of protests, riots, and strikes Chile had witnessed since the end of the Pinochet dictatorship. Shortly after, in November 2019, a package of neoliberal reforms introduced by Colombia's right-wing president Iván Duque sparked a national strike that spread across 550 of the country's 1,000 municipalities. Notably, the mobilizations have emerged not primarily from traditional agents of progressive change such as unions and leftist parties but from relatively new social forces. The most prominent protagonists have been young people, part of the increasingly precarious working and middle classes, along with social movements, feminist collectives, the unemployed, indigenous groups, and peasant and worker organizations.
