As a multicultural and multi-religious country, Indonesia has the potential for the eruption of e... more As a multicultural and multi-religious country, Indonesia has the potential for the eruption of ethno-religious conflict. In some cases, ethno-religious conflict has already manifested. Conflict resolution can be carried out effectively or ineffectively. This paper explores the process of conflict resolution between parties in Cakranegara, Mataram, where ethno-religious conflict between two regions identified as Sasak- Moslem and Bali-Hinduist was successfully resolved. Actors succeeded in solving the problem problem by widening the participation of stakeholders, accomodating aspirations, and strengthened the commitment to peace by a peace agreement. This qualitative research is also finds that factors such as a strong and egalitarian leadership, effective local wisdoms, and common commitment to peace supported the peace process. Factors that did not support the process included provocation by external actors and historical prejudices.

It has also tested some regulations on building a house of worship—includes PBM No. 9 and 8 of 2006. This paper elaborates some facts on this case from the wide perspectives: regulation and non-regulation aspects (politics, economics, social, culture, and religious). The purpose of the research is to know causes of the confl ict and some factors supported and unsupported to the solution. Enriched by some interviews with some key-informan, this research is written based on descriptive-analytic method. The research shows some causes of confl ict: the debate on the ‘illegal’ IMB (building permit), the bias of information, and a kind of pseudo-intolerance.

Faktanya, beberapa pemerintah daerah belum cukup peduli atas tugasnya tersebut, misalnya dalam fasilitasi FKUB (Forum Kerukunan Umat Beragama). Penelitian ini mendalami peran Pemerintah Daerah Kepulauan Riau (termasuk kantor Kementerian Agama wilayah) dalam memelihara kerukunan. Penelitian dengan metode kuasi kualitatif yang mengumpulkan data dengan kajian pustaka, observasi, dan wawancara ini ditulis secara deskriptif-analitis. Penelitian menemukan: Pemerintah Daerah Kepri dan Kanwil Kementerian Agama setempat telah menunjukkan peran yang cukup. Meski terdapat tantangan geografis dan keterbatasan anggaran, namun kerukunan beragama tetap nyata dalam masyarakatnya. Abstract Based on the Join Decree No. 9 and 8 of 2006, local governments have a special duty to maintain religious harmony in their spans of authorities. Factually, some of them have not been care enough on the duty, such as on facilitating FKUB (Forum Kerukunan Umat Beragama)—the special body to maintain religious harmony. This research elaborated the roles of Local Government of Kepulauan Riau (include its local MoRA, Ministry of Religious Affairs) on preserving harmony. The quasi-qualitative which was found data through literature study, observation, and interview, was written by descriptive-analytic method, found some results: The Kepri Local Government and its local MoRA have shown some positive roles. Though geographical difficulties and limited budget have drawbacks, but religious harmony were a reality in its society.
