Dünya Savaşı'na girmemesine karşın, savaş yılları hem iç hem dış politikada sancılı günlerin yaşandığı, ülkenin iç güvenliğinin ve güvenlik görevlilerinin son derece etkilendiği bir dönem olmuştur. Yöneticilerin iç güvenliği sarsacak durumlara gücünü sarf etmeme, mevcut enerjisini dış savunmaya yönlendirme düşüncesi, iç güvenliği sarsabilecek en ufak hareketlenmeye bile sert tepki vermesine yol açmıştır. Bu genel çerçeve içerisinde Türkiye'de yaşayan Yahudi azınlığın faaliyetleri ve Nazi propagandasının bunlar üzerindeki etkileri, güvenlik güçlerinin sürekli takip ettiği konular olmuştur. Bu makalede, II. Dünya Savaşı esnasında Türkiye'de yaşayan Yahudi azınlığın faaliyetleri ve dâhil olduğu olaylar, Emniyet Genel Müdürlüğü arşivlerinden alınan bilgiler çerçevesinde incelenmeye ve olaylar 'polis ve güvenlik' boyutuyla ele alınmaya çalışılmıştır.

Abstract: Although Turkey did not participate in the World War II, the country faced many ' challenges to its domestic and foreign policies which included homeland security and law enforcement officers. Therefore, authorities dealt with minor domestic incidents in order not to use resources that could be required for a possible war and defense and strictly applied the rules and regulations as to security. Within the framework of this general composition, the activities of the Jewish community in Turkey, the incidents they involved in and the influence of Nazi propaganda on them were , pursued by law enforcement officers very closely. So, this article concentrates on the activities and the incidents relating the Jewish minority people in Turkey during the World W r II and also briefly on pre-war period. In doing so, many documents from the Turkish National Police archives were employed and the events were explored from "police and security" point of views.

1923 yılında Türkiye Cumhuriyeti’... more Atatürk Dönemi İç Güvenlik Politikaları ve Türk Polis Teşkilatı 1923 yılında Türkiye Cumhuriyeti’nin kurulmasıyla birlikte hükümetlerin takip edecekleri politikaların belirlenmesi ve yenileşme ihtiyacı, hemen her kurumda olduğu gibi Türk Emniyet Teşkilatı’nda da kendini hissettirmiştir. Ancak uzun ve yıkıcı bir savaş döneminin ardından yeni bir devletin kurulması ve hedeflenen çağdaşlaşma seviyesine ulaşma sürecinde, Cumhuriyet Hükümetleri Osmanlıdan miras kalan politikaları belli bir süre devam ettirdiler. Milli Mücadeleyi başarıyla sonlandırabilmek için ülkenin iç güvenliğini sağlamanın kaçınılmaz bir olgu olduğunu düşünen Mustafa Kemal, Cumhuriyet döneminde de özellikle inkılâpların kökleşmesi ve Cumhuriyetin varlığını sürdürebilmesi için iç güvenliğin öncelikli bir politika olarak ele alınması gerektiğini düşünmüş ve bu yönde politikalar belirlemiştir. Ancak dönemsel şartların zorluğundan dolayı, bu politikaları uygulamaya geçirmekle görevli polisi nitelik ve nicelik olarak arzulanan seviyeye getirme, polisi ilgilendiren mevzuattaki eksiklikleri giderme, polis teşkilatını yeniden yapılandırma, polis eğitimindeki kaliteyi artırma gibi belli başlı konularda odaklanan bu yenileştirme çalışmaları, 30’lu yıllarda gerçekleştirilmeye başlanabilmiştir. Bu çalışmada, 1923 yılında Türkiye Cumhuriyeti’nin kurulmasıyla iktidara gelen hükümetlerin takip ettikleri iç güvenlik politikaları ile Atatürk’ün emir ve direktifleri doğrultusunda şekillenen bu politikaların Türk Emniyet Teşkilatı’ndaki yansımaları incelenmektedir. Homeland Security Policies During Atatürk Era and Turkish Police Organization ABSTRACT: The government policies and modernization efforts, following the foundation of Turkish Republic in 1923, emerged in Turkish Police Organization as in other institutions. Yet, Turkish governments pursued numerous policies the same as Ottoman governments during the modernization period going hand in hand with newly emerged Turkish state after a long and destructive period. Mustafa Kemal considered that homeland security should be provided in order to win the Turkish National War and he also pursued the same policy in early republican period to achieve the reforms and to make the Turkish Republic survive. However he had to postpone reforms regarding police organization including the enhancement of the police from the quantity and quality aspects, to reorganization of the police, increasing the quality of the police training and amending the police legislation until 1930’s, due to hard conditions following the war years. In this article, the homeland security policies followed by governments established after the foundation of Turkish Republic in 1923 and the reflections of these policies in the Turkish Police Organization, which are shaped in accordance with the orders and directives of Atatürk, are examined. Dr. Ali DİKİCİ ÖZET: Cumhuriyet’in kurulmasıyla birlikte hükümetlerin en çok üzerinde durduğu konulardan birisi iç güvenliğin sağlanması olmuştur. Çok çeşitli iç güvenlik olayının yaşandığı bu dönemde, yönetimin hassasiyetle takip ettiği konulardan birisi de istihbarat, casusluk ve yasa dışı propaganda faaliyetleri idi. Yetkililer bu konularda insan eliyle gerçekleştirilen faaliyetlere duyarlılık gösterdikleri gibi, başka araçlarla da yapılabilecek bu tür faaliyetlere karşı da mücadeleyi elden bırakmamışlardır. Bu amaçla kullanıldığından şüphelenilen muhtemel araçlardan birisi de ülkemiz üzerinden göç eden kuşların ayaklarına bağlı olarak ele geçirilen propaganda veya casusluk içerikli olduğu düşünülen mesajlardı. Cumhuriyet’in ilk yıllarından itibaren başlayan, İkinci Dünya Savaşı yıllarında ve Soğuk Savaş döneminde de kesintisiz devam eden bu mücadelede, bazen ortaya trajikomik durumlar çıkmıştır. Halkın ve güvenlik güçlerinin büyük duyarlılık gösterdiği bu konuda yetkililer, her ne kadar bu kuşların bilimsel amaçlı uçurulduğunu söyleseler de ihtiyatı elden bırakmadıkları ve gerekli işlemleri yaptıkları görülmektedir. Bu makalenin amacı Cumhuriyet’in ilk yıllarından günümüze kadar uzanan süreçte istihbarat, casusluk ve propaganda amaçlı ülkemize gönderildikleri düşünülen kuşları, polis arşiv belgeleri ışığında dönemin şartları ve gelişen diğer olaylar çerçeve sinde incelemektir. The Endless Struggle of Turkish Security Units with Spy and Propagandist Birds ABSTRACT: With the establishment of the Turkish Republic, one of the issues that governments have been most emphasizing is ensuring homeland security. One of the issues that the administration followed with care was the activities of intelligence, espionage and illegal propaganda. The authorities have shown sensitivity not only to human-conducted activities in these areas, but they have also fought against such activities, which can also be done with other means. One of these possible means was the messages that were believed to contain propaganda or espionage seized on the feet of birds migrating through Turkey. In this struggle, which started from the first years of the Republic, continued throughout the Second World War and the cold war period uninterruptedly, sometimes tragicomic situations emerged. In this regard, where the public and the security forces have shown great sensitivity, it is seen that the authorities do not leave the precautionary measures and do the necessary procedures, even though these birds are said to be flying for scientific purposes. This article examines the migratory birds thought to have been sent to Turkey for the purpose of espionage and propaganda from the first years of the Republic to the present day, in the light of the circumstances of the period and other events by using the police archive documents. Özet: İkinci Dünya Savaşı Türkiye’de sıkıntılı günlerin yaşandığı bir süreçtir. Türkiye’nin savaş... more Özet: İkinci Dünya Savaşı Türkiye’de sıkıntılı günlerin yaşandığı bir süreçtir. Türkiye’nin savaşa girmemesine karşın, bu süreç, hemen her konuda olduğu gibi ülkenin iç güvenliğini de doğrudan etkilemiştir. Ülke içinde meydana gelen iç güvenlik olaylarının yanı sıra uluslararası bağlantılı bazı olaylar ülke gündemini değiştirmiştir. Bu olayların içerisinde önemli bir yere sahip olan Von Papen suikastı uzun süre ülke gündemini meşgul etmiş ve Türkiye’nin dış politikasında bir önemli tartışma konusu olmuştur. Ancak Türk polisi savaşın doğurduğu olumsuz şartlara ve mevcut imkânlarının kısıtlı olmasına rağmen, olayın faillerini kısa sürede ortaya çıkararak, Türkiye için sıkıntıya yol açabilecek uluslararası boyutlu bir olayı aydınlatmıştır. Polisin bu başarısında Türkiye’de görevli Marc Payot isimli İsviçreli bir kriminalistik uzmanının büyük katkıları olmuştur. Bu makalede, suikastın aydınlatılmasında Türk polisinin çalışmaları, Marc Payot’un desteği ve kısaca davanın seyri ele alınmıştır.

The Achievement of Turkish Police in Solving the Von Papen Assassination and the Contribution of Marc Payot
Abstract: Turkey experienced a troublesome period during World War II. Although Turkey did not participate in the War, the country faced many challenges to its homeland security. As well as some internal incidents, many other international-related incidents also influenced the agenda of Turkey. Von Papen assassination, which has a significant place among the other incidents, started discussions in the country and it stayed as a disputed argument for a long time. However, although Turkish Police had limited means and the war threat was very real in Turkey, police solved the case shortly and the perpetrators were arrested soon. Thus the incident was clarified before it became an international problem. A crime scene expert named Marc Payot from Sweden played a great role in solving this case and helped the Turkish Police. So, this article concentrates on the endeavors of Turkish police to solve the case, Marc Payot’s support to Turkish Police, and briefly on the phases of the trials in the court.

1923 yılında Türkiye Cumhuriyeti’nin kurulmasıyla birlikte hükümetlerin takip edecekleri politikaların belirlenmesi, modernleşme ve yenileşme çabaları, bilgiye duyulan ihtiyaç ve bilimsel gelişmelerin takip edilerek uygulamaya geçirilmesi, hemen her kurumda olduğu gibi Türk Emniyet Teşkilatı’nda da kendini hissettirmiştir. Nitelik ve nicelik olarak Türk Polis Teşkilatı’nı istenilen seviyeye getirerek, bu hususla ilgili mevzuattaki eksiklikleri giderme başlıca amaç olmuştur. Polis teşkilatını yeniden yapılandırma, polis eğitimindeki kaliteyi artırma gibi belli başlı konularda odaklanan bu yenileştirme çalışmalarının bir sonucu olarak, Türk polisinin, Avrupalı ülkelerindeki meslektaşlarının tecrübe ve eğitimlerinden faydalandırılması planlanmıştır. Bunun için polislerin yurt dışı eğitimi almaları, yabancı uzman istihdamı, tercüme ve teknolojik transfer gibi uygulamalar takip edilmiştir. Osmanlıdan Cumhuriyet Hükümetlerine tevarüs eden bu politika, Cumhuriyet’in ilk yıllarında yoğun bir şekilde devam ettirilmiştir. Bu bildiride bahsi geçen dönem içerisinde Alman ve Avusturya polis teşkilatları ile gerçekleştirilen işbirliği çerçevesinde Türkiye’de istihdam edilen Alman ve Avusturyalı polis uzmanlar ile eğitim amacıyla bu ülkelere gönderilen Türk polislerinin çalışma ve eğitimleri araştırılmaya ve tespite çalışılacaktır. Türk Emniyet Teşkilatı’nın arşiv belgeleri ve yayınladığı eserler bu çalışmanın ana kaynağı olacaktır.

Abstract
Following the establishment of the Republic of Turkey in 1923, the determination of the policies that the governments would pursue, modernization and renovation efforts, need for knowledge, following the scientific developments and putting them into practice, were felt in the Turkish Police as well as in almost every institution. The primary aim was to eliminate the deficiencies in the relevant legislation to bring the Turkish Police Organization to the desired level in quality and quantity. The consequence of these renovation aims including restructuring the police force and increasing the quality of police training has been an effort of Turkish police officers to benefit from the experience and training of their colleagues in European countries. For this, efforts have been made to implement some practices such as training of Turkish police officers in Europe, employment of foreign experts in Turkey, translation, and technological transfer to Turkey. This policy, which was inherited from the Ottoman Empire to the governments of the Republic, was continued intensively during the first period of the Turkish Republic. In this essay, the German and Austrian police experts employed in Turkey and the Turkish police officers sent to these countries for training during this period will be examined within the context of cooperation with the German and Austrian police organizations. The police archive documents and the publications of the Turkish Police Organization will be the primary source of this work.

During the war in Bosnia, although the Serbs seized many places, they were not able to take Srebr... more During the war in Bosnia, although the Serbs seized many places, they were not able to take Srebrenica itself. From May 1992 onwards, Bosnian government forces under the leadership of Naser Orić managed to control largely Musliminhabited Srebrenica enclave. The Bosnian Serb authorities remained intent on capturing the enclave, which, because of its proximity to the Serbian border and because it was entirely surrounded by Serb-controlled territory, was both strategically important and the biggest barrier on the way to Belgrade. Although the enclave was on the verge of starvation and ammunition began to cease, the city was defended by Naser Orić’s troops. For a long time, UN and NATO resisted to take necessary steps to protect the Bosniacs in the town. Eventually, the plight of the city prompted the UN Security Counsil to declare Srebrenica as “safe area.” However, this decision did not stop the fall of Srebrenica on 11th July 1995 and the coming genocide. While the principal perpetrators accused of this genocide, including Radovan Karadžić and General Ratko Mladić, roamed around Bosnia for years after they had committed their atrocities, Naser Orić, who used to command the Bosnian Muslim military forces in Srebrenica, has been transferred to The Hague where he appeared before the ICTY to answer charges of war crimes. He is still under trial for different accusitions. So, the true story of Srebrenica Genocide and the policy of European countries will be reviewed in this article by use of Naser Orić’s story.
This paper is drafted to examine the Armenian police officers in the Turkish Police Organization ... more This paper is drafted to examine the Armenian police officers in the Turkish Police Organization from the last period of the Ottoman Empire till the Turkish Republic. The employment of the nonmuslim minorities in the Ottoman bureaucracy increased in the 19th century. All minority groups, mainly the Greek Ottomans, the Armenians and the Jews, dominated many areas in the bureaucracy including police organization. In this context, the paper clarifies that, among those numerous nonmuslim law enforcement officers employed during the Abdulhamid reign, the Armenians have been granted more positions with respect to others. For instance, many Armenian police officers had been working in the Eastern Ottoman territories where Armenian uprisings took place. Government policies in the employment of Armenians in Turkish Police Organization, the attitudes and behavior of those police officers during the war times, particularly their position during Armenian deportations, and finally, how the policy of unemployment of nonmuslims as police officers commenced by Committee of Union and Progress and pursued by Republican Governments affected the Armenians, will also be touched upon.

Bu olumsuz tablodan en çok etkilenen kurumların başında Türk Polis Teşkilatı gelmektedir. Ülkenin iç güvenliğini sağlama gibi önemli bir misyonu olan polis teşkilatı, bu görevini gereği gibi yapamaz duruma gelmişti. Bu olumsuz durumun en önemli sebebi Polis Teşkilatı üzerindeki siyasi müdahaleler ve bunun sonucu ortaya çıkan parçalanma ve kutuplaşma idi. Bunun yanı sıra teşkilatın araç, malzeme, personel, bina, eğitim ve teknoloji yönünden içinde bulunduğu durum son derece olumsuz bir manzara arzetmekteydi. Ülkenin içinde bulunduğu boğucu atmosferde polisler kendilerinden beklenen iç güvenliği sağlama görevinden çok kendi can derdine düşmüştü. Bu makale, Türk Polis Teşkilatı'nın 12 Eylül öncesi içinde bulunduğu durumu ve bunun sebeplerini ortaya koymayı amaçlamaktadır. Bu nedenle darbenin hemen ardından askerî yöne-tim polis teşkilatını öncelikle ele alarak, bir takım yenileştirme ve yapılandırma faaliyetlerine girişti. Ancak Yassıada'da gerçekleştirilen askerî yargılamalar esnasında Emniyet mensupları da yargılandı ve birçoğu çeşitli hapis cezalarına çarptırıldılar. Bu süreçte Emniyet Teşkilatı darbe-den en çok etkilenen kurumlardan birisi oldu ve uzun yıllar darbenin etkisini üzerinden atama-dı. Meşrutiyet ve Cumhuriyet dönemi polis teşkilatları ve iç güvenlik olgusu karşılaştırılarak aralarında bir devamlılık veya kopuş olup olmadığı, imparatorluk polisinden cumhuriyet polisine tevarüs eden uygulamaların hangi oranda ve ne zamana kadar devam ettiği sorularının cevabı bulunmaya çalışılmıştır. Bunu yaparken de her iki dönemdeki kurumsal gelişmelere yoğunlaşan kronolojik bir ilerleme çizgisinden çok, modern polis teşkilatının ortaya çıkması ekseninde mukayese ve analizler yapılarak konu irdelenmiştir. Bu çerçevede İttihat Terakki iktidarı, Birinci Dünya Savaşı ve Milli Mücadele dönemleri ile Cumhuriyet dönemleri birbirlerini etkileme çerçevesinde ayrı ayrı değerlendirilmiştir. Ayrıca zaman zaman Abdülhamit dönemi polislik anlayışına da vurgu yapılarak karşılaştırmalar yapılmıştır. ABSTRACT In this article, police organizations and homeland security concepts in 2nd Constitutional Period in Ottoman Empire and Turkish Republic periods are compared, and thus the questions of continuity, change or rupture in police practices; of to what extent those practices -if exist- inherited from Ottoman Empire continued in Turkish Republic are examined. In doing so, comparisons and analyses were done within the context of emerging of a modern police organization rather than giving an organizational chronology of police in both periods. Committee of Progress and Union period, World War I, Turkish War of National Independence and Turkish Republic were examined separately from the interaction and influence points of view. Homeland security concept during the II. Abdülhamit period were also briefly mentioned where necessary.
Osmanlı döneminde özellikle 1877-78 Osmanlı-Rus Harbinin ve 1912-1913 Balkan Savaşları’nın ardınd... more Osmanlı döneminde özellikle 1877-78 Osmanlı-Rus Harbinin ve 1912-1913 Balkan Savaşları’nın ardından Balkanlar’dan Anadolu’ya doğru Türklerden ve Türk olmayan Müslüman topluluklardan oluşan güçlü bir göç akımı başladı. Osmanlı Devleti’nin parçalanmasından sonra yine binlerce perişan mülteci yollara döküldü. İkinci Dünya Savaşı’ndan sonra Türk karşıtı düşünceler komünist yönetimler tarafından desteklenmeye başlanınca benzer bir göç dalgası daha yaşandı. Nüfusun tek–tipleştirilmesi ve dinden soyutlanması, bazı Balkan ülkelerinin izlediği bu hasmane ve genellikle saldırgan politikanın temel düşüncesiydi. Bu konuda yapılan araştırmalarda, Anadolu’ya gelen göçmenler arasında yer alan ve Torbeşler olarak bilinen (Makedonca konuşan Müslümanlar) göçmen topluluğundan fazla söz edilmediği görülmektedir. Bu nedenle, bu makale Makedonya’dan Türkiye’ye özellikle 1950 yılından sonra göç eden Torbeşlerin uyum ve kimlik sorunları incelenecektir. Bu çalışmada ayrıca Torbeşlerin kendi milliyetlerini tanımlama ve Türkiye’ye göç nedenleri üzerinde durulacaktır. Bu sebeple, makalede öncelikle Makedonya Cumhuriyeti’nde halen mevcut olan Torbeşlerin kimlik tartışmalarına kısaca değinilecektir. Bu çerçevede Türkiye’de Türkçe konuşamayan bir göçmen topluluk olmanın sıkıntıları ve Türkiye’nin Türk ve Müslüman kimliği bağlamında yeni bir milli kimlik oluşturma sürecinde Torbeşlerin uyruk değiştirme zorlukları incelenmektedir.

Dünya Savaşı'na girmemesine karşın, savaş yılları hem iç hem dış politikada sancılı günlerin yaşandığı, ülkenin iç güvenliğinin ve güvenlik görevlilerinin son derece etkilendiği bir dönem olmuştur. Yöneticilerin iç güvenliği sarsacak durumlara gücünü sarf etmeme, mevcut enerjisini dış savunmaya yönlendirme düşüncesi, iç güvenliği sarsabilecek en ufak hareketlenmeye bile sert tepki vermesine yol açmıştır. Bu genel çerçeve içerisinde Türkiye'de yaşayan Yahudi azınlığın faaliyetleri ve Nazi propagandasının bunlar üzerindeki etkileri, güvenlik güçlerinin sürekli takip ettiği konular olmuştur. Bu makalede, II. Dünya Savaşı esnasında Türkiye'de yaşayan Yahudi azınlığın faaliyetleri ve dâhil olduğu olaylar, Emniyet Genel Müdürlüğü arşivlerinden alınan bilgiler çerçevesinde incelenmeye ve olaylar 'polis ve güvenlik' boyutuyla ele alınmaya çalışılmıştır.

Abstract: Although Turkey did not participate in the World War II, the country faced many ' challenges to its domestic and foreign policies which included homeland security and law enforcement officers. Therefore, authorities dealt with minor domestic incidents in order not to use resources that could be required for a possible war and defense and strictly applied the rules and regulations as to security. Within the framework of this general composition, the activities of the Jewish community in Turkey, the incidents they involved in and the influence of Nazi propaganda on them were , pursued by law enforcement officers very closely. So, this article concentrates on the activities and the incidents relating the Jewish minority people in Turkey during the World W r II and also briefly on pre-war period. In doing so, many documents from the Turkish National Police archives were employed and the events were explored from "police and security" point of views.

1923 yılında Türkiye Cumhuriyeti’... more Atatürk Dönemi İç Güvenlik Politikaları ve Türk Polis Teşkilatı 1923 yılında Türkiye Cumhuriyeti’nin kurulmasıyla birlikte hükümetlerin takip edecekleri politikaların belirlenmesi ve yenileşme ihtiyacı, hemen her kurumda olduğu gibi Türk Emniyet Teşkilatı’nda da kendini hissettirmiştir. Ancak uzun ve yıkıcı bir savaş döneminin ardından yeni bir devletin kurulması ve hedeflenen çağdaşlaşma seviyesine ulaşma sürecinde, Cumhuriyet Hükümetleri Osmanlıdan miras kalan politikaları belli bir süre devam ettirdiler. Milli Mücadeleyi başarıyla sonlandırabilmek için ülkenin iç güvenliğini sağlamanın kaçınılmaz bir olgu olduğunu düşünen Mustafa Kemal, Cumhuriyet döneminde de özellikle inkılâpların kökleşmesi ve Cumhuriyetin varlığını sürdürebilmesi için iç güvenliğin öncelikli bir politika olarak ele alınması gerektiğini düşünmüş ve bu yönde politikalar belirlemiştir. Ancak dönemsel şartların zorluğundan dolayı, bu politikaları uygulamaya geçirmekle görevli polisi nitelik ve nicelik olarak arzulanan seviyeye getirme, polisi ilgilendiren mevzuattaki eksiklikleri giderme, polis teşkilatını yeniden yapılandırma, polis eğitimindeki kaliteyi artırma gibi belli başlı konularda odaklanan bu yenileştirme çalışmaları, 30’lu yıllarda gerçekleştirilmeye başlanabilmiştir. Bu çalışmada, 1923 yılında Türkiye Cumhuriyeti’nin kurulmasıyla iktidara gelen hükümetlerin takip ettikleri iç güvenlik politikaları ile Atatürk’ün emir ve direktifleri doğrultusunda şekillenen bu politikaların Türk Emniyet Teşkilatı’ndaki yansımaları incelenmektedir. Homeland Security Policies During Atatürk Era and Turkish Police Organization ABSTRACT: The government policies and modernization efforts, following the foundation of Turkish Republic in 1923, emerged in Turkish Police Organization as in other institutions. Yet, Turkish governments pursued numerous policies the same as Ottoman governments during the modernization period going hand in hand with newly emerged Turkish state after a long and destructive period. Mustafa Kemal considered that homeland security should be provided in order to win the Turkish National War and he also pursued the same policy in early republican period to achieve the reforms and to make the Turkish Republic survive. However he had to postpone reforms regarding police organization including the enhancement of the police from the quantity and quality aspects, to reorganization of the police, increasing the quality of the police training and amending the police legislation until 1930’s, due to hard conditions following the war years. In this article, the homeland security policies followed by governments established after the foundation of Turkish Republic in 1923 and the reflections of these policies in the Turkish Police Organization, which are shaped in accordance with the orders and directives of Atatürk, are examined. Dr. Ali DİKİCİ ÖZET: Cumhuriyet’in kurulmasıyla birlikte hükümetlerin en çok üzerinde durduğu konulardan birisi iç güvenliğin sağlanması olmuştur. Çok çeşitli iç güvenlik olayının yaşandığı bu dönemde, yönetimin hassasiyetle takip ettiği konulardan birisi de istihbarat, casusluk ve yasa dışı propaganda faaliyetleri idi. Yetkililer bu konularda insan eliyle gerçekleştirilen faaliyetlere duyarlılık gösterdikleri gibi, başka araçlarla da yapılabilecek bu tür faaliyetlere karşı da mücadeleyi elden bırakmamışlardır. Bu amaçla kullanıldığından şüphelenilen muhtemel araçlardan birisi de ülkemiz üzerinden göç eden kuşların ayaklarına bağlı olarak ele geçirilen propaganda veya casusluk içerikli olduğu düşünülen mesajlardı. Cumhuriyet’in ilk yıllarından itibaren başlayan, İkinci Dünya Savaşı yıllarında ve Soğuk Savaş döneminde de kesintisiz devam eden bu mücadelede, bazen ortaya trajikomik durumlar çıkmıştır. Halkın ve güvenlik güçlerinin büyük duyarlılık gösterdiği bu konuda yetkililer, her ne kadar bu kuşların bilimsel amaçlı uçurulduğunu söyleseler de ihtiyatı elden bırakmadıkları ve gerekli işlemleri yaptıkları görülmektedir. Bu makalenin amacı Cumhuriyet’in ilk yıllarından günümüze kadar uzanan süreçte istihbarat, casusluk ve propaganda amaçlı ülkemize gönderildikleri düşünülen kuşları, polis arşiv belgeleri ışığında dönemin şartları ve gelişen diğer olaylar çerçeve sinde incelemektir. The Endless Struggle of Turkish Security Units with Spy and Propagandist Birds ABSTRACT: With the establishment of the Turkish Republic, one of the issues that governments have been most emphasizing is ensuring homeland security. One of the issues that the administration followed with care was the activities of intelligence, espionage and illegal propaganda. The authorities have shown sensitivity not only to human-conducted activities in these areas, but they have also fought against such activities, which can also be done with other means. One of these possible means was the messages that were believed to contain propaganda or espionage seized on the feet of birds migrating through Turkey. In this struggle, which started from the first years of the Republic, continued throughout the Second World War and the cold war period uninterruptedly, sometimes tragicomic situations emerged. In this regard, where the public and the security forces have shown great sensitivity, it is seen that the authorities do not leave the precautionary measures and do the necessary procedures, even though these birds are said to be flying for scientific purposes. This article examines the migratory birds thought to have been sent to Turkey for the purpose of espionage and propaganda from the first years of the Republic to the present day, in the light of the circumstances of the period and other events by using the police archive documents. Özet: İkinci Dünya Savaşı Türkiye’de sıkıntılı günlerin yaşandığı bir süreçtir. Türkiye’nin savaş... more Özet: İkinci Dünya Savaşı Türkiye’de sıkıntılı günlerin yaşandığı bir süreçtir. Türkiye’nin savaşa girmemesine karşın, bu süreç, hemen her konuda olduğu gibi ülkenin iç güvenliğini de doğrudan etkilemiştir. Ülke içinde meydana gelen iç güvenlik olaylarının yanı sıra uluslararası bağlantılı bazı olaylar ülke gündemini değiştirmiştir. Bu olayların içerisinde önemli bir yere sahip olan Von Papen suikastı uzun süre ülke gündemini meşgul etmiş ve Türkiye’nin dış politikasında bir önemli tartışma konusu olmuştur. Ancak Türk polisi savaşın doğurduğu olumsuz şartlara ve mevcut imkânlarının kısıtlı olmasına rağmen, olayın faillerini kısa sürede ortaya çıkararak, Türkiye için sıkıntıya yol açabilecek uluslararası boyutlu bir olayı aydınlatmıştır. Polisin bu başarısında Türkiye’de görevli Marc Payot isimli İsviçreli bir kriminalistik uzmanının büyük katkıları olmuştur. Bu makalede, suikastın aydınlatılmasında Türk polisinin çalışmaları, Marc Payot’un desteği ve kısaca davanın seyri ele alınmıştır.

The Achievement of Turkish Police in Solving the Von Papen Assassination and the Contribution of Marc Payot
Abstract: Turkey experienced a troublesome period during World War II. Although Turkey did not participate in the War, the country faced many challenges to its homeland security. As well as some internal incidents, many other international-related incidents also influenced the agenda of Turkey. Von Papen assassination, which has a significant place among the other incidents, started discussions in the country and it stayed as a disputed argument for a long time. However, although Turkish Police had limited means and the war threat was very real in Turkey, police solved the case shortly and the perpetrators were arrested soon. Thus the incident was clarified before it became an international problem. A crime scene expert named Marc Payot from Sweden played a great role in solving this case and helped the Turkish Police. So, this article concentrates on the endeavors of Turkish police to solve the case, Marc Payot’s support to Turkish Police, and briefly on the phases of the trials in the court.

1923 yılında Türkiye Cumhuriyeti’nin kurulmasıyla birlikte hükümetlerin takip edecekleri politikaların belirlenmesi, modernleşme ve yenileşme çabaları, bilgiye duyulan ihtiyaç ve bilimsel gelişmelerin takip edilerek uygulamaya geçirilmesi, hemen her kurumda olduğu gibi Türk Emniyet Teşkilatı’nda da kendini hissettirmiştir. Nitelik ve nicelik olarak Türk Polis Teşkilatı’nı istenilen seviyeye getirerek, bu hususla ilgili mevzuattaki eksiklikleri giderme başlıca amaç olmuştur. Polis teşkilatını yeniden yapılandırma, polis eğitimindeki kaliteyi artırma gibi belli başlı konularda odaklanan bu yenileştirme çalışmalarının bir sonucu olarak, Türk polisinin, Avrupalı ülkelerindeki meslektaşlarının tecrübe ve eğitimlerinden faydalandırılması planlanmıştır. Bunun için polislerin yurt dışı eğitimi almaları, yabancı uzman istihdamı, tercüme ve teknolojik transfer gibi uygulamalar takip edilmiştir. Osmanlıdan Cumhuriyet Hükümetlerine tevarüs eden bu politika, Cumhuriyet’in ilk yıllarında yoğun bir şekilde devam ettirilmiştir. Bu bildiride bahsi geçen dönem içerisinde Alman ve Avusturya polis teşkilatları ile gerçekleştirilen işbirliği çerçevesinde Türkiye’de istihdam edilen Alman ve Avusturyalı polis uzmanlar ile eğitim amacıyla bu ülkelere gönderilen Türk polislerinin çalışma ve eğitimleri araştırılmaya ve tespite çalışılacaktır. Türk Emniyet Teşkilatı’nın arşiv belgeleri ve yayınladığı eserler bu çalışmanın ana kaynağı olacaktır.

Abstract
Following the establishment of the Republic of Turkey in 1923, the determination of the policies that the governments would pursue, modernization and renovation efforts, need for knowledge, following the scientific developments and putting them into practice, were felt in the Turkish Police as well as in almost every institution. The primary aim was to eliminate the deficiencies in the relevant legislation to bring the Turkish Police Organization to the desired level in quality and quantity. The consequence of these renovation aims including restructuring the police force and increasing the quality of police training has been an effort of Turkish police officers to benefit from the experience and training of their colleagues in European countries. For this, efforts have been made to implement some practices such as training of Turkish police officers in Europe, employment of foreign experts in Turkey, translation, and technological transfer to Turkey. This policy, which was inherited from the Ottoman Empire to the governments of the Republic, was continued intensively during the first period of the Turkish Republic. In this essay, the German and Austrian police experts employed in Turkey and the Turkish police officers sent to these countries for training during this period will be examined within the context of cooperation with the German and Austrian police organizations. The police archive documents and the publications of the Turkish Police Organization will be the primary source of this work.

During the war in Bosnia, although the Serbs seized many places, they were not able to take Srebr... more During the war in Bosnia, although the Serbs seized many places, they were not able to take Srebrenica itself. From May 1992 onwards, Bosnian government forces under the leadership of Naser Orić managed to control largely Musliminhabited Srebrenica enclave. The Bosnian Serb authorities remained intent on capturing the enclave, which, because of its proximity to the Serbian border and because it was entirely surrounded by Serb-controlled territory, was both strategically important and the biggest barrier on the way to Belgrade. Although the enclave was on the verge of starvation and ammunition began to cease, the city was defended by Naser Orić’s troops. For a long time, UN and NATO resisted to take necessary steps to protect the Bosniacs in the town. Eventually, the plight of the city prompted the UN Security Counsil to declare Srebrenica as “safe area.” However, this decision did not stop the fall of Srebrenica on 11th July 1995 and the coming genocide. While the principal perpetrators accused of this genocide, including Radovan Karadžić and General Ratko Mladić, roamed around Bosnia for years after they had committed their atrocities, Naser Orić, who used to command the Bosnian Muslim military forces in Srebrenica, has been transferred to The Hague where he appeared before the ICTY to answer charges of war crimes. He is still under trial for different accusitions. So, the true story of Srebrenica Genocide and the policy of European countries will be reviewed in this article by use of Naser Orić’s story.
This paper is drafted to examine the Armenian police officers in the Turkish Police Organization ... more This paper is drafted to examine the Armenian police officers in the Turkish Police Organization from the last period of the Ottoman Empire till the Turkish Republic. The employment of the nonmuslim minorities in the Ottoman bureaucracy increased in the 19th century. All minority groups, mainly the Greek Ottomans, the Armenians and the Jews, dominated many areas in the bureaucracy including police organization. In this context, the paper clarifies that, among those numerous nonmuslim law enforcement officers employed during the Abdulhamid reign, the Armenians have been granted more positions with respect to others. For instance, many Armenian police officers had been working in the Eastern Ottoman territories where Armenian uprisings took place. Government policies in the employment of Armenians in Turkish Police Organization, the attitudes and behavior of those police officers during the war times, particularly their position during Armenian deportations, and finally, how the policy of unemployment of nonmuslims as police officers commenced by Committee of Union and Progress and pursued by Republican Governments affected the Armenians, will also be touched upon.

Bu olumsuz tablodan en çok etkilenen kurumların başında Türk Polis Teşkilatı gelmektedir. Ülkenin iç güvenliğini sağlama gibi önemli bir misyonu olan polis teşkilatı, bu görevini gereği gibi yapamaz duruma gelmişti. Bu olumsuz durumun en önemli sebebi Polis Teşkilatı üzerindeki siyasi müdahaleler ve bunun sonucu ortaya çıkan parçalanma ve kutuplaşma idi. Bunun yanı sıra teşkilatın araç, malzeme, personel, bina, eğitim ve teknoloji yönünden içinde bulunduğu durum son derece olumsuz bir manzara arzetmekteydi. Ülkenin içinde bulunduğu boğucu atmosferde polisler kendilerinden beklenen iç güvenliği sağlama görevinden çok kendi can derdine düşmüştü. Bu nedenle darbenin hemen ardından askerî yöne-tim polis teşkilatını öncelikle ele alarak, bir takım yenileştirme ve yapılandırma faaliyetlerine girişti. Ancak Yassıada'da gerçekleştirilen askerî yargılamalar esnasında Emniyet mensupları da yargılandı ve birçoğu çeşitli hapis cezalarına çarptırıldılar. Meşrutiyet ve Cumhuriyet dönemi polis teşkilatları ve iç güvenlik olgusu karşılaştırılarak aralarında bir devamlılık veya kopuş olup olmadığı, imparatorluk polisinden cumhuriyet polisine tevarüs eden uygulamaların hangi oranda ve ne zamana kadar devam ettiği sorularının cevabı bulunmaya çalışılmıştır. Bunu yaparken de her iki dönemdeki kurumsal gelişmelere yoğunlaşan kronolojik bir ilerleme çizgisinden çok, modern polis teşkilatının ortaya çıkması ekseninde mukayese ve analizler yapılarak konu irdelenmiştir. Bu çerçevede İttihat Terakki iktidarı, Birinci Dünya Savaşı ve Milli Mücadele dönemleri ile Cumhuriyet dönemleri birbirlerini etkileme çerçevesinde ayrı ayrı değerlendirilmiştir. Ayrıca zaman zaman Abdülhamit dönemi polislik anlayışına da vurgu yapılarak karşılaştırmalar yapılmıştır. ABSTRACT In this article, police organizations and homeland security concepts in 2nd Constitutional Period in Ottoman Empire and Turkish Republic periods are compared, and thus the questions of continuity, change or rupture in police practices; of to what extent those practices -if exist- inherited from Ottoman Empire continued in Turkish Republic are examined. In doing so, comparisons and analyses were done within the context of emerging of a modern police organization rather than giving an organizational chronology of police in both periods. Committee of Progress and Union period, World War I, Turkish War of National Independence and Turkish Republic were examined separately from the interaction and influence points of view. Homeland security concept during the II. Abdülhamit period were also briefly mentioned where necessary.
Osmanlı döneminde özellikle 1877-78 Osmanlı-Rus Harbinin ve 1912-1913 Balkan Savaşları’nın ardınd... more Osmanlı döneminde özellikle 1877-78 Osmanlı-Rus Harbinin ve 1912-1913 Balkan Savaşları’nın ardından Balkanlar’dan Anadolu’ya doğru Türklerden ve Türk olmayan Müslüman topluluklardan oluşan güçlü bir göç akımı başladı. Osmanlı Devleti’nin parçalanmasından sonra yine binlerce perişan mülteci yollara döküldü. İkinci Dünya Savaşı’ndan sonra Türk karşıtı düşünceler komünist yönetimler tarafından desteklenmeye başlanınca benzer bir göç dalgası daha yaşandı. Nüfusun tek–tipleştirilmesi ve dinden soyutlanması, bazı Balkan ülkelerinin izlediği bu hasmane ve genellikle saldırgan politikanın temel düşüncesiydi. Bu konuda yapılan araştırmalarda, Anadolu’ya gelen göçmenler arasında yer alan ve Torbeşler olarak bilinen (Makedonca konuşan Müslümanlar) göçmen topluluğundan fazla söz edilmediği görülmektedir. Bu nedenle, bu makale Makedonya’dan Türkiye’ye özellikle 1950 yılından sonra göç eden Torbeşlerin uyum ve kimlik sorunları incelenecektir. Bu çalışmada ayrıca Torbeşlerin kendi milliyetlerini tanımlama ve Türkiye’ye göç nedenleri üzerinde durulacaktır. Bu sebeple, makalede öncelikle Makedonya Cumhuriyeti’nde halen mevcut olan Torbeşlerin kimlik tartışmalarına kısaca değinilecektir. Bu çerçevede Türkiye’de Türkçe konuşamayan bir göçmen topluluk olmanın sıkıntıları ve Türkiye’nin Türk ve Müslüman kimliği bağlamında yeni bir milli kimlik oluşturma sürecinde Torbeşlerin uyruk değiştirme zorlukları incelenmektedir.

Abstract: Although Turkey did not participate in the World War II, the country faced many ' challenges to its domestic and foreign policies which included homeland security and law enforcement officers. Therefore, authorities dealt with minor domestic incidents in order not to use resources that could be required for a possible war and defense and strictly applied the rules and regulations as to security. Within the framework of this general composition, the activities of the Jewish community in Turkey, the incidents they involved in and the influence of Nazi propaganda on them were , pursued by law enforcement officers very closely. So, this article concentrates on the activities and the incidents relating the Jewish minority people in Turkey during the World W r II and also briefly on pre-war period. In doing so, many documents from the Turkish National Police archives were employed and the events were explored from "police and security" point of views.

1923 yılında Türkiye Cumhuriyeti’nin kurulmasıyla birlikte hükümetlerin takip edecekleri politikaların belirlenmesi ve yenileşme ihtiyacı, hemen her kurumda olduğu gibi Türk Emniyet Teşkilatı’nda da kendini hissettirmiştir. Ancak uzun ve yıkıcı bir savaş döneminin ardından yeni bir devletin kurulması ve hedeflenen çağdaşlaşma seviyesine ulaşma sürecinde, Cumhuriyet Hükümetleri Osmanlıdan miras kalan politikaları belli bir süre devam ettirdiler. Milli Mücadeleyi başarıyla sonlandırabilmek için ülkenin iç güvenliğini sağlamanın kaçınılmaz bir olgu olduğunu düşünen Mustafa Kemal, Cumhuriyet döneminde de özellikle inkılâpların kökleşmesi ve Cumhuriyetin varlığını sürdürebilmesi için iç güvenliğin öncelikli bir politika olarak ele alınması gerektiğini düşünmüş ve bu yönde politikalar belirlemiştir. Ancak dönemsel şartların zorluğundan dolayı, bu politikaları uygulamaya geçirmekle görevli polisi nitelik ve nicelik olarak arzulanan seviyeye getirme, polisi ilgilendiren mevzuattaki eksiklikleri giderme, polis teşkilatını yeniden yapılandırma, polis eğitimindeki kaliteyi artırma gibi belli başlı konularda odaklanan bu yenileştirme çalışmaları, 30’lu yıllarda gerçekleştirilmeye başlanabilmiştir. Bu çalışmada, 1923 yılında Türkiye Cumhuriyeti’nin kurulmasıyla iktidara gelen hükümetlerin takip ettikleri iç güvenlik politikaları ile Atatürk’ün emir ve direktifleri doğrultusunda şekillenen bu politikaların Türk Emniyet Teşkilatı’ndaki yansımaları incelenmektedir.

Homeland Security Policies During Atatürk Era and Turkish Police Organization
ABSTRACT: The government policies and modernization efforts, following the foundation of Turkish Republic in 1923, emerged in Turkish Police Organization as in other institutions. Yet, Turkish governments pursued numerous policies the same as Ottoman governments during the modernization period going hand in hand with newly emerged Turkish state after a long and destructive period. Mustafa Kemal considered that homeland security should be provided in order to win the Turkish National War and he also pursued the same policy in early republican period to achieve the reforms and to make the Turkish Republic survive. However he had to postpone reforms regarding police organization including the enhancement of the police from the quantity and quality aspects, to reorganization of the police, increasing the quality of the police training and amending the police legislation until 1930’s, due to hard conditions following the war years. In this article, the homeland security policies followed by governments established after the foundation of Turkish Republic in 1923 and the reflections of these policies in the Turkish Police Organization, which are shaped in accordance with the orders and directives of Atatürk, are examined.

Bu amaçla kullanıldığından şüphelenilen muhtemel araçlardan birisi de ülkemiz üzerinden göç eden kuşların ayaklarına bağlı olarak ele geçirilen propaganda veya casusluk içerikli olduğu düşünülen mesajlardı. Cumhuriyet’in ilk yıllarından itibaren başlayan, İkinci Dünya Savaşı yıllarında ve Soğuk Savaş döneminde de kesintisiz devam eden bu mücadelede, bazen ortaya trajikomik durumlar çıkmıştır. Halkın ve güvenlik güçlerinin büyük duyarlılık gösterdiği bu konuda yetkililer, her ne kadar bu kuşların bilimsel amaçlı uçurulduğunu söyleseler de ihtiyatı elden bırakmadıkları ve gerekli işlemleri yaptıkları görülmektedir. The Endless Struggle of Turkish Security Units with Spy and Propagandist Birds
ABSTRACT: With the establishment of the Turkish Republic, one of the issues that governments have been most emphasizing is ensuring homeland security. One of the issues that the administration followed with care was the activities of intelligence, espionage and illegal propaganda. The authorities have shown sensitivity not only to human-conducted activities in these areas, but they have also fought against such activities, which can also be done with other means. One of these possible means was the messages that were believed to contain propaganda or espionage seized on the feet of birds migrating through Turkey. In this struggle, which started from the first years of the Republic, continued throughout the Second World War and the cold war period uninterruptedly, sometimes tragicomic situations emerged. In this regard, where the public and the security forces have shown great sensitivity, it is seen that the authorities do not leave the precautionary measures and do the necessary procedures, even though these birds are said to be flying for scientific purposes. This article examines the migratory birds thought to have been sent to Turkey for the purpose of espionage and propaganda from the first years of the Republic to the present day, in the light of the circumstances of the period and other events by using the police archive documents.

The Achievement of Turkish Police in Solving the Von Papen Assassination and the Contribution of Marc Payot
Abstract: Turkey experienced a troublesome period during World War II. Although Turkey did not participate in the War, the country faced many challenges to its homeland security. As well as some internal incidents, many other international-related incidents also influenced the agenda of Turkey. Von Papen assassination, which has a significant place among the other incidents, started discussions in the country and it stayed as a disputed argument for a long time. However, although Turkish Police had limited means and the war threat was very real in Turkey, police solved the case shortly and the perpetrators were arrested soon. Thus the incident was clarified before it became an international problem. A crime scene expert named Marc Payot from Sweden played a great role in solving this case and helped the Turkish Police. So, this article concentrates on the endeavors of Turkish police to solve the case, Marc Payot’s support to Turkish Police, and briefly on the phases of the trials in the court.

Bunun için polislerin yurt dışı eğitimi almaları, yabancı uzman istihdamı, tercüme ve teknolojik transfer gibi uygulamalar takip edilmiştir. Osmanlıdan Cumhuriyet Hükümetlerine tevarüs eden bu politika, Cumhuriyet’in ilk yıllarında yoğun bir şekilde devam ettirilmiştir. Bu bildiride bahsi geçen dönem içerisinde Alman ve Avusturya polis teşkilatları ile gerçekleştirilen işbirliği çerçevesinde Türkiye’de istihdam edilen Alman ve Avusturyalı polis uzmanlar ile eğitim amacıyla bu ülkelere gönderilen Türk polislerinin çalışma ve eğitimleri araştırılmaya ve tespite çalışılacaktır. Türk Emniyet Teşkilatı’nın arşiv belgeleri ve yayınladığı eserler bu çalışmanın ana kaynağı olacaktır.

Abstract
Following the establishment of the Republic of Turkey in 1923, the determination of the policies that the governments would pursue, modernization and renovation efforts, need for knowledge, following the scientific developments and putting them into practice, were felt in the Turkish Police as well as in almost every institution. The primary aim was to eliminate the deficiencies in the relevant legislation to bring the Turkish Police Organization to the desired level in quality and quantity. The consequence of these renovation aims including restructuring the police force and increasing the quality of police training has been an effort of Turkish police officers to benefit from the experience and training of their colleagues in European countries. For this, efforts have been made to implement some practices such as training of Turkish police officers in Europe, employment of foreign experts in Turkey, translation, and technological transfer to Turkey. This policy, which was inherited from the Ottoman Empire to the governments of the Republic, was continued intensively during the first period of the Turkish Republic. In this essay, the German and Austrian police experts employed in Turkey and the Turkish police officers sent to these countries for training during this period will be examined within the context of cooperation with the German and Austrian police organizations. The police archive documents and the publications of the Turkish Police Organization will be the primary source of this work.

the plight of the city prompted the UN Security Counsil to declare Srebrenica as “safe area.” However, this decision did not stop the fall of Srebrenica on 11th July 1995 and the coming genocide. While the principal perpetrators accused of this genocide, including Radovan Karadžić and General Ratko Mladić, roamed around Bosnia for years after they had committed their atrocities, Naser Orić, who used to command the Bosnian Muslim military forces in Srebrenica, has been
transferred to The Hague where he appeared before the ICTY to answer charges of war crimes. He is still under trial for different accusitions. So, the true story of Srebrenica Genocide and the policy of European countries will be reviewed in this article by use of Naser Orić’s story.
In this context, the paper clarifies that, among those numerous nonmuslim law enforcement officers employed during the Abdulhamid reign, the Armenians have been granted more positions with respect to others. For instance, many Armenian police officers had been working in the Eastern Ottoman territories where Armenian uprisings took place. Government policies in the employment of Armenians in Turkish
Police Organization, the attitudes and behavior of those police officers during the war times, particularly their position during Armenian deportations, and finally, how the policy of unemployment of nonmuslims as police officers commenced by Committee
of Union and Progress and pursued by Republican Governments affected the Armenians, will also be touched upon.
ABSTRACT In this article, police organizations and homeland security concepts in 2nd Constitutional Period in Ottoman Empire and Turkish Republic periods are compared, and thus the questions of continuity, change or rupture in police
practices; of to what extent those practices -if exist- inherited from Ottoman Empire continued in Turkish Republic are examined. In doing so, comparisons and analyses were done within the context of emerging of a modern police organization rather than giving an organizational chronology of police in both periods. Committee of Progress and Union period, World War I, Turkish War of National Independence and Turkish Republic were examined separately from the interaction and influence points of view. Homeland security concept during the II. Abdülhamit period were also briefly mentioned where necessary.

of Union and Progress and pursued by Republican Governments affected the Armenians, will also be touched upon.
ABSTRACT In this article, police organizations and homeland security concepts in 2nd Constitutional Period in Ottoman Empire and Turkish Republic periods are compared, and thus the questions of continuity, change or rupture in police
practices; of to what extent those practices -if exist- inherited from Ottoman Empire continued in Turkish Republic are examined. In doing so, comparisons and analyses were done within the context of emerging of a modern police organization rather than giving an organizational chronology of police in both periods. Committee of Progress and Union period, World War I, Turkish War of National Independence and Turkish Republic were examined separately from the interaction and influence points of view. Homeland security concept during the II. Abdülhamit period were also briefly mentioned where necessary.
