The analysis “Working groups for the preparation and conduct of negotiations with the EU – import... more The analysis “Working groups for the preparation and conduct of negotiations with the EU – importance, role and position of members” aims to contribute to the assessment of quality of this process and further improve the efficiency and effectiveness of work of negotiating structure by focusing on working groups, which are an integral part of negotiating structure. Thus the analysis is being done prior to fourth anniversary since Montenegro opened the negotiations with the European Union. Importance, role and position of members of working groups remain insufficiently emphasised in Montenegrin public, even though working groups represent one of the pillars of negotiation process. This motivated the Centre for Civic Education (CCE) to draw the attention on their work, as well as to try to assess how much was invested into their operation and what can be done to further utilise their role, especially considering the broad spectrum of stakeholders which they encompass.
Analiza „Radne grupe za pripremu i vođenje pregovora sa EU - značaj, uloga i položaj članova“ ima... more Analiza „Radne grupe za pripremu i vođenje pregovora sa EU - značaj, uloga i položaj članova“ ima za cilj da, uoči četvrte godišnjice od otvaranja pregovora Crne Gore sa Evropskom unijom, pruži doprinos u ocjeni kvaliteta ovog procesa i unaprijeđenju efikasnosti i efektivnosti rada pregovaračke strukture kroz fokus na radne grupe, koje su sastavni dio pregovaračke strukture. Značaj, uloga i položaj članova radnih grupa ostaju nedovoljno akcentovani u crnogorskoj javnosti, iako radne grupe predstavljaju jedan od stubova pregovaračkog procesa. Upravo to je motivisalo Centar za građansko obrazovanje (CGO) da skrene pažnju na njihov rad, kao i da pokuša procijeniti koliko je uloženo u njihovo funkcionisanje i što dalje može biti urađeno kako bi se radne grupe bolje valorizovale, a posebno imajući u vidu širok spektar zainteresovanih strana koje one okupljaju.

the ongoing proje... more Eroding Freedoms: Media and Soft Censorship in Montenegro is one of a series in the ongoing project on soft censorship around the world led by the World Association of Newspapers and News Publishers (WAN-IFRA) and the Center for International Media Assistance (CIMA). This study was conducted in 2015 by Ana Vujosevic and Vladimir Vuckovic, who prepared this report under the supervision of Daliborka Uljarevic. The report relies on information collected through desk research and analyses of the existing literature and legal framework, as well as of materials produced by national regulatory bodies, reports of international and domestic nongovernmental organisations and media archives. The researchers also conducted semi-structured interviews with several prominent editors in the country, seeking to cover the full spectrum of opinions across Montenegro’s polarized media landscape.
