Upon arrival to tea gardens, they became the property of the tea gardens and got confined in the labour line with small huts. Given a cultural isolation and illiteracy, they were easily exploited, deprived, alienated by the tea garden owners; and they still remain as an isolated captive community in Bangladesh. In absence of reliable data to back up these deceitful evidences and to gauge the extent
of deprivation and disparity of this community, UNICEF Bangladesh undertook the decision to launch an assessment to determine the actual situation of the children and women in the tea gardens with regard to fulfillment of health, education and protection of rights with a view to advocating the same Human Development Research Centre (HDRC) extends its gratitude to UNICEF for entrusting them to carry out the research assignment titled “Assessment of the Situation of Children and Women in the Tea Gardens of Bangladesh”.

The studies made under the guidance of WHO reveal that an estimated 15 million babies are born worldwide too early every year . That is more than 1 in 10 babies. Approximately 1 million children die each year due to complications of preterm birth . Many survivors face a lifetime of disability, including learning disabilities and visual and hearing problems. Bangladesh occupies 7th position among 10 countries with the greatest number of preterm births with an estimated number of 424,100 preterm births per year. Under the stated context, 2016 Plan International Bangladesh along with World Vision and Save the Children has jointly launched a project titled “Born on Time” aiming at contributing to reduction of preterm (before 37 weeks) birth rates and neonatal mortality in targeted communities in RangpurDivision (the most vulnerable and low performing area in the country).
Union Health and Family Welfare Centers (UH&FWCs) - provide reproductive health services. Reproductive health services include: (i) antenatal care, (ii) sexual reproductive health (SRH) , (iii) Adolescent Sexual Reproductive Health (ASRH) services . FP counseling and FP supplies are available at all facilities. However, antenatal care, STI treatment and HIV counseling are reportedly available at substantially high proportion of facilities (i.e., ranging between 85 percent and 90 percent facilities). It is mentionable that 75 percent facilities post abortion care (PAC) services. Management of gender based violence (GBV) and HIV counseling along with referral services are available at 65 percent and 60 percent facilities.
The researchers’ observation of interaction between service providers and clients during ANC service delivery in UH&FWCs reveals that all health workers greet the client in a friendly and respectful manner. Similarly all providers ask clients about (i) age, (ii) date of last menstrual period (LMP), and (iii) gestational age at the time of consultation. It is important to mention that 70 percent health worker asked client about history of abortion and/or miscarriage.
