Many synchrophasor driven applications have been proposed by the academic literatures, however, their deployment in reality is still relatively limited. This could be traced back to the lack of platforms specialized to test and validate these application proposals. In this paper, an on-going research effort to develop a realtime co-simulation platform serving for this purpose is reported. The platform is composed of a virtual Phasor Measurement Unit (PMU), a real-time simulator for power system, a real-time simulator for communication network, and an implementation of an open-source Phasor Data Concentrator (PDC). Specifically, this paper focuses on the implementation and validation of the virtual PMU, as well as on the extension of its function to support communication over UDP.
