Developing Successful Strategies for Global Policies and Cyber Transparency in E-Learning
eLearning has been associated with a number of behaviors that are considered dysfunctional. Among... more eLearning has been associated with a number of behaviors that are considered dysfunctional. Among these behaviors that form part of the Dark Web are cyber-bullying, plagiarism, hacking and other forms of cheating. This chapter describes, illustrates and typologizes these behaviors with cases observed by the authors among their online students or culled from student disciplinary boards in the past ten years. The elaboration of tales from eLearning's dark side is followed by an exploration of policy implications. Employing the problematique method, the authors attempt to trace the root causes (psychological, sociological and technological) and offer policy options to address these roots.

This paper aimed to explain how rice farmers in Sto. Domingo, Nueva Ecija, Philippines managed to... more This paper aimed to explain how rice farmers in Sto. Domingo, Nueva Ecija, Philippines managed to properly appropriate flatbed dryers. It also sought to describe the modes of appropriation offlatbed dryers: adoption, adaptation, and peer/group learning. Data were gathered through a survey among 131 rice farmers and key informant interviews. Findings revealed that the rice farmers experimented and modified the features of flatbed dryers to better adapt the technology to their needs. The rice farmers have encountered problems in using the technology but have managed to employ adaptation strategies to address these problems which resulted to peer/group learning among them.
School construction for primary education was made possible through community-based interventions... more School construction for primary education was made possible through community-based interventions. Community interventions include community-based contracting, community grants, and teacher training. Due to this approach, 400 schools were constructed with the help of villagers in the hinterlands of Lao PDR. Communities were not only able to construct permanent school structures but also led to positive and improved education outcomes. Education outcomes were evident in increasing enrolments, increased promotion rates, decreased repetition rates, increased gender parity, and higher completion rates. CBI also led to significant positive changes in social capital, community development, gender participation, build capacities in school management, better teaching-learning process and cheaper contracting costs. Agtas are one of the Indigenous Peoples (IPs) residing in the mountainous parts of Luzon and some... more Agtas are one of the Indigenous Peoples (IPs) residing in the mountainous parts of Luzon and some can be found in the Bicol Region. They are still dependent on agriculture in order to generate income and sustain their basic needs. Agta farming families are said to be already engaging in the Palayamanan System Approach (PSA), but their knowledge and skills still need to be enhanced to fully maximize the benefits that they can gain from the said approach. The study aimed to analyze the family dynamics structure among farming family systems of Agta Indigenous Peoples in Bicol. It also evaluated how family dynamics affect farm decision-making among Agta farming households. The family dynamics of the Agta farming families was assessed through the FACES IV (Olson, 2011). This paper assessed the potential application of knowledge management in local governance in the ... more This paper assessed the potential application of knowledge management in local governance in the Philippines. It is a case study of the Municipality of Cabuyao, a local government unit (LGU) in the country which extensively utilized the benefits of knowledge management to improve its corporate existence, subject to limitations of the country's law regarding the corporate powers of LGUs. The study found that the said municipality enacted an ordinance that created the organization that will serve as the municipality's corporate arm. The municipal government of Cabuyao has many practices and activities to strengthen the corporate existence of the municipality that fall under the knowledge management field, some of which are pioneering for a government organization. These include active networking and alliance building with other organizations such as the private sector, academic and research institutions; tapping experts to come up with more stable policy; and investing on research and development (R&D) to maximize the corporate opportunities for the municipality. It is recommended however for the municipality's corporate arm to set up its own knowledge management system and to designate a separate unit which will be fully devoted to its knowledge management activities.

Information and Communication Technology for Development) offered under the Bachelor of Arts in Multimedia Studies (BAMS) Program of the UP Open University. It was a product of field experience, a collection of grey literature and fugitive materials produced in our consulting sorties in Asian countries. Before the BAMS program, there were no formal courses on the subject nor were there any texts. With the highlighting of best practice and lessons learned, the restructuring of the text, and the inclusion of learning objectives and self-assessment questions, the compilations were transformed into what we feel, is a comprehensive textbook on information and communication technology for development.
