The 2003 Common Agricultural Policy (CAP) reform constitutes a reinforcement of the main objectiv... more The 2003 Common Agricultural Policy (CAP) reform constitutes a reinforcement of the main objectives of the previous reforms of 1992 and of 2000, namely the promotion of the agricultural competitiveness, the multiple functions of the rural and agricultural areas and the sustainable resource exploitation. The direct production aids in the most Common Market Organizations are replaced by an only payment for each farm, subject to echo-conditionality and limits on the agricultural systems changes. This article evaluates the impacts of 2003 CAP reform on the Portugal irrigation competitiveness in the Alentejo region farms. The effects of the only payment in the agricultural returns, the main changes in the crop patterns and in the agricultural incomes were studied. They are also appraised direct social economic and environmental impacts of the adjustments produced with the 2003 CAP reform. The followed methodology is a discreet stochastic programming model. This model maximizes the expected income and minimizes the risk at the farm level. It was used to assess the crop patterns and the farm income in the short and in the long term, in the scenarios of the 2000 CAP and the of the 2003 CAP.

For this purpose an approach is developed that includes a linear programming model to estimate the Positive Mathematical Programming production cost function coefficients of current agricultural–forestry activities. It further includes a heuristic — simulated annealing — to generate solutions for each policy scenario. This model base approach is integrated within a decision support system (DSS) for testing purposes. The DSS further encompasses a relational database that stores agricultural–forestry technical and economic data and a geographic information system that stores topological data of regional farm-type land units. The DSS Graphical User Interface provides tabular and geographical reporting capabilities. Results are discussed for an application to the Alentejo region in Southern Portugal. Results demonstrate the usefulness and relevance of the proposed approach to assess the impact of changes in prices and in agricultural policy on land use patterns and on forestry.
The decoupling of CAP payments leads production decisions and resources allocation to be more dep... more The decoupling of CAP payments leads production decisions and resources allocation to be more dependent on market prices and competitive advantages. The objective of this paper is to assess the effects of CAP trends on the montado/dehesa traditional ecosystem of Mediterranean regions in terms of farm income, land, labour and capital. A positive mathematical supply model disaggregated by the montado agro-forestry production systems of the Alentejo region in southern Portugal is developed. The results show that decoupling payments of CAP have negative economic effects on agricultural activities and resource use. Agricultural income increases with single farm payments but the foreseen increases in prices do not compensate the loss of the Agenda 2000 area payments in terms of competitiveness. These results reinforce the need to promote alternative agricultural and non-agricultural activities and policies in Mediterranean rural European areas and regions.
