El texto pretende echar la mirada atrás para conocer de la mano de algunos de los protagonistas de la transparencia durante este tiempo, su visión personal sobre el antes, durante y después de una ley que pretendía acercar la sociedad a las decisiones y a la gestión del poder público. Una mirada pasada que permita vislumbrar el futuro.

Todo el mundo habla de la transparencia, pero pocos conocen la opinión de los ciuda-danos. Teniendo como base el Barómetro de la Transparencia de Acreditra, la propuesta consiste en un análisis comparativo de los resultados obtenidos en las dos oleadas de este estudio de opinión realizadas hasta la fecha sobre la percepción que los ciudadanos tienen respecto a la transparencia y otros agentes sociales y políticos que inciden en la misma.

La publicación en España de la Ley 19/2013, de 9 de diciembre, de transparencia, acceso a la información pública y buen gobierno es la culminación de un proceso en el que confluye una multiplicidad de factores y en el que la ciudadanía ha tenido un papel protagonista. En paralelo a este proceso, han aparecido diferentes entidades que miden y evalúan la transparencia de los sujetos obligados por la ley. Muchas de estas entidades emplean procedimientos que obvian elementos cualitativos, organizativos y de introducción de cultura de la transparencia, que son los que mejor reflejan la existencia de transparencia en una institución. Aparece así la necesidad de diseñar un sistema que tenga en consideración estos aspectos y sea capaz de certificar la transparencia. Es lo que propone ACREDITRA con su Sistema Español de Certificación de la Transparencia.

Nadie puede negar la importancia que la transparencia tiene en la actual vida política en España.... more Nadie puede negar la importancia que la transparencia tiene en la actual vida política en España. Apuesta de partidos, demanda ciudadana y reto para la Administración Pública. La transparencia ha llegado a nuestra sociedad para quedarse. Son muchos los avances que se han producido en este ámbito y los esfuerzos realizados por las distintas Administraciones Públicas, tanto a nivel legislativo como político. En este sentido, entendida como política pública, son muchas, y diversas, las evaluaciones que se están realizando sobre su implementación desde las Instituciones Públicas. Igualmente, y por otro lado, existe la percepción ciudadana respecto a esos avances en transparencia, respecto a su utilidad como elemento disuasorio de la corrupción. La propuesta que aquí se presenta tiene por objetivo hacer un repaso general de las acciones realizadas en la materia, realizar un análisis comparativo de la evolución de los principales índices de evaluación de la transparencia y la percepción que los ciudadanos tienen de la corrupción en España en los últimos años, observando así si estos avances son percibidos de forma positiva por la ciudadanía o, si por el contrario, esa circunstancia no sucediera.

El texto finalmente aprobado, con sus límites, controversias y aciertos, supone un avance importante en materia de transparencia en España y es el punto de partida para la implantación de una cultura de ventanas abiertas, de participación ciudadana, de rendición de cuentas y, por consiguiente, de profundización democrática del sistema actual.
En paralelo, han aparecido diferentes entidades que han creado índices y metodologías para medir y evaluar la transparencia de los sujetos obligados por la ley, entre las que debe ser subrayado el papel de Transparencia Internacional y sus índices. Muchas de estas entidades emplean procedimientos de medición que obvian elementos cualitativos, organizativos y de introducción de cultura de la transparencia, que son los que mejor reflejan la existencia de transparencia en una organización.
Ante la necesidad de seguir avanzando en la búsqueda de un sistema que tenga en consideración los aspectos señalados como una parte integrante y transversal de la organización y sea capaz de certificar la transparencia, aparece la Asociación Española de la Transparencia (ACREDITRA) sobre la que se sustenta el Sistema Español de Certificación de la Transparencia. Dicho sistema conjuga una metodología, elementos y procesos rigurosos, que van más allá de las obligaciones legales que puedan tener las instituciones y que tiene por objetivo configurarse como un referente de la transparencia en España.
