This paper examines the planning process in Italy, focusing on the innovations introduced by the ... more This paper examines the planning process in Italy, focusing on the innovations introduced by the Law 183/89. The law n. 183 reorganizes land use, defining the'hydrographic or river basin'as the appropriate land base for territorial planning. To permit a satisfactory allocation of resources, the adoption of a variety of evaluation techniques is necessary to support the decision process. The "Decision Support System for Agricultural Irrigation" (DSIRR) is a DSS for the econ... more The "Decision Support System for Agricultural Irrigation" (DSIRR) is a DSS for the economic-environmental assessment of agricultural activity focusing on irrigation, designed to answer both public and private needs. DSIRR can operate at catchment or farm level simulating farmer's decision processes. The DSS permits one to analytically quantify the utilisation of water, labour and machinery, considering different types of soils, irrigation systems and seasonality. It runs under Windows with its own user-friendly interface. Solutions are found applying multicriterial mathematical programming techniques. Richness of information produced, flexibility and simplicity of use make DSIRR a powerful tool for a more sustainable agriculture and a sound irrigation policy and practise.
The objective of this paper is to provide an analysis of the sustainability of irrigated agricult... more The objective of this paper is to provide an analysis of the sustainability of irrigated agriculture in Italy in the context of CAP reform and Water Framework Directive. The work combines scenario analysis, multicriteria mathematical programming simulation models and economic, social and environmental indicators. Five irrigated farming systems were considered: cereals, rice, fruit, vegetables and citrus. The results show the diversity of Italian irrigated farming systems and the trade-off between socio-economic and environmental performance. This highlights the need for a differentiated application of the Water Framework Directive, balancing water conservation and rural development objectives.

First, the identification at the regional level (NUTS 2) of land use patterns common to similar farms defined ‘group cropping scheme'. Second, the farm-level construction of farm cropping schemes, which expand the observed crop mix and identify suitable variation ranges considering the farm production context. The schemes are based on the observed behaviour of homogeneous farms and capture their common structural characteristics regarding land use.The schemes can be used at the territorial scale to analyse landuse trends and patterns over time. At the farm level, the method is designed to analyse short-term adaptations and is suitable to be used, together with other data, in mathematical programming models to run policy analysis exercises. Simulation models and DSS can play an important role in the definition of a Basin Plan that is a bargaining process with stakeholders requiring a lot of information that must be easily accessible to all actors. In this context the support of DSIRR “Decision Support System for Agricultural Irrigation ” could be valuable to conduct an economic-environmental assessment of agricultural activity that focuses on irrigation. The program operates at catchment level and simulates farmer’s decision process. A multicriteria approach is adopted to reach a better representation of farmer’s behaviour.
