The management of external and internal forces in the environment of projects is a pressing issue... more The management of external and internal forces in the environment of projects is a pressing issue. It is well known that the best results are achieved by those projects and organizations that fully take into account the influence of stakeholders and competently build their relationships with all stakeholders, which creates value for all parties, not just for project owners. The systematization of the entire stakeholder management task is proposed, which is presented as a single process of sequential related actions, which allows the manager to see and control the whole process as a whole. Introduction To date, project management research and publications have placed particular emphasis on planning and management techniques whereby a manager can control timeframes, costs, resources and quality. The project environment, including stakeholders, remains to be explored so far and does not have the sufficiently clear and accepted management practices. At the same time, experience shows th...

The main emphasis will be made on the main directions of creation of an institutional basis for the innovative capacity of Latvia, definition of a role of the state as organizer, the catalyst, and partner of these interactions. Strengthening of this role has to help reduce the existing significant gap between entrepreneurial and research spheres. The economic basis of the society which is based on knowledge is made by national innovative system. Therefore for further development of economy of Latvia in innovative system effective relationship between science, production and society has to be adjusted. Innovations must form a basis of development of economy and society, and requirements of innovative development, in turn, in many respects must define and stimulate the most important directions of development of scientific activity in Latvia. The mechanisms allowing adjusting large-scale processes of effective interaction of science, productions and society in general in Latvia are absent today as there is no institutional basis for significant motivation of economic agents in production to innovations, and in the research sphere-to the applied activity focused on creation of innovative potential for the country. The European Commission's Innovation Union Scoreboard 2015 reveals that the EU's overall level of innovation has remained stable. However, the crisis has left an impact on the private sector's innovative activity: the number of innovative firms is in decline, as are venture capital investment, SMEs' innovations, patent applications, exports of high-tech products and sales of innovative products. While there have been improvements in human resources, business investments in research and development and the quality of science, these are not enough to result in a stronger innovation performance. Therefore, the effective role of the state in this area in many respects depends on the solution of the following tasks: 1. Creation of incentives to innovations for the enterprises. To achieve this competitive environment must be created. 2. Organization of the process of the knowledge production for which reason more adequate system of salary payment to scientists depending on quality of the scientific result received by them has to be created. 3. Formation of infrastructure of innovative interaction between science, business and state. First of all, development of institutional instruments of this interaction is required. 4. Support of a transfer of technologies which requires setting of an accurate and purposeful regulation of the corresponding procedures and mutual financial settlements. 5. Creation of motivation and infrastructure for emergence of effective relationship in research and development between the private sector (production) and the public scientific and technical sector. It is the most important task for ensuring technological development of the country in the long term.

There have been radical changes and transformation of the postindustrial society into a global information society on the basis of knowledge and competence, and the increased external demands from society to the result of higher education have significantly influenced the development of higher education at the end of the 20th century. Accordingly, the roles, organizational forms and ways of functioning of higher education institutions (HEIs) have changed as one of the basic elements of the higher education system, ensuring the development of economic, social, cultural and global, national and regional communities as a whole. The current system of education is characterized by the virtual absence of institutions responsible for the results of their activities. Not sufficiently independent forms and mechanisms of participation of citizens, employers, professional ...

This study aims at presenting IT risks, the materialization of which can have impact on business ... more This study aims at presenting IT risks, the materialization of which can have impact on business activity of innovative enterprises, including start-ups. We need to emphasize that such enterprises are largely associated with the use and implementation of modern technologies in various sectors of the economy. We also need to underline that enterprises of this type to an ever-greater extent act as an impulse triggering innovativeness of the economy as seen from the national and international perspective. Therefore, risk limitation in the enterprise development process, especially in the field of IT, may be an element that supports reaching the product scaling stage and working out an optimal business model, which stands as a chance of achieving market success and competitive advantage. As indicated by researchers, start-ups identify IT risks within the area of their activity and undertake actions aimed at limiting them.
