Rural regions are often seen as key sources of urban water supply, creating pressure for realloca... more Rural regions are often seen as key sources of urban water supply, creating pressure for reallocation and potential hotspots of competition for water between cities and agriculture. How effective and equitable is reallocation from rural to urban regions, and what have we learned from the global experience? This synthesis report examines the drivers, processes, politics, and outcomes of reallocation based on a review of the literature and insights from four in-depth case studies where governments have reallocated relatively large volumes of water from rural to urban regions: Melbourne, Australia; Mokopane, South Africa; Monterrey, Mexico; and São Paulo, Brazil. The findings suggest that water reallocation can play an important role in regional development. However, reallocation projects have also been controversial because of distributional conflicts regarding who wins and loses. The concept of benefit sharing, long applied to transboundary river basin management, offers a framework for designing effective and equitable reallocation processes, shifting the focus from dividing the water to sharing the benefits among rural and urban regions. The report identifies seven key lessons for realizing the potential of reallocation and limiting the risks

El texto focaliza el concepto de 'desarrollo sustentable', tal como es presentado en el i... more El texto focaliza el concepto de 'desarrollo sustentable', tal como es presentado en el informe de la Comision Brundtland ante las Naciones Unidas. Tiene por objeto la discusion del concepto en relacion con su validez como nuevo paradigma teorico, que supone una nueva comprension del proceso de desarrollo regional en los paises mas pobres. Para llegar al concepto en si, parte de la revision historica de las principales teorias del desarrollo. El curso que vincula un punto al otro pasa tanto por las perspectivas de los economistas cuanto por la vision de destacados geografos. Esto se complementa por la contextualizacion de la genesis del modelo de desarrollo. Concluye mostrando las posibilidades de una nueva perspectiva del desarrollo y las dudas existentes en relacion con el modelo: en primera instancia, la dificultad de lograr un futuro comun, si se carece de un presente comun; y, en segunda instancia, la posibilidad de que el modelo constituya un ejercicio tautologico que ...

En consecuencia, la presion sobre los recursos hidricos y la gestion del agua en las ciudades representan grandes retos. Pese a la importancia de estos asuntos, ha habido una escasa cobertura sistematica de este tema en forma de libro. Este trabajo llena el vacio bibliografico existente, proporcionando tanto panoramas tematicos como varios capitulos con estudios de caso. Este libro analiza aspectos clave de por que el agua es importante para las ciudades y presenta estudios de caso en cuestiones como la gestion del agua subterranea, el crecimiento verde y los servicios de agua, las desigualdades en el suministro de agua, el financiamiento de los servicios de agua y la gestion de las inundaciones. Se presentan ejemplos detallados de Argentina, Brasil, Colombia, Ecuador, Mexico y Peru, y se incluye un capitulo comparando las lecciones que se pueden aprender de las ciudades estadounidenses. Para poner los temas en un contexto global, los autores que han contribuido a este libro provienen tanto del interior como del exterior de la region, incluyendo al Banco Interamericano de Desarrollo, la Organizacion para la Cooperacion y el Desarrollo Economico y el Banco Mundial.

Se analizan las metodologías de investigación, antecedentes, temporalidad y conceptualización de la confianza. Lo anterior se enlaza con sus dimensiones y formas de operacionalización que se han utilizado en diferentes contextos para entender la innovación colaborativa. Se desarrolla un modelo teórico-metodológico para explicar la construcción de la confianza en proyectos de innovación, como un proceso complejo y costoso. El modelo puede ser aplicado en distintos ámbitos, incluido el territorial, por ejemplo, en la evaluación de los sistemas de innovación regionales.

Mexico is exposed to droughts and vulnerable to their impacts. Despite a history of serious econo... more Mexico is exposed to droughts and vulnerable to their impacts. Despite a history of serious economic and social consequences from drought, until recently national water policy did not acknowledge this type of natural disaster as a priority issue. This paper analyses how drought policy in Mexico has evolved since the creation of the National Water Commission in 1989 up to 2013, when the most specific initiative in that regard was introduced: the National Drought Program (Programa Nacional Contra la Sequía, PRONACOSE). Over that period of time drought has slowly but steadily gained importance in national water planning and management. Significant initiatives have been implemented, including a national drought early warning and monitoring system. Nevertheless, efforts still focus on compensating economic losses after the fact and little has been achieved in terms of reducing the country's vulnerability to drought. There is a great need to increase public awareness and boost the scientific knowledge necessary for the design of appropriate preventive measures. A long way remains to establish an effective , forward-looking, integrated and preventive drought management model.
